3 CITY OF WINTER HAVEN COMMUNITY REDEVELOPMENT AGENCY FLORENCE VILLA ADVISORY COMMITTEE MEETING MINUTES April 14, CALL TO ORDER Glenda Jones, called the meeting to order at 5:07 pm. 2. ROLL CALL Members present: Chair Glenda Jones; J.P. Powell; Vermell Brown; Miriam Tillman (arrived late); Tymesia Ellis; Joey Hilliard; Jennifer Armbruster Members absent: Reverend Derrick Baker; Reverend Deldrick Leonard; Gwyndelyn Howell (excused); Staff present: Eric Labbe, Planning Division Manager Public present: None 3. APPROVAL OF MINUTES Motion to approve the minutes of January 30, 2017 by J.P. Powell; second by Vermell Brown. Motion carried unanimously. 4. ADVISORY COMMITTEE CHAIR & VICE CHAIR SELECTION (ACTION ITEM) Chair Glenda Jones advised that this item had been done in October and no action was necessary at this time. 5. CRA RESOLUTIONS R & R Eric Labbe provided a brief overview of the resolutions passed by the CRA Board at their meeting on March 13, J.P. Powell indicated that those members of the committee whose terms expire in 2017 will need to indicate their desire to continue at the next meeting. 6. FINANCIAL UPDATE/PROJECTION Eric Labbe provided an overview of the Florence Villa CRA budget, revenue, expenses to date, and debt. There were no questions or comments. 7. DRAFT LOCAL HOUSING ASSISTANCE PLAN (LHAP) Eric Labbe provided a brief overview of the LHAP and more specifically the new construction and purchase assistance programs and how they might help with a Florence Villa New Home

4 Page 2 of 2 CRA Florence Villa Advisory Committee Meeting Minutes Construction Program. Chair Glenda Jones asked if buyers who desired to use SHIP funds for purchase assistance needed to attend a home ownership class. Eric Labbe indicated that they would. J.P. Powell asked if the CRA could sell those lots to generate some revenue. Eric Labbe indicated that the City currently owned them, not the CRA. However, the City could transfer ownership to the CRA. J. P. Powell asked if CRA owned property pays taxes. Eric Labbe was not sure and indicated he would research the matter. 8. OTHER BUSINESS a. Comments from Advisory Committee Chair Glenda Jones asked everyone to read the housing newsletter to be aware of proposed cuts to HUD programs. Discussion ensued regarding changing the meeting dates from Friday afternoon to Monday afternoons at 5pm. Eric Labbe indicated that he would verify that moving the meeting date to Monday in July was ok. Joey Hilliard asked if builders involved with the SHIP program had to be local. Eric Labbe clarified that they did not. b. Comments from Staff Eric Labbe informed the committee of the roof work going out to bid for the Neighborhood Service Center. c. Comments from Public None 9.
