1 VILLAGE OF POSEN MINUTES OF A REGULAR MEETING OF THE VILLAGE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF POSEN HELD TUESDAY OCTOBER 13th, 2015 AT 6:30 P.M. IN THE POSEN MUNICIPAL BUILDING CALL TO ORDER President Donald W. Schupek called the Regular Meeting to order for Tuesday, October 13th, 2015 at 6:30 P.M. in the Posen Municipal Building, 2440 W. Walter Zimny Drive, Posen, Illinois ROLL CALL Upon the Call of the Roll by Clerk Grabowski, President Donald W. Schupek, Trustees G. Torres, D. Niemeyer, J. Casillas, R. Klapkowski and Andrew Hulsey were present. Absent was Trustee D. J. Schnering. Also present were Village Attorney Peter Murphy, Deputy Chief Bob Quirk, Fire Chief Kevin Szewczyk, Public Works Asst. Director of Water Jason Rhein, Bookkeeper Angelito Alzona and Treasurer Linda Arvia. PLEDGE OF ALLEGIANCE President Schupek led the Village Board and attending public in the recitation of the Pledge of Allegiance. RECORD OF THE PROCEEDINGS President Schupek called for a motion to approve the Minutes of the Regular Meeting held Tuesday, September 22 nd, 2015 as written. Trustee Torres moved, seconded by Trustee Casillas to accept them. Trustees Torres, Casillas and Klapkowski Voted Aye. Trustees Niemeyer and Hulsey abstained. Motion was approved. FINANCE & ADMINISTRATION Chairman D.J. Schnering In the absence of Trustee Schnering, President Schupek called for a motion to approve Warrant #11-15/16. Trustee Torres moved, seconded by Trustee Klapkowski. All Trustees Voted Aye: motion was approved. President Schupek directed the Clerk to read Resolution # , Metropolitan Mayors Caucus Model Resolution Celebrating the 25 th Anniversary of the Passage of the Americans with Disabilities Act.

2 WHEREAS, nearly 1 in 5 residents of the United States have a disability; and WHEREAS, the population of people with disabilities is increasing among all age groups; and WHEREAS, people with disabilities are more likely to be disadvantaged socially, vocationally, economically, and educationally; and WHEREAS, the Americans with Disabilities Act was signed into law on July 26, 1990 by President George H. W. Bush; and WHEREAS, it is appropriate to pause and celebrate/recognize the Americans with Disabilities Act as a wide ranging and landmark piece of civil rights legislation that prohibits discrimination based on disability; and NOW, THEREFORE, BE IT RESOLVED, BY DONALD W. SCHUPEK THAT the most effective way in which to celebrate this milestone 25-year anniversary of the Americans with Disability Act is to reaffirm our opposition to discrimination based on disability and to strive to promote full implementation of the Americans with Disabilities Act; and BE IT FURTHER RESOLVED THAT we support the pursuit of programs to ensure that the spirit and founding, provisions of the Americans with Disabilities Act are maintained, implemented and enforced; and There is no higher calling than to recognize the dignity and worth of all people. Adopted by THE BOARD OF TRUSTEES this 13 TH day of OCTOBER, Trustee Klapkowski moved, seconded by Trustee Torres. All Trustees Voted Aye: motion was approved. President Schupek directed the Clerk to read the Funds Balance Report for July 31, General: $119, Real Estate Tax: $134, Illinois Funds: $ 9, President Schupek then called for a motion to accept Funds Balance report for July 31, Trustee Torres moved, seconded by Trustee Niemeyer to do so. All Trustees Voted Aye: motion was approved. President Schupek directed the Clerk to read a letter received from Park Lawn requesting permission to hold a fundraiser on Friday and Saturday, March 25/26 and April 15/16, Trustee Casillas moved, seconded by Trustee Klapkowski to approve their request. 4 POLICE Chairman G. Torres Trustee Torres gave the following Police Department Monthly Report for September 2015: Parking Citations 139 Fees Collected Moving Citations 214 Report Copy Fees - $ Calls Answered 1631 Tow Release Fees - $8, Traffic Stops 129 MO Ordinance Fines - $ Felonies 3 Misdemeanors 32 Parking Ticket Collections Warrants 3 Police Department - $3, Business Checks 591 Court Parking Tickets - $3, MO Ordinance Tickets 25 Collections Parking & MO Ordinance Total Vehicles Towed and Tickets - $1, Impounded 27 Fines Received from Markham Court - $3, TOTAL MONEY COLLECTED - $20, The following Monthly Report for September 2015 was read: Training Sgt. Grab is attending Northwestern University School of Police Staff and Command starting September 14 th. Sgt. Grab will attend this program two weeks a month until January The School of Police Staff and Command (SPSC) is an intensive ten-week program that prepares law enforcement managers for senior positions by uniquely combining academic principles with practical applications. Sgt. Grab completed the first two weeks of this 10 week program. New Officers Officer Gutierrez completed the twelve week F.T.O. program and is now assigned to the day shift. Officer Knight graduated from Cook County Sheriffs police academy on September 11 th. Officer Knight attended an additional week of training at the academy. Officer Knight started the Field Training program on September 21 st. Office Hubert Dziekan was hired September 28 th, 2015 and started the Cook County Sheriffs police academy on October 5 th, Officer Dziekan will graduate the police academy December 14 th, Officer will then start the twelve week F.T.O. program.

5 Neighborhood Watch The next Neighborhood Watch meeting is scheduled for October 29 th, 2015 at the Village Hall. The topic will be Fire Safety presented by the Posen Fire Department. President Schupek announced that Officer James Gutierrez was in the audience. All present gave him a rousing hand of applause. Congratulations Officer Gutierrez and welcome to the Posen Police Department! RECREATION Chairman D. Niemeyer Trustee Niemeyer gave the following Community Center Receipts Report for October, 2015: Registration - $1, Rental $ Deposit - $ Dram - $ Total $2, Trustee Niemeyer then read the Community Center News for October 2015: October 21 Senior Meeting 1:00 P.M. October 28 Community Luncheon 12:00 noon The Posen Community Calendar for October 2015 was posted on the bulletin board in the lobby. PUBLIC WORKS Chairman A. Hulsey Trustee Hulsey announced that water bills are due October 22 nd, 2015 by 5:00 P.M. President Schupek announced that 139 th Street, west of Western Avenue will be closed beginning Monday, October 19, 2015 through Mid-November (no completion date). Repairs are being done on the bridge.

6 OTHER OPEN TO THE PUBLIC A resident asked a question regarding the closing of 139 th Street. ADJOURNMENT President Schupek called for a motion to adjourn. Trustee Torres moved, seconded by Trustee Casillas to do so. All Trustees Voted Aye: motion was approved. President Donald W. Schupek adjourned the Regular Meeting at 6:45 P.M.
