3 City Council Regular Meeting Tuesday, May 23, :30 PM MINUTES Mayor Dale Massad called the meeting to order at 7:30 P.M. The invocation was given by Reverend Sandra Spaldi, Chapel of the Divine Spirit. The Pledge of Allegiance was recited. The roll was called. Mayor Dale Massad, Vice Mayor Terrence Rowe, Councilwoman Nancy Britton, Councilwoman Jennie Sorrell, Councilman William Dittmer, City Attorney James Mathieu, and City Manager Vincent Lupo were present. APPROVE COUNCIL MINUTES Regular City Council meeting minutes of May 9th, 2017 MOTION: Councilwoman Nancy Britton made a motion to approve the minutes. Vice Mayor Terrence Rowe seconded the motion. All were in favor. ANNOUNCEMENTS There were no staff announcements. COMMENTS FROM THE GENERAL PUBLIC Thomas Brown: 7436 Candlelight Ct. - Spoke about continuing concerns regarding public easements and the enforcement of ordinances. Pastor Steve Jarvis: 6652 Ridge Rd. - Expressed his appreciation to the Council and staff for their involvement in the community. Pastor Leonard Lord: 8114 Leo Kidd Ave. - Thanked Ms. Tammy Schuck for her friendship and service to the citizens of the City of Port Richey and presented her with gifts for her retirement from the position of City Clerk. He also thanked Council and staff for their work and advised of upcoming events to benefit the community. George Vera: unknown address - Expressed his thoughts regarding Council and staff. David Solheim: 5538 Quist Dr. - Commented on an interaction during a previous Council meeting. Reverend Sandra Spaldi: 8207 Old Post Rd. - Addressed a citizen's concern regarding Council and staff's interaction with public comment. COMMENTS FROM THE CITY MANAGER City Manager Vincent Lupo updated the Council on the continued cost savings with regard to water purchases. 4 City Attorney James Mathieu informed Council on the status of the Supreme Court hearings on the Red Light Cameras and how it may affect the City's operation of the Red Light Camera enforcement. COMMENTS FROM THE MAYOR & CITY COUNCIL Council presented Ms. Tammy Schuck with some tokens of appreciation for her retirement from the position of City Clerk. Councilwoman Nancy Britton and other council members gave a few short statements and wished Ms. Schuck well during her retirement. Vice Mayor Terrence Rowe commended the City for restoring a piece of Port Richey history, the Limestone Fishing Pier. Mayor Dale Massad addressed some points with staff. 1. CONSENT AGENDA A. $ 31, Payroll Taxes for 4/24/17 to 5/7/2017 B. $ 33, City of New Port Richey Limit Drive Sewer 2/28/17 3/31/17 C. $ 16, City of New Port Richey Congress and Pinehill Water for 2/28/17 3/31/17 MOTION: Councilwoman Nancy Britton made a motion to approve the minutes. Councilman William Dittmer seconded the motion. All were in favor. 2. PRESENTATION OF RETIREMENT RESOLUTION TO CITY CLERK, TAMMY SCHUCK BY CHERYL MOONEY, CENTRAL WEST DIRECTOR OF THE FLORIDA ASSOCIATION OF CITY CLERKS Ms. Cheryl Mooney and Ms. Andrea Calvert, representing the Florida Association of City Clerks, presented a resolution recognizing the retirement of City Clerk Tammy Schuck. Ms. Tammy Schuck gave a short statement about what the City of Port Richey means to her. 3. SECOND AND FINAL READING - ORDINANCE NO FIRE ALARM CHANGE City Attorney James Mathieu read Ordinance No by title only for its second reading. MOTION: Councilman William Dittmer made a motion to approve. Councilwoman Nancy Britton seconded the motion. All were in favor. 4. SUPERVISOR OF ELECTIONS REQUEST TO MOVE POLLING LOCATION TO PORT RICHEY CITY HALL City Attorney James Mathieu provided an explanation on the request from the Supervisor of Elections to move the polling location to City Hall. He and Council briefly discussed any concerns. Reverend Sandra Spaldi: 8207 Old Post Rd. - Stated she believed that having the polling location at City Hall would give the citizens an opportunity to become acquainted with the building. 5 MOTION: Councilwoman Nancy Britton made a motion to approve. Vice Mayor Terrence Rowe seconded the motion. All were in favor. OLD BUSINESS Brenda Cathel: 5447 Quist Dr. - addressed a concern regarding a notice she received regarding her newly erected fence being in violation of City code. Council discussed and agreed forming a special committee would be beneficial in order to update the ordinances. City Manager Vincent Lupo addressed any concerns by Council members that were brought to his attention. ADJOURN MOTION: Vice Mayor Terrence Rowe made a motion to adjourn. 9 City Council Regular Meeting June 13, 2017 AGENDA ITEM NO. 3: COMPREHENSIVE ANNUAL FINANCIAL REPORT (CAFR): INFORMATION ONLY X ACTION ITEM ISSUE: The City of Port Richey's Comprehensive Annual Financial Report (CAFR) for the fiscal year ending September 30, 2016 submitted in compliance with Florida law summarizes the City's financial position and results of operations for its citizens, the City Council, the financial community and any other persons interested in the financial affairs of the City of Port Richey.
