Underground Facilities Conversion Agreement between Florida Power & Light (FPL) and the City of Fort Myers for the Bay Street Electrical Undergrounding Project And Budget amendment appropriating funds from the 2016 General Fund Revenue Bonds in the amount of $310,000, increasing the Underground FPL Lines along Bay Street project expenditures budget by like amount (Ward 4) 9. Professional Service Agreements, Materials Testing Services Continuing Contract, Request for Qualifications PW, with the following firms: Ardaman & Associates, Inc., NOVA Engineering & Environmental, LLC., and Universal Engineering Sciences, Inc., for a contract term of five years 10. Uniform Collection Interlocal Agreement with Lee County for collections of certain non-ad valorem special assessments of the City 11. Underground Distribution Facilities Installation Agreement in the amount of $60, and removal of the existing vault, in the amount of $44, at the Central AWWTF with Florida Power & Light And Budget Amendment appropriating funds from the Utility Fund Reserves, in the amount of $105,300, increasing the Power Distribution System Rehab CWWTP project expenditures budget by like amount CITY COUNCIL COMMENTS AND ITEMS FOR CONSIDERATION 12. 5 13. Discussion on the purpose and responsibilities of the Economic Development Advisory Board (Councilperson Anderson) 14. Discuss suspending the internal investigations in the Fort Myers Police Department and transferring them to another independent firm or another law enforcement agency, request the City Manager work with the Chief of Police to resolve these issues (Councilperson Streets) (See 5:29 p.m.) Councilperson Streets moved to suggest the City Manager work the Chief of Police, staff and legal staff to discuss other alternatives, such as temporary suspension of that unit. Motion died for lack of a second. (See 5:47 p.m.) Councilperson Watson moved to order the City Manager to have an outside law enforcement agency conduct the internal investigations. CONTINUE PUBLIC HEARING: Sale of a portion of City owned right-of-way, Hanson Street Phase 3, to Champions Development Corporation (CDC), in the amount of $270,000, Pursuant to City Code 2-39 (Ward 6) Approved to continue to the April 1, 2019 City Council Regular meeting at Oscar M. Permission to advertise Ordinance No amending the Charter, Article II, Administrative Organization, Section 15 City Council, Subsection (a) and amending the City Code Article VIII, Elections, Section 61 Primary Election Mayor Henderson left the meeting. Approved as amended, with scrivener s error corrections on page two of the proposed Ordinance. Anthony Thomas, resident, spoke on his concerns regarding amending the City Charter. Workforce Innovation and Opportunity Act Work Experience Worksite Agreement providing youth services to the City at no cost for the 2019 spring break and summer break (See 6:19 p.m.) CITY ATTORNEY S ITEMS 20. Gerry Baker (Halstead), resident, thanked the Council and Code Enforcement for condemning her home years ago, as it was filled with black mold. Norma Castro, resident, spoke on the use of Billy Bowleg Park. David Ruffin, resident, spoke on his personal complaint regarding the Fort Myers Police Department. Anthony Thomas, resident, spoke on the Fort Myers Police Department.
