1 VILLAGE OF POSEN MINUTES OF A REGULAR MEETING OF THE VILLAGE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF POSEN HELD TUESDAY, MAY 24 TH, 2011 AT 6:30 P.M. IN THE POSEN MUNICIPAL BUILDING CALL TO ORDER President Donald W. Schupek, called the Regular Meeting to order for Tuesday, May 24 th, 2011 at 6:30 P.M. in the Posen Municipal Building, 2440 W. Walter Zimny Drive, Posen, Illinois. ROLL CALL Upon the Call of the Roll by Clerk Veronica Grabowski, Trustees Podbielniak, Niemeyer, Casillas, Klapkowski and Spindler were present. Absent was Trustee Schnering. Also in attendance were Village Attorney Peter Murphy, Police Chief Ralph Jungles, Assistant Fire Chief Denise Podbielniak, Bookkeeper Angelito Alzona and Treasurer Michael Farrell. PLEDGE OF ALLEGIANCE President Schupek led the Village Board and attending public in the recitation of the Pledge of Allegiance. RECORD OF THE PROCEEDINGS President Schupek called for a motion to accept the Minutes of the Regular Meeting held Tuesday, May10 th, 2011 as written. Trustee Podbielniak moved, seconded by Trustee Spindler to accept them. FINANCE & ADMINISTRATION Chairman F. Podbielniak Trustee Podbielniak moved to accept Warrant #02-11/12. Trustee Klapkowski seconded the motion with all Trustees Voting Aye: motion carried. Trustee Podbielniak directed the Clerk to read Ordinance # , which read as follows: General Fund $ 6,862,100 Police Pension Fund 170,000 Firemen Pension Fund 45,000 Motor Fuel Tax Fund 236,500 Social Security Fund 110,000 Street & Bridges Fund 1,631,600 Insurance Fund 650,000

Trustee Podbielniak read the following Cash Fund / Balance Report for Period Ending April 30 th, 2011: General $197, Real Estate Tax 767, Illinois Funds 9, The village offices will be closed on Saturday, May 28 th, 2011 and Monday, May 30 th, 2011 in observation of Memorial Day. Regular Hours will resume on Tuesday, May 31 st, at 9:00 A.M. COMMUNITY HEALTH & DEVELOPMENT - Chairman D. J. Schnering Due to the absence of Trustee Schnering, there was no report. PUBLIC WORKS Chairman C. Spindler Trustee Spindler announced shut-off letters are being worked on for all delinquent accounts. Sewer work is being done throughout the village. The 50/50 Program will begin shortly. Any resident wishing to replace their front sidewalk can call the village to sign up for this program. Water bills were sent and are due today at 5:00 P.M.

3 FIRE Chairman J. Casillas Trustee Casillas had no report. POLICE Chairman D. Niemeyer Trustee Niemeyer turned the floor over to Police Chief Ralph Jungles who gave the following report: Earlier this year the Cook County Gang Graffiti Removal Unit lost funding from the County for their unit. However, just recently, the County approved a new budge for the unit funding the unit for an additional year through Patrol Officers eligibility testing applications will be available for probationary patrol officers starting Monday, June 13 th through Friday July 15 th. Applications will be available at the Village Hall during regular business hours. There will be a $25.00 non-refundable fee for each applicant at the time he or she picks up an application packet. The orientation will be held at Bremen High School on Monday, July 25 th at 7:00 P.M. The physical agility testing will be held the following Saturday, July 30 th at Bremen High School starting at 8:00 A.M. Those applicants that successfully pass the physical agility will then proceed to the written examination which will be administered at 12:00 noon on July 30 th at Bremen High School. Applicants will then be notified of further testing for the position of patrol officer by the Police & Fire Commission. Chief Jungles then read the following received from the Village of Summitt: Chief Jungles: On Saturday, April 16, 2011 our officers responded to an armed robbery that occurred at The Liquor Shop in our town. After receiving a suspect vehicle description from witnesses, one of our officers had a possible plate for a vehicle he previously observed in the area that matched the description of the offending vehicle. The vehicle was found to have a registered address of S. Seeley in Blue Island. An ISPERN broadcast of the incident was dispatched. The broadcast was relayed to your patrol units from dispatch. Officer Robitz #177 while on patrol observed the suspect vehicle traveling on 139 th Street. Officer Robitz along with Officer Stone #167, Sgt. Schultz #210, Officer Slattery #159 and Posen Officers Grab #21 and Claflin #26 stopped the suspect vehicle. The officers detained three subjects and secured the vehicle until Summit Police units arrived on the scene. All three detained subjects were subsequently charged with Armed Robbery. We would like to commend these officers for their diligence and professionalism that ultimately aided in the charging of these individuals.

Klapkowski Trustee Klapkowski gave the following Report: A Community Luncheon will be held on Wednesday, May 25 at 12:00 noon. Pork chops from Hog Wild will be on the menu. 6 Fire & Police Commission David Athens John Ruffin John Sarna President Schupek asked all Appointees to rise so Clerk Veronica Grabowski can swear them in. After the swearing in, all present gave them a rousing hand of applause. President Schupek announced that a Memorial Service and Park Dedication Ceremony will be held on Monday, May 30 th at 10:00 A.M. at Memorial Park, 143 rd Street and Campbell Avenue. All are invited to attend. A Village wide garage sale will be held on Saturday, June 18 th, 2011 from the hours of 10:00 A.M. through 3:00 P.M. All participants should register with the village office so we can have a listing of all participants. There will be no charge for the village wide garage sale. Trustee Spindler gave a resume of the Dixie Dash Parade that will be held on Saturday, June 18 th beginning in Blue Island at 8:00 A.M. The parade will continue on until it reaches the town of Momence with many stops along the way. OPEN TO THE PUBLIC A woman reminded the Board of a meeting that will take place on Sunday, May 29 th, 2011 at 2:00 P.M. to be held in the St. Stanislaus gym.
