REPORT ON METROPOLITAN PLANNING ORGANIZATION ACTIONS - MEETING OF DECEMBER 13,2012 James Edwards provided a status report on the items that the MPO Board had discussed and approved at their regularly scheduled meeting on December 13, Action items included an annual evaluation of the Community Transportation Program Fiscal Year (FY) ; the FY Transportation Improvement Program Amendment (FDOT requested) for Shady Hills Road; and presentations included a report on the FY through FY FDOT Florida Turnpike Enterprise (FTE) Five-Year Tentative Work Program project highlights and the BicycleIPedestrian Advisory Committee activities report. Discussion followed. V. S.R. 54/56 PROJECT DEVELOPMENT CONCEPT STUDY - FINDINGS AND RECOM- MENDATIONS - FLORIDA DEPARTMENT OF TRANSPORTATlON/TAMPA BAY AREA REGIONAL TRANSPORTATION AUTHORITY CONSULTANT PRESENTATION Richard Tillery, AlCP (RSH), provided a Powerpoint presentation to the CAC members on the S.R. 54/56 concept. Some of the things discussed in the presentation included project location map, general scope with purpose and need, transit technologies for consideration, stakeholders involvement, initial alternatives narrowing down to three managed-lane alternatives based on feasible traffic and ridership, right-of-way, construction costs, environmental impacts assessment, and type of transportation modes. Discussion followed. VI. ACTION ITEMS A. Election of Year Officers James Edwards indicated that everyone was eligible to be chairman and vicechairman of the CAC. Chairman Odom opened up norr~inations for chairman. David West made a motion to nominate Pete Odom. Lee Henley seconded. Chairman Odom called on the motion; all members voted in favor. Pete Odom will serve as chairman for the Year Chairman Odom opened up nominations for vicechairman. David West made a motion to nominate Christie Zimmer. Carol Kinnard seconded. Chairman Odom called on the motion; all members voted in favor. Christie Zimmer will serve as vice-chairman for the Year The staff indicated that these individuals would also serve on the Joint CAC (JCAC) as the regional representatives, along with a third representative required for this committee. Chairman Odom asked if anyone would like to serve for the Year Discussion followed. Frank Maldonado indicated that he would like to serve another year for the regional JCAC. Lee Henley made a motion to approve. Christie Zimmer seconded. Chairman Odom called on the motion; all members present voted in favor. Motion passed. Mr. Edwards said that Lee Henley has also represented the Pasco CAC on the JCAC as an alternate; therefore, his participation ensured full representation for the JCAC meetings. Chairman Odom called on the motion; all members agreed; motion passed. B. Federal Formula Grant Funding for Enhanced Mobility of Seniors and Individuals with Disabilities (Federal Transit Administration Section 531 0) Mr. Lajmiri explained the new Federal transportation bill, Moving Ahead for Progress in the 21StCentury (MAP-21), signed into law in July 2012, has repealed the New Freedom (NF) Program and modified the Elderly Individuals and lndividuals with Disabilities Program (531 0 Program) to now include those projects previously eligible rnpolcac-minutes Page 2 of 5
5 under the NF Program. The 5310 Program was also renamed to "Enhanced Mobility for Seniors and Individuals with Disabilities Program." The MAP-21 guidance issued by the Federal Transit Administration (FTA) for the 5310 Program requires a new designation of a recipient to be charged with administering the program for the urbanized area. The FTA also asked that the MPOs initiate the process of recommending a designated recipient to the Governor's office and to include the transit agencies in that process. The staff from the MPOs, transit agencies, and FDOT have been coordinating to determine which agency would be most appropriate. Based on its current experience with the 5310 Program and in managing a large number of subrecipients, it was agreed that the FDOT would be the most appropriate designated recipient. It was requested that the FDOT would include staff from the MPOs and local coordinating boards for the transportation disadvantaged in each county in the project prioritization and selection process for the 5310 Program. A draft letter of support for the FDOT to administer the 5310 Program is included in the packet. Discussion followed. Chairman Odom requested a motion of approval. Lee Henley made a motion to approve the FDOT as the designated recipient to administer the 5310 Program. Ron Hubbs seconded. Chairman Odom called on the motion. All members present voted in favor; motion passed. C. Federal Hiahwav Administration Adiusted Urban Boundaries Manny Lajmiri spoke on how the U.S. Census Bureau reviews and updates urbanized areas meeting the requirements for designation following each Census. This designation is used to determine the areas of the country which are subject to the metropolitan planning requirements based on population densities. To carry out those planning requirements, the Federal Highway Administration (FHWA) uses the Census-designated area as the basis for formulating the FHWA plannirlg area. For planning purposes, this area must completely include the Census designated area. The staff worked with the FDOT in reviewing the Censusdesignated area and suggested adjustments or "smoothing" to establish the FHWA plannirlg area. These recommendations are based on adding developed areas and in some cases to "smooth" out irregularities and remove jagged edges. This procedure is consistent with Federal and State rules and procedures. The primary use of the FHWA planning area boundary is for designating the functional classification of roadways; the update of the roadway classifications will begin in The FHWA planning area boundary and functional classification will be presented to the MPO at a later date for approval. He further indicated at this time that the MPO staff is requesting comments on the proposed boundary adjustments to be forwarded to the FDOT and FHWA. Once these agencies review and agree with the proposed boundary adjustments, a final urban area boundary map will be brought back to the MPO for approval. It is expected that this will occur by May Discussion followed. No action taken. VII. STATUS REPORTSIPRESENTATIONS A. Fiscal Year through Fiscal Year Florida Department of Transportation Tentative Work Proqram Mr. Edwards reported on the September 13, 2012, meeting. The MPO approved the List of Priority Projects for highways, public transit, enhancement, trails, and mpo/cac~minutes~ Page 3 of 5
6 Congestion Management Process (CMP) projects. The FDOT, District Seven, and the FTE utilize the list to develop the tentative work program for State transportation projects for the upcoming five years (FYs through ). The MPO and FDOT staff presented an overview of the projects in the draft tentative work program. The FDOT held a public hearing on December 13, 2012, on the work program. The MPO has until January 22, 2013, to make comments on the work program. Staff will review the major projects and discuss recommendations. Mr. Edwards indicated the draft work program is posted on MPO's web page for viewing ( informational only. B. Pasco Countv Legislative Priorities for the Year Session - Transportation Issues Mr. Edwards brought a letter that was presented to the September 13, 2012, meeting of the Pasco County Legislative Delegation highlighting the County's needs to be focused on by the legislators. The Pasco County Board of County Commissioners submitted prioritized issues for the delegation to consider during the upcoming 2013 session. Five transportation-related issues were included on the list. Excerpts from a letter dated December 13, 201 2, (from Pasco County Administrator, John Gallagher, to Representative Corcoran) were presented regarding legislative priorities for the Legislative Session - Transportation Issues. Discussion followed; informational only. VIII. CONGESTION MANAGEMENT PROCESS TASK FORCE ISSLIES A. Update - Facilitv Level of Service Review Mr. Edwards talked about how the CMP analysis is conducted annually and implements the MPO's CMP. This process consists of an update to the MPO's Level of Service (LOS) or roadway operating conditions based on traffic volumes and roadway capacity, the Policy and Procedures Manual update, corridor selection for CMP analysis and selection of applicable strategies, and a review and application of the concept known as "Duration of Congestion"" that can be used as an LOS analysis tool tied to the County's phasing and timing procedures. MPO staff will update CAC members on the facility LOS maps once they are completed. He indicated these maps are located on the MPO website for viewing. Discussion followed; information only. B. Proiect List - Update Manny Lajmiri provided information on the various projects listed on the CMP spreadsheet and requested that CAC members identify any new projects or concerns: (1) Bell Lake Road east of Lake Padget Drive - Steep ditch needs to be repaired, needs to be put in system. Temporary repair was done by Utilities Services; (2) U.S. 98 Bypass around Dade City - Sidewalks are missing. The consultant is looking at what they can do; and (3) U.S. 301 from U.S. 98 Bypass south to Morningside Drive - A study was done which recommended lighting that Pasco County will have to maintain, follow up on project. Ron Hubbs requested an update on S.R. 52 to the Hernando County line, the right-turn lanes at New York Avenue, and how the median channelization north would be done. Christie Zimmer asked for the Collier Parkway and Bell Lake Road traffic light project to be visited. She said there are pedestrian safety issues in this area. PASCO COUNTY PUBLIC TRANSPORTATION - UPDATE ON CURRENT ACTIVITIES Mike Carroll provided the status on what was happening in his department stating that they had a very successful, "Stuff the Bus," day and the New Port Richey Christmas Parade was a great way to market Pasco County's bus system. He also stated that he had met with the Beacon Woods East Civic Association on extending one of the routes to include their community. He said this may be supported at a minimum cost. PUBI-IC COMMENTS - COMMITTEE MEMBER ROUNDTABLE Paulette Zbikowski spoke on the Trinity Oaks Elementary School turn lane to get into the school and how the outer lane was being used to get into their community because the buses have taken over their turn lane. The members requested an updated list of CAC members. Staff noted the request. Christie Zimmer thanked the staff for all of their hard work on preparing packets and providing information in a timely manner. XII. 9 CAC AGENDA ITEM V ACTION ITEMS A. TRANSPORTATION IMPROVEMENT PROGRAM (TIP) AMENDMENT FY THROUGH FY The Florida Department of Transportation (FDOT) is requesting an amendment to the Pasco MPO's adopted TIP for the following project: 1-75 (SR 93) ITS Freeway Management (FPN ) From SR 56 to SR 54 Total Project Cost $4,442, This project has been advanced in the FDOT Work Program from FY 2017 to FY 2014 and converted to a DesignIBuild project that will be implemented following the widening and reconstruction of this mainline segment. The reconstructionlwidening project is currently underway and has a completion date of May This has resulted in a cost savings of $644,591. 11 CAC AGENDA ITEM VI A. STATUS REPORTS 1 PRESENTATIONS A. Proposed Long Range Transportation Plan (LRTP) Amendment - Ossie Murphv Underpass & Local Connector Roadwavs MPO staff is requesting an amendment to the 2035 LRTP Cost Affordable Plan. The project is known as the Ossie Mur~hv Underpass & Local Connector Roadwavs. The intent is to allow for the eventual construction an underpass roadway, under The proposed underpass would be located north of the SR 52/1-75 interchange and involve the construction of a two (2) lane roadway underpass (under 1-75), and would incorporate both a multi-use trail and sidewalk component. This proposed underpass would facilitate local traffic interchange east and west of Interstate 75, provide increased accessibility and reduce the local traffic impacts at the existing interchange at SR 52 and This project would also facilitate Pasco County plans to build the Bi-County Regional Trail, a project identified under the New Penny for Pasco Program which begins sales tax revenue collections in January, Pasco County will be completing a route study in 2013 in order to identify corridor alignment options (east and west of the proposed underpass) and identify any necessary CIP modifications to reflect schedule project implementation activities. PROJECT INITIATION - PASCO LIPDATE OF THE MPO LRTP 2040 Long Range Transportation Plan (LRTP) Update - The five year update cycle for the MPO's LRTP has been initiated. The updated LRTP is due December Early tasks include the development of population and employment data for the base year (201 0) and future year (2040), and initiating the Public Involvement Plan that will be in place over the 2-year plan development cycle.
