1 VILLAGE OF LANSING JOURNAL AND REGULAR PROCEEDINGS OF THE REGULAR BOARD MEETING OF THE MAYOR AND BOARD OF TRUSTEES ON JULY 15, 2014 CALL TO ORDER Mayor Abbott called the meeting to order at 7:30 p.m. Following the Pledge of Allegiance, Mayor Abbott introduced Pastor Michael Eberly of First Baptist Church. Pastor Eberly offered a prayer. Mayor Abbott asked for a roll call. Roll call revealed the following trustees present: Trustees Butler, Kapteyn, Stole, Skrbina, Manno and DeLaurentis PUBLIC HEARING Lansing Village Attorney, Mr. Tim Lapp, introduced the Amendment to the Agreement Between the Village and Phillips Chevrolet. The proposed Amendment provides for the benefit under the Agreement to be payable from the Torrence Corridor TIF, as opposed to the General Fund. Attorney Lapp opened the forum for questions from the Board and the public, but there were no questions or comments. Mayor Abbott adjourned the public hearing. Mayor Abbott asked for a roll call. Roll call revealed the following trustees present: Trustees Butler, Kapteyn, Stole, Skrbina, Manno and DeLaurentis PRESENTATION OF MINUTES Mayor Abbott asked if there were any corrections or additions to the minutes of the June 17, 2014 Village Board Meeting. Trustee Stole pointed out that Trustees Kapteyn and Stole should have been recorded as abstained from the Approval of the June 3, 2014 minutes, as they were not present. Mayor Abbott asked for a roll call to approve the minutes, with correction. Minutes approved Butler, Kapteyn, Stole, Skrbina, Manno and DeLaurentis. 1

2 ADMINISTRATOR S REPORT Mr. J. Wynsma, Village Administrator, announced that a presentation regarding the Comprehensive Plan would precede his report. He introduced Kristi DeLaurentiis, who had been heading up the project. Kristi explained that the Chicago Metropolitan Agency for Planning (CMAP) had underwritten, funded, and partnered with the Village on the project. Before introducing consultant Doug Hammel of Houseal Lavigne, Kristi thanked the Steering Committee and Board Members for their involvement. A brief presentation detailing the main objectives of the Comprehensive Plan by Mr. Hammel followed. Mayor Abbott took a moment to thank Kristi DeLaurentiis for her dedication to the development of the Comprehensive Plan and Trustee Stole thanked members of the Economic Development committee. The Park District and input from residents was also noted as instrumental in formulation of the Plan. Mr. Wynsma reported that the Village, under the leadership of Sergeant Al Phillips, has been actively working on transcribing written emergency procedures. Members of the police, fire, and public works recently participated in a Joint Terrorism Tabletop Exercise along with the Town of Munster. The exercise focused on mass vaccinations and emergency readiness in a crisis. Mr. Wynsma thanked Sergeant Al Phillips for his leadership of the project. ATTORNEY S REPORT Lansing Village Attorney, Mr. Tim Lapp, recommended adoption of the First Amendment to the Agreement Between the Village of Lansing and Phillips Chevrolet of Lansing, Inc., which was the subject of the Public Hearing that preceded the Board Meeting. Trustee Butler so moved. Trustee Stole seconded. Amendment Adopted Butler, Stole, Kapteyn, Skrbina, Manno, and DeLaurentis Mr. Lapp then introduced Ordinance , an Ordinance of the Village of Lansing, Cook County, Illinois Amending Chapter 56, Zoning, in the Village of Lansing. This ordinance sets forth to establish medical cannabis zoning regulations. Mr. Lapp explained that, after holding a public hearing, the Planning and Zoning Board recommended approval of the ordinance. This ordinance incorporates the use of security equipment at both dispensaries and growing facilities. Mr. Lapp asked for a motion to adopt Ordinance Trustee Skrbina so moved. Trustee Manno seconded. 2

3 Ordinance Adopted Skrbina, Manno, Butler, Kapteyn, Stole, and DeLaurentis. Mr. Lapp presented Ordinance , an Ordinance of the Village of Lansing, Cook County, Illinois, Vacating a Portion of the 16 Foot Alley That Runs North/South Between Ridge Road and 183 rd Street West of Torrence (West of Former VFW Hall) in the Village of Lansing. This ordinance vacates the alley that runs between two properties, upon the request of the property owner, making it possible to connect the two adjacent properties. Mr. Lapp asked for a motion to adopt Ordinance Trustee Kapteyn so moved. Trustee Skrbina seconded. Ordinance Adopted Kapteyn, Skrbina, Butler, Stole, Manno, and DeLaurentis. Mr. Lapp concluded by introducing Resolution 906, a Resolution of the Village of Lansing Authorizing the Execution of an Access and Utility Easement Agreement for Installation and General Maintenance of a Proposed Storm Water Sewer Line Between the Village of Lansing and SKB Hospitality, Inc. This resolution provides for a utility easement for a storm sewer drain to run across the Lansing Motel parking lot, making it possible to proceed with the Stoney Island Flood Mitigation Project. In exchange for the easement, the property owner will receive $6,500 and the parking lot will be resurfaced. Mr. Lapp asked for a motion to adopt Resolution 906. Trustee Kapteyn so moved. Trustee Butler seconded. Resolution 906 Adopted Kapteyn, Butler, Stole, Skrbina, Manno, and DeLaurentis. COMMITTEE REPORTS FINANCE Trustee Butler made a motion to approve the following: 3

4 Payroll for the period ending June 21, 2014, in the amount of $471, Payroll for the period ending July 5, 2014, in the amount of $497, General Prepaid Bills for June 19, 2014, in the amount of $11, General Prepaid Bills for June 26, 2014, in the amount of $2, General Bills for July 1, 2014, in the amount of $262, General Prepaid Bills for July 10, 2014, in the amount of $253, General Bills for July 15, 2014, in the amount of $146, Trustee DeLaurentis seconded. Yeas Trustees: Motion passed Butler, DeLaurentis, Kapteyn, Stole, Skrbina, and Manno. INSURANCE Trustee Butler reported that the Finance Department is completing the 2014 Vehicle Sticker season. The newly-implemented Code Red notification system was put to use by alerting residents to the sticker deadline. Trustee Butler noted that many residents commented that the process was more organized than previous years. Trustee Butler concluded by announcing that the Finance Department is nearcompletion of its 3-week audit fieldwork by independent auditing firm, McGladrey LLC. PUBLIC WORKS Trustee Kapteyn reported that Public Works crews have been busy responding to damage incurred from the severe weather on June 30, Staff worked tirelessly to remove over 200 truck-loads of felled trees and branches from Village streets and buildings. Crews also addressed downed wires, traffic signal issues due to power outages, and street flooding. Trustee Kapteyn commended the Village Staff who, despite several days of power outage at the Public Works office, did a stellar job continuing to service Lansing residents. Trustee Kapteyn also announced that many of the re-paving projects will be underway in the coming weeks. Trustee Kapteyn reminded residents to exercise caution when driving near construction areas. PUBLIC SAFETY Trustee Skrbina recognized Lieutenant Pete Chmura and Firefighter Steve Buffano for their recent state-certification as watercraft technicians in Water Operations, as well as recognizing Engineer Jim Perrault in his state-certification in Vehicle Machinery Operations. Trustee Skrbina announced that, in light of the award of a Federal Assistance to Firefighters Grant, the Fire Department has trained with representatives from 3 extrication rescue tool companies as part of an ongoing process to decide which toolset will best fit the department s needs. 4

5 On behalf of the Mayor and the Village Board, Trustee Skrbina expressed gratitude to the Fire Department for their successful 4 th of July fireworks display. YOUTH CENTER & LNN Trustee Manno reported that the Youth Center s annual field trip to Deep River Water Park is scheduled for next week. The Youth Center expects approximately 30 youth to attend. Trustee Manno announced that the new LNN website has launched. The web address is unchanged: Trustee Manno concluded by announcing that LNN will be launching a new series called State of the Village. AVIATION & ECONOMIC DEVELOPMENT Trustee Stole introduced Ordinance , an Ordinance of the Village of Lansing, Cook County, Illinois Amending Chapter 54, Planning and Development in the Village of Lansing. This ordinance formally adopts the Comprehensive Plan for the Village of Lansing and amends the village code to reference the new plan. The Plan was detailed earlier in the Board Meeting by consultant Doug Hammel, and comes recommended by Kristi DeLaurentiis. Trustee Stole so moved. Trustee DeLaurentis seconded. Ordinance Adopted Stole, DeLaurentis, Kapteyn, Butler, Skrbina, and Manno. Trustee Stole continued by congratulating several local businesses on their recent successes: National Pasteurized Egg for finalizing expansion plans and for cornering 90% of the pasteurized egg market; and One Trick Pony Brewery & Tap Room on their second anniversary and upcoming expansion. Trustee Stole announced that the Village is partnering with Fetching Market for Pop-Up Market on September 5 & 6 at the historic Ford Hangar. The market will offer vintage and hand-crafted artisan wares. Further information is available on the website. BUILDINGS & ADA Trustee DeLaurentis announced that Phillips Chevrolet had received its permits and broken ground last month. Phillips is undergoing a 3.5 million dollar renovation that will include a new façade, expanded showroom and office space, as well as an increased inventory lot and landscape and sidewalk improvements. Trustee DeLaurentis also reported that Code Enforcement Officers have been working with residents and business owners on multiple maintenance concerns, 5

6 with 406 violations brought to the attention of property owners in June alone. Trustee DeLaurentis reminded residents of the importance of maintaining parkways and alleys, clearing weeds and low-hanging branches, and keeping fences in good repair. PUBLIC COMMENT Edna Damron, of 3530 E. 190 th Place, Lansing, Illinois expressed her concerns regarding lawn maintenance at the ComEd tension wires next to her property, campers parked in driveways, and cars parked in streets. Bob Malkas, of nd Street, Lansing, Illinois requested a printed copy of the Comprehensive Plan. Diane Costello, of nd Street, Lansing, Illinois inquired whether the reappointment of the retiring Deputy Police Chief was necessary. Mike Durocher, of William Street, Lansing, Illinois, expressed his opinions regarding the hiring of police officers, and the condition of the roads. Nancy Reed, of Commercial, Lansing, Illinois, commented on public safety and the hiring of police officers. Michael Hersom, th Street, Lansing, Illinois, commended the Village on a great 4 th of July event, suggested a copy of the Comprehensive Plan be available for viewing at Village Hall, and made recommendations for yard maintenance regulations. OLD/NEW BUSINESS ADJOURNMENT Trustee Kapteyn opened discussion with the board regarding the revision of the current Snow Parking Ordinance. The ad hoc committee has been evaluating various snow parking options and also the enforcement of snow parking. Trustee Kapteyn expressed the necessity of having the snow parking procedure in place before the first snowfall. There were no objections.
