1 VILLAGE OF LANSING JOURNAL AND REGULAR PROCEEDINGS OF THE REGULAR BOARD MEETING OF THE MAYOR AND BOARD OF TRUSTEES March 7, 2017 CALL TO ORDER Mayor Abbott called the Regular Board Meeting to order at 7:11 p.m. Roll call revealed the following trustees present: Eidam, Kapteyn, Stole, Skrbina, Manno and DeLaurentis PRESENTATION OF MINUTES Mayor Abbott requested any corrections or additions to the minutes of the Regular Board Meeting held February 21, There were none. Mayor Abbott asked for a motion to approve the minutes. Trustee Stole so moved. Trustee Kapteyn seconded. Nays 0 -Trustees: Stole, Kapteyn, Eidam, Skrbina, Manno and DeLaurentis MAYOR S REPORT No report provided. ATTORNEY S REPORT Village Attorney, Mr. Tim Lapp, introduced Ordinance , An Ordinance of the Village of Lansing, Cook County, Illinois Amending Chapter 2, Administration, in the Village of Lansing. Attorney Lapp explained the ordinance adopts the Employee Handbook with the revision as discussed and agreed upon at the February 21, 2017, Committee of the Whole meeting. Trustee DeLaurentis so moved. Trustee Stole seconded. Trustee Eidam stated the Trustees had not seen or received a copy of the revisions agreed upon and expected to view those revisions.!1

2 Brief discussion ensued. Trustee DeLaurentis rescinded the previous motion. Trustee Skrbina agreed. Trustee DeLaurentis offered a motion to adopt Ordinance , Amending Chapter 2 Administration, of the new handbook with revisions pursuant to the minutes of the Committee of the Whole Meeting, February 21, 2017, that provide on Page 5 under the heading Administration & Responsibilities, the following verbiage to be added..shall be administered by the Personnel Services Coordinator at the direction of the Mayor or Village Administrator. Trustee Skrbina seconded. Nays 0-Trustee: DeLaurentis, Skrbina, Eidam, Kapteyn, Stole and Manno Attorney Lapp introduced Resolution 993, A Resolution Authorizing the Release for Public Inspection of Certain Minutes of the Executive Sessions of the Lansing Village Board, in the Village of Lansing, Cook County, Illinois. Attorney Lapp explained this Resolution contains specific minutes the Board has agreed to release during previous Executive sessions. Nays 0-Trustee: Trustee DeLaurentis so moved. Trustee Skrbina seconded. DeLaurentis, Skrbina, Eidam, Kapteyn, Stole and Manno COMMITTEE REPORTS FINANCE Trustee Kapteyn offered a motion to approve the following: Payroll for period ending February 25, 2017, in the amount of $517, General Prepaid Bills for February 22, 2017, in the amount of $10, General Prepaid Bills for February 28, 2017, in the amount of $1, General Prepaid Bills for March 1, 2017, in the amount of $15, General Bills for March 7, 2017, in the amount of $768, Trustee Stole seconded.!2

3 Nays 0 -Trustees: Kapteyn, Stole, Eidam, Skrbina, Manno and DeLaurentis INSURANCE No report provided. PUBLIC WORKS Trustee Manno reported the Public Works activities that included a number of water service appointments, water excavations, sewer related requests, JULIE requests, chipper/branch service and toter service requests for the month of February. Trustee Manno continued announcing the Public Works salt dome is completed and operators have begun filling it, budget preparation has begun, Ken Carter has been named as Street Supervisor, street potholes have been filled, and training and continuing education classes have been scheduled. PUBLIC SAFETY Trustee Skrbina announced the Lansing Fire Department responded to 363 calls in February, of which 289 were ambulance calls. The Fire Inspection Bureau conducted 110 inspections. On February 16, 2017, Patryk Antolak, was sworn in as a new Firefighter/Paramedic. Additionally, David Bushor has now become active as a Paid-on Call Firefighter. Trustee Skrbina continued reporting that Sgt. Jason Klausner attended a two week supervisory course. The new Business Watch Program has been announced and will afford businesses the opportunity to network and share information with each other and the police department. Interested businesses can contact Sgt. Tim Glinski for additional information. YOUTH CENTER & LNN Trustee Eidam reported the Youth Center s average daily attendance of 36 students, and shared the February highlights that included a talent show and serving a Subway lunch to 40 Memorial Jr. High students. Upcoming events included the Annual Lock-In on March 31 st and April 1 st and the Drama group is practicing for a new theater performance in June. Tax Season reminders included the announcement that taxes can be prepared on Tuesday and Wednesday from 11:45 a.m. 3:30 p.m. on a first come, first serve basis. Also the reminder that the PLYC staff cannot answer tax related questions. AVIATION AND ECONOMIC DEVELOPMENT Trustee Stole made a motion to approve Resolution 994, A Resolution of the Village of Lansing, Cook County, Illinois, Supporting the Invest In Cook Grant Application as previously discussed by Economic Development Director, Travis Bandstra, in this evening s Committee of the Whole Meeting.!3

4 Trustee DeLaurentis seconded. Nays Trustees: Stole, DeLaurentis, Eidam, Kapteyn, Skrbina and Manno. Trustee Stole reported the key developments and highlights of the Economic Development office that included Director Bandstra s assisting the Metropolitan Mayors Caucus who is profiling the Villages partnership with the South Suburban Land Bank s acquisition of abandoned homes. He also reported Director Bandstra s participation in a planning session with SSMMA to discuss County Class 8/6B incentives. Trustee Stole added that the 2015 No Cash Bid properties deeds should be arriving soon. Lastly, Trustee Stole announced and welcomed Sam s Furniture & Mattress Outlet located at Burnham Avenue in the Ridgebrook Plaza. BUILDINGS & ADA Trustee DeLaurentis reported the Building Department issued 129 permits with a valuation of over one million dollars. He also reported 226 inspections were conducted and 121 code enforcement violations were issued. Trustee DeLaurentis reminded the residents that the time period for Christmas decorations to be displayed has expired and also stated that political signs are only to be placed on private property. PUBLIC COMMENT There was none. NEW/OLD BUSINESS There was none. At 7:28p.m., Mayor Abbott asked for a motion to adjourn the Regular Board Meeting. Trustee Eidam so moved.
