Washington Avenue, Titusville, FL MEETING AGENDA Any person who decides to appeal any decision of the Student Advisory Council with respect to any matter considered at this meeting will need a record of the proceedings, and for such purpose, may need to ensure that a verbatim record of the proceedings be made, which record includes the testimony and evidence upon which the appeal is to be based. The City desires to accommodate persons with disabilities. Accordingly, any physically handicapped persons, pursuant to Chamber Florida Statutes, should, at least 48 hours prior to the meeting, submit a written request to the chairpersons that the physically handicapped person desires to attend the meeting. I. CALL TO ORDER - Co-Chairperson Diamond Washington (THS) II. III. IV. DETERMINATION OF A QUORUM COMMENTS FROM THE PUBLIC PRESENT APPROVAL OF MINUTES Approve the minutes of the special Student Advisory Council meeting on September 10, 2018 and regular meeting of September 18, V. NEW BUSINESS A. Mock City Council Meeting Substitute Project On September 18, 2018, your Council discussed possibly hosting an event for the entire community to replace the 2019 Mock City Council project. Possible ideas included (1) A large community-involved project that would involve the Fire and Police Departments and City Council; (2) Relay for Life; or (3) a Long Table Event to bring the community together and discuss questions that might be placed on the table. VI. OLD BUSINESS A Florida League of Cities Municipal Youth Video Contest View the completed video entry submitted on September 28, The winners will be announced during Florida Government Week in late October. The City liaisons will keep you informed. B. Continue to improve the DrinkDriveDie.com webpage Discuss making changes to the webpage, including receiving suggestions from the 2018/2019 Webmaster Caleb Phillips. Direct or authorize the webmaster to make any desired changes to the webpage. C. Community Service Project On September 18, 2018, your Council discussed partnering with the Student Government Association (SGA) at Titusville High (THS) and Astronaut High (AHS) Schools to hold a Tail Gate Food Drive at the THS/AHS football game on November 2, It is recommended that Council continue to develop this project. IMPORTANT NOTE: This item was tabled on September 18, 2018, to allow City staff to research whether there would be a conflict of Florida Statutes and the Sunshine Law, with Page 1 of 9

Member Meeting & Project Preparation Time Sheet Members wishing to track personal hours spent preparing for meetings and events on a monthly and annual basis, please submit your time sheets to the Staff Liaisons. Travel time is not eligible and the City cannot validate additional hours reported by SAC Members. 2. Agendas The monthly meeting agenda will not be mailed, but will be uploaded and available for your review at at least five (5) calendar days prior to each Student Advisory Council (SAC) meeting. F. 3 3 Student Advisory Council Special Meeting September 10, 2018 The Student Advisory Council (SAC) met in special session on Monday, September 10, 2018, 2 nd Floor, City Hall, 555 South Washington Avenue, Titusville, Florida. Co-Chair Emma Milbert called the meeting to order at 4:02 p.m. Present were Co-Chairs Ashley Malizzi, Vice-Chair Simon Recicar, Secretary Isabella Alminana and Members Taylor Batson, Emilee Ellis, Ben Hamilton, Caleb Phillips, and Jacob Phillips. Also in attendance were and Secretary/Staff Liaison Debbie Denman, Jolynn Donhoff and Media Specialist Shane Dailey and Kurtis Korwin. Members Isaac Gutman and Josiah Johnson were absent. Diamond Washington arrived late. x x x Comments from the Public Present None. x x x Florida League of Cities Municipal Youth Video Contest (Deadline Sept. 28, 2018) Co-Chair Milbert advised that the Council would need to continue to develop the video based on discussions from recent Council meetings. Staff recommended ensuring that Council managed assignments and the schedule necessary to complete the project. Additionally, the Council was provided a script drafted by Member Hamilton and an additional copy of the draft script with suggested edits from Staff Liaison Donhoff. Co-Chair Milbert confirmed the assignments as followed: Video Footage - Member C. Phillips to manage/compile a list of footage for the video. Inperson footage of the Student Advisory Council in front of City Hall, Fire H.Q., Bike trail (use last year s footage) and Riverfront Park across from NASA s vehicle assembly building. Script - Member Hamilton organizing, revising, and reducing script based on pieces of info provided to him following the special SAC meeting on 9/5/2018. City staff can assist. Voice-over I. Alminina, C. Phillips, and D. Washington 750 Word/less Essay J. Phillips Editors C. Phillips and A. Malizzi Council discussed the script and offered suggestions that included adding bioluminescence in the Indian River Lagoon, the Canaveral National Seashore, and more data about Kennedy Space Center (space). There was consensus of the Council, as followed: Editors Malizzi and Phillips would meet on Wednesday, September 12, 2018 at 3:30 p.m. with Media Specialist Korwin at the Titusville Fire Department Headquarters Building to Page 3 of 9

4 4 make the final edit on the script for the video. Once complete a copy would be provided to the Staff Liaisons. Voice-over volunteers Malizzi, C. Phillips, Recicar and Washington would meet with Media Specialists Dailey and Korwin on Monday, September 17, 2018 at 4:00 p.m. at the Titusville Fire Department Headquarters Building to begin the voice-over for the video. How, When and Where the field shots would be made would be determined at that meeting. Arrangements for editing the video would made at a later date. The Voice-over volunteers discussed what the dress would be for the video that included polo shirts and kakis for the boys and casual dresses for the girls. x x x Vice-Chair Recicar moved to adjourn the meeting at 5:00 p.m. Secretary Almiñana seconded the motion and it carried unanimously. 5 5 Student Advisory Council Regular meeting September 18, 2018 The Student Advisory Council (SAC) met in regular session on Tuesday, September 18, 2018 in the Council Chamber, 2 nd Floor, City Hall, 555 South Washington Avenue, Titusville, Florida. Co-Chairperson Diamond Washington called the meeting to order at 4:03 p.m. Present were and Secretary Isabella Alminana, and Members Isaac Gutman, Ben Hamilton, Caleb Phillips, and Jacob Phillips. Also in attendance were North Brevard Home School Advisor (NBHSA) Cathie Gutman, Secretary/Staff Liaisons Debbie Denman and Jolynn Donhoff, and Media Specialist Kurtis Korwin. Co-Chairperson Emma Milbert, Vice-Chairperson Simon Recicar, and Members Emilee Ellis, and Josiah Johnson were absent. Chairperson Ashley Malizzi and Member Taylor Batson arrived late. COMMENTS FROM THE PUBLIC PRESENT None. MINUTES Member C. Phillips noted a scrivener s error on page 12 of the agenda package Voice-over A. Malizzi, C. Phillips, S. Recicar, and D. Washington, should be corrected to say, Voice-over Isabella Alminana, Caleb Phillips, and Diamond Washington. Member C. Phillips moved to approve the minutes of the regular Student Advisory Council (SAC) meeting of August 21, 2018 and special SAC meeting on August 29, 2018, as submitted and the special SAC meeting of September 5, 2018 with corrections as noted. Secretary Alminana seconded the motion. The motion carried unanimously. NEW BUSINESS - None Co-Chairperson Malizzi arrived and continued as Chairperson for the meeting. OLD BUSINESS Florida League of Cities Municipal Youth Video Contest The request was to continue to develop the video per contest criteria and Council s agreements and tasks at recent meetings (for scripts, footage, voice-over, editing, story-boarding, written essay, etc.). The deadline was September 28, Page 5 of 9 Page 1 of 4

6 6 Media Specialist Korwin advised that he had reduced the video to 4 minutes and 50 seconds, but stated that the time may need to be reduced more. He then provided the audio to the video for the Council to hear. Member C. Phillips stated that during one section of Co-Chairperson Washington s recording on the video there was a popping noise. Co-Chairperson Washington advised that she would re-record her section of the video if necessary. Council reached a consensus on the following: A. Malizzi and C. Phillips would meet to edit the video on Wednesday, September 19, 2018 and Thursday, September 20, 2018 from 4:00 p.m. to 6:00 the Titusville Fire Department Headquarters. Video footage would be captured at Titusville City Hall, Fire Department Headquarters, the bridge, the Marina/Sandpoint Park, Space View Park, and the NASA Vehicle Assembly Building (footage across the river). The Council would meet on Monday, September 24, 2018, 2:50 Titusville City Hall. Staff Liaisons would contact Advisors Bronar and Shivel to assist with approval of students leaving school early to work on the video. The Council would meet on Tuesday, September 25, 4:45 p.m. in front of the City Hall for a group picture. Dress would be business casual. Hold a Mock City Council meeting In August 2018, Council discussed possibly not hosting this event, due to a concern on the number of preparation meetings. The request for Council was to provide ideas for a substitute project and vote on whether to host or cancel the 2018/2019 Mock City Council meeting. The Council viewed sections of the video from the March 5, 2015, Mock City Council (MCC) meeting. Discussion ensued on alternative ideas to replace the MCC that included hosting an event for the entire community possibly involving the Fire Departments, Police Department and City Council; a Relay for Life; and a Long Table Event, in lieu of hosting a Mock City Council meeting. Member C. Phillips moved to vote on whether to host the 2018/2019 Mock City Council meeting, as recommended. Member Batson seconded the motion and the roll call was: Member Batson No Member Hamilton No Member Gutman No Member C. Phillips No Member Alminana No Member Washington No Member J. 7 7 Member C. Phillips moved to table discussion on a new goal for the 2018/2019 SAC year. Secretary Almiñana seconded the motion and it carried unanimously. Continue to improve the DrinkDriveDie.com webpage 2017/2018 Webmaster Caleb Phillips highlighted the history of this re-occurring and multi-year project. Staff recommended designating a webmaster(s) for the 2018/2019 term and discussing any changes Council desired to the webpage. 2017/2018 Webmaster C. Phillips recommended adding statistics from the Center for Disease Control (CDC). Council discussed brainstorming how to improve the webpage, possibly creating a new video for the webpage, and showing the video at the schools during prom season. Consensus was to continue with the DrinkDriveDie.com webpage and the 2017/2018 webmaster Caleb Phillips would continue as the 2018/2019 webmaster. Community Service Project The concept was to partner with the high schools (or local area schools) for a community service project. In April 2018, the prior Council recommended participating in a food drive competition. At this meeting, staff suggested that Council identify and agree upon the concept for the project. Then, develop a plan, appoint Council coordinators from each high school, and assign tasks to be completed over the next few weeks that answer questions such as who, how, where, when, etc. Council discussed partnering with the Student Government Association (SGA) at Titusville High (THS) and Astronaut High (AHS) Schools to hold a Tail Gate Food Drive at the THS/AHS football game on November 2, It was noted that the THS and AHS Council members would be the representatives for the Council and were also the representatives for their individual Schools SGA s. There was a consensus of the Council to table Community Service Project to allow time for Staff Liaisons to research whether there would be a conflict of interest with THS and AHS Council members being representatives for the Council and also the representatives for their individual schools. 8 8 STAFF LIAISON REPORT Action items None. Informational Items: 1. Annual Boards & Commissions Recognition Ceremony (Dinner) City Liaison Denman advised that each year, the City hosted a dinner ceremony to honor and thank its volunteer board members for their service. This year s ceremony was scheduled for Monday, October 15, 6:00 p.m. Council s RSVP was requested by October 1st (invitation sent via mail). The venue, the River s Edge Event Center, was located at 7101 South U.S. Highway 1, Titusville, FL. Additionally, Council might discuss whether they desired having a distinguished presence for the ceremony. Council provided their RSVPs for the ceremony to Liaison Denman. It was also decided the Council would not to have a distinguished presence for the ceremony. 2. Member Meeting & Project Preparation Time Sheet Members wishing to track personal hours spent preparing for meetings and events on a monthly and annual basis, were asked to submit their time sheets to the Staff Liaisons. Travel time was not eligible and the City could not validate additional hours reported by SAC Members. 3. Agendas It was noted that the regular monthly meeting agenda was viewable at at least five (5) calendar days prior to each Student Advisory Council (SAC) meeting.
