3 METROPOLITAN PLANNING ORGANIZATION BICYCLE ADVISORY COMMITTEE A meeting of the Indian River County (IRC) Metropolitan Planning Organization Bicycle Advisory Committee (MPOBAC) was held at 2:00 PM on Tuesday, April 25, 2017, in the County Administration Building B, Room B1-501, th Street, Vero Beach, Florida. Note: Audio and video recordings of the meeting can be found at MPOBAC members present were: Chairman George Sharpe, Town of Indian River Shores Representative; Christy Northfield, IRC Representative; Vice Chairman Philip Young, Town of Orchid Representative; Malcolm Allen (alternate), City of Vero Beach Representative; Chris McCarthy, City of Sebastian Representative. MPOBAC members absent were: Terry Goff, City of Vero Beach Representative; Chief Keith Touchberry, City of Fellsmere Representative. IRC staff present were: Phil Matson, IRC MPO Director; Andy Sobczak, MPO Senior Planner; and Sharon Schalm, MPO Staff Assistant/Recording Secretary. Also present were: Theresa Lane, FDOT/ South Florida Commuter Services; Gabby Ferraro, Quest Corporation of America (QCA). Call to Order Chairman Sharpe (BAC) called the meeting to order at 2:00 PM at which time it was determined a quorum was present for the BAC. Approval of Minutes of the BAC Meeting of January 24, 2017 Action Required Chairman Sharpe asked if there were any additions or corrections to the BAC minutes of January 24, There were none. ON MOTION BY Chris McCarthy, SECONDED by Phil Young, the members voted (4 0) to approve the minutes of the Bicycle Advisory Committee of January 24, 2017, as presented. 4 Presentation on FDOT Commuter Services Program No Action Required Mr. Matson gave a brief history of Shared Road solutions. Mr. Sobczak introduced Ms. Theresa Lane, Treasure Coast Outreach Specialist for South Florida Commuter Services, a program of FDOT. Ms. Lane gave a brief summary of accomplishments, including magnets, t- shirts and beginning work on bike maps for Indian River County. Mr. Allen noted that he would help with the distribution of the magnets. Discussion ensued concerning different events and venues that the campaign could use to distribute their message. Ms. Northfield mentioned the 4 th of July in Vero Beach and Mr. McCarthy noted the event was huge in Sebastian. Chairman Sharpe and Ms. Northfield stated that they were available to help. Ms. Lane noted that Andy and Bike Walk Indian River would be coordinating to get the maps finished for distribution in July. Mr. Matson asked for a follow-up with the MPO at their August meeting. Consideration of Indian River County s Bicycle Sharrow Pilot Project No Action Required Mr. Sobczak gave a PowerPoint presentation, a copy of which is in the MPO office. He explained that Sharrows are a relatively new pavement marking concept used to identify the preferred location for cyclists on a roadways. He noted that sharrows help motorists by indicating where cyclists may be encountered on a roadway. Mr. Sobczak further explained that Florida Bicycle Law allows cyclists to take the lane, meaning they can use the travel lane under certain circumstances, such as where no bicycle lane exists and the road is too narrow to accommodate a cyclist and automobile side-by-side, or where the cyclist can keep pace with traffic. Mr. Sobczak noted that sharrows serve to direct cyclists to the appropriate lane position under such conditions. Status Report of Other MPO Advisory Committees Mr. Matson reviewed his memorandum, dated April 17, 2017, included in the agenda packet and on file in the MPO Office. Other Business Mr. Sobczak noted that Indian River County had two 2017 Florida Bicycle Association Award recipients, Bike Rehab Project and Law Enforcement Agency. Mr. Sobczak noted that Fellsmere would be receiving funds through the 2017 Transportation Alternative Program (TAP) to construct a sidewalk. 5 Mr. Matson introduced Gabby Ferraro of Quest Corporation of America (QCA), noting that she was distributing the FDOT Treasure Coast Regional Travel Survey to homes in the area. Chairman Sharpe proposed that the items requiring action be deferred to the next BAC meeting. Presentation by Bike-Walk Indian River County No Action Required Mr. Matson introduced Mr. Hugh Aaron, President of Bike Walk Indian River County, Inc., and a League Certified Instructor (LCI) for the League of American Bicyclists, who gave a Power Point presentation, a copy of which is on file in the MPO office. Mr. Aaron gave an overview of the purpose of Bike Walk, the organization and focus, and goals and objectives. He spoke about the Bike Rehab Program initiative that is supplying bicycles to those less fortunate who are not able to afford a bicycle. Mr. Aaron noted BWIRC positive impact on safety in Indian River County and stated that there is room for improvement. He explained the Bike Friendly Community designation and the need to maintain the County s bronze status and set a goal for Silver status. 7 Chairman Sharpe commended the presentation and requested that Mr. Aaron repeat the BWIRC presentation at the next MPO BAC meeting in January. Mr. Aaron said that he would be glad to do so. Mr. Aaron also made a recommendation of selecting a liaison between the BAC and the BWIRC. Chairman Sharpe noted that Mr. Young, MPO BAC Vice Chairman, would be a good choice. Status Report of Other MPO Advisory Committees Mr. Matson reviewed his memorandum, dated October 13, 2017, included in the agenda packet and on file in the MPO Office. Other Business 2017 Florida Bicycle Association Award Recipients Mr. Matson noted that Indian River County had two 2017 Florida Bicycle Association Award recipients, Bike Rehab Project and Law Enforcement Agency. CR 510 Project Update Mr. Matson noted that the MPO had approved exploring a roundabout at 66 th Ave and CR 510. North County Rail-Trail Project Update Mr. Matson noted that MPO will be having a grand opening of the new rail trail bridge when FDOT completes the project. Comments from the Public There were none. 8 INDIAN RIVER COUNTY, FLORIDA M E M O R A N D U M TO: THROUGH: FROM: Members of the Indian River County MPO Bicycle Advisory Committee (BAC) Stan Boling, AICP Community Development Director Phil Matson, AICP MPO Staff Director DATE: April 17, 2018 SUBJECT: Grand Opening and Brochure for the Trans-Florida Central Rail-Trail DESCRIPTIONS, CONDITIONS, ANALYSIS The Trans- Florida Central Rail-Trail has its roots in Indian River County going back to the late 1890 s. From 1905 to 1951, the Trans-Florida Central Railroad constructed a track and operated rail service from the FEC rail line in Sebastian to the interior of Indian River County, stopping at several locations in Sebastian and Fellsmere and transporting passengers and agricultural products to and from the FEC. Their work, in constructing berms, draining swales, and rail beds, remains today, and forms the basis of a rail-trail between Fellsmere and Sebastian being constructed by the County. Recently, FDOT in conjunction with the MPO completed a major milestone in the development of the trail. That milestone is the 2-mile paved trail section linking North County Park to the Fellsmere visitor center west of I-95. The signature feature of that trail is the bicycle and pedestrian crossing at I-95, reminiscent of an historic arched truss rail bridge. On June 2, 2018, the MPO and FDOT will be conducting a Grand Opening of the latest piece of the Rail Trail and will be soliciting ideas and help from the BAC in promoting this event. The MPO will also be developing a Brochure about this portion of the trail. RECOMMENDATION This is an informational item. No recommendation is required. 1

The spreadsheet serves as a good tracker to communicate to BAC members what FDOT projects are on the horizon. The content is centered around key dates within the FDOT schedule that serve as opportunities for BPAC members to provide input and comments. The spreadsheet is a 3-12 month preview and will be updated quarterly. The next update will be in July. Alex Barr, FDOT Bike/Ped Coordinator, will be available for questions in the upcoming BAC meeting. RECOMMENDATION This is an informational item. No recommendation is required.
