Mayor Eloise Taylor was absent. Commissioner Mike Wells arrived to the meeting at 10:06 a.m. and Commissioner Kathryn Starkey arrived to the meeting at 10:09 a.m. IV. CALL FOR PUBLIC INPUT Citizen comments to the MPO are invited on items or issues not scheduled on today s agenda. Vice-Chairman Smith asked for public comment. No one spoke. V. APPROVAL OF MEETING MINUTES A. Approval of Minutes - Meeting of October 9, 2014 Mr. Jim Edwards, Transportation Planning Manager, noted the minutes were not available at this time. Mr. Edwards welcomed Commissioner Mike Moore to the MPO. VI. MPO ADVISORY COMMITTEE REPORTS A. Citizens Advisory Committee (CAC) Meeting report December 3, 2014 meeting Mr. Pete Odom, Chairman of the Citizens Advisory Committee (CAC), gave a committee report on the December 3, 2014 CAC meeting. His review included amended bylaws, TIP amendment approval, 2014 list of priority projects, public transportation, 2040 cost affordable plan, congestion management process, and a thank you to Mr. Robert Reck and Mr. Mike Carroll, both who would be retiring soon. Vice-Chairman Smith asked the record to reflect that Commissioner Wells and Commissioner Starkey had arrived to the meeting. MPO 12/11/2014 Page 2 of 8

7 B. Bicycle Pedestrian Advisory Committee (BPAC) report October 28, 2014 meeting Mr. Allen Howell, MPO Planner II, reported on the October 28, 2014, Bicycle Pedestrian Advisory Committee meeting. Key topics included the Anclote Coastal Trail connector study, preferred alternatives to be presented at the January 2015 meeting, and the Tri- County Starkey gap project. Commissioner Starkey asked what was the progress with the Duke contract. Mr. Howell stated there had to be a design before Duke would do anything. Ms. Lee Royal, Department of Transportation (DOT), spoke regarding the Pinellas section of the Tri-County project which was in the design build phase. She stated that Pasco would need to have a design before right-of-way easements could be given. The Board and Staff held discussion regarding a recent citizen comment about the bicycle lane on northbound U.S. 19; the width of paved bicycle lanes; a double sidewalk near Banyan Senior Apartments; the need for private property easements for sidewalks; and trail maintenance along State maintained roads. Ms. Royal noted that DOT was still holding discussions and working on maintenance agreements to meet the desires of local governments. Commissioner Starkey suggested a letter be drafted and sent in support of DOT providing maintenance to sidewalks along State maintained roads. COMMISSIONER STARKEY MOVED approval to draft and send a support letter to DOT for sidewalk maintenance; COMMISSIONER MARIANO SECONDED. Vice-Chairman Smith called on the motion; the vote was unanimous and the motion carried. VII. ACTION ITEMS PUBLIC HEARINGS ITEMS A & B A. Mobility 2040 Long Range Transportation Plan (LRTP) MPO Adoption Report Mr. Jim Edwards, Transportation Planning Manager, stated there was a requirement to update the Long Range Transportation Plan (LRTP) every five years. The current plan was adopted in He explained the context of the plan noting that this plan supported the County s West Market Redevelopment Plan and determined a way to move forward related to transit for U.S. 19. He said public comment would be taken after the presentation. Staff recommended approval by a roll call vote. MPO 12/11/2014 Page 3 of 8

8 Mr. Bill Ball, Tindale Oliver, gave an overview of the 2040 LRTP. He noted that key Federal requirements were to develop a cost affordable plan, to ensure a minimum 20- year planning horizon, to update every five years, and to implement with a short-term 5- year Transportation Improvement Program (TIP). He gave a PowerPoint presentation which reviewed highlights regarding transitioning from needs to cost affordable; public outreach and input; top road projects; major impacts; comparison of the 2035 plan versus the 2040 plan; updated revenues; costs by transportation mode; roadway cost affordable plan; the Big Moss Lake Road area; S.R. 54/56 corridor; U.S. 19 corridor improvements; trails, sidewalks, and bicycle facilities; a multi-use trail plan; and the next steps. Discussion, comments, and questions included the elevated toll road; the Sunlake connections to Hillsborough; the Strategic Intermodal System (SIS) by the Department of Transportation (DOT); the intersection of U.S. 41/S.R. 54 was not included in this plan but was in the SIS plan; revenue sources and funding; right-of-way acquisition; an upcoming transportation summit in Orlando; corridor assessments; follow up on a possible cost analysis by CSX for an overpass at U.S. 41/S.R. 54; landscape amenities along the U.S. 19 corridor; Ridge Road; and the County bike trail funding. COMMISSIONER MARIANO MOVED to review landscaping plans for at least 8 intersections as submitted by Luke Brothers and to bring something back to the MPO regarding improving the look of U.S. 19; COMMISSIONER STARKEY SECONDED. Vice-Chairman Smith called on the motion; the vote was unanimous and the motion carried. Mr. Ball noted there was a Resolution on the agenda for consideration of adoption today. Commissioner Schrader thanked Mr. Ball for their efforts and work on the plan. He noted that the document was not a bible and could be amended by the MPO. He said if the road projects listed in Table 2.1 were in priority order, a few of them needed to be changed. He suggested that project number 607 and 703 both needed to have higher priorities with project number 703 considered first. Mr. Ball stated they could make minor adjustments if the MPO wanted them to explore that or it could be done as an amendment later on. Mr. Ali Atefi, MPO Engineer III, said both of the projects were in the 2030 plan and strongly recommended it be dealt with at a later date. Further discussion followed regarding the LRTP being utilized for planning; Denton Avenue; a solution for U.S. 41/S.R. 54 needed sooner rather than later; Clinton Avenue took 10 years to complete the improvements; funding; east/west connectivity; capacity MPO 12/11/2014 Page 4 of 8

9 improvements were a 10 to 15 year process; a surtax revenue source; Penny for Pasco; transit did not mean exclusive bus transport; a back-up plan; the bike trail in conjunction with the I-75/S.R. 52 improvements; and the current goal. Vice-Chairman Smith called for public comment. Mr. Jim Cracchiolo, Ms. Jeannie James, Mr. Robert Bartley, Ms. Mary Ann Jaworske, and Mr. Chris Crawford all spoke regarding Big Moss Lake Road and objected to it being made a collector road. They requested notification if there were any further recommended changes to their area. Ms. Sandy Graves spoke regarding the U.S.41/S.R. 54 intersection and said it was a mess and did need help. She noted she was happy about any Ridge Road extension and any bike trails that might be added. COMMISSIONER SCHRADER MOVED approval of Staff s recommendation; COMMISSIONER MARIANO SECONDED. Ms. Bader called the roll; the motion carried unanimously. MAYOR HERNANDEZ LEFT THE MEETING AT 11:53 A.M. B. Public Participation Plan (PPP) Requested Modification Mr. Jim Edwards, Transportation Planning Manager, explained the item and said a modification had been requested. The amendment clarified language by adding the following statement: Pasco County MPO s public participation process satisfies the Pasco County Board of County Commissioner s public participation requirements for the Federal Transit Administration, Section 5307 Program of Projects. Staff recommended approval. Vice-Chairman Smith called for public comment. No one spoke. COMMISSIONER MARIANO MOVED approval of Staff s recommendation; COMMISSIONER SCHRADER SECONDED. 10 OTHER ACTION ITEMS C. Community Transportation Coordinator (CTC) Annual Evaluation - MPO evaluation of the Community Transportation Provider (CTC) - Transportation Disadvantaged Services. Mr. Manny Lajmiri, MPO Senior Planner, noted this was a Statutory requirement that came before the MPO each year to approve the performance of the Community Transportation Coordinator (CTC). He said the annual evaluation had been completed and the CTC had met all of the goals. Staff recommended approval. COMMISSIONER SCHRADER MOVED approval of Staff s recommendation; COMMISSIONER MARIANO SECONDED. Vice-Chairman Smith called on the motion; the motion carried with Mayor Hernandez absent from the vote. D. FY FY Transportation Improvement Program (TIP) Amendment) - TIP amendment FY to advance construction of the Moog Road sidewalk project from FY 2018 to FY 2015 (Springfield Drive east to U.S. 19). Mr. Jim Edwards, Transportation Planning Manager, explained the agenda item. Staff recommended approval of the Transportation Improvement Program Amendment Commissioner Starkey stated she was grateful for this amendment. COMMISSIONER STARKEY MOVED approval of Staff s recommendation; COMMISSIONER MOORE SECONDED. Ms. Bader called the roll; the motion carried Mayor Hernandez absent from the vote. E. MPO s General Planning Consultant (GPC) Contract Extension Tindale Oliver (TA) - MPO staff recommendation to extend General Consultant Contract (Tindale Oliver TA) by 1 year (to December, 2015 in accordance with original contract provisions. No change in charge rates. Mr. Jim Edwards, Transportation Planning Manager, explained the agenda item. Staff recommended approval of extending the general consultant contract for Tindale Oliver for one year. MPO 12/11/2014 Page 6 of 8

FDOT Five Year Tentative Work Program - FY 2016 through FY FDOT presentation highlighting projects in the draft Tentative Work Program. Ms. Lee Royal, Department of Transportation, noted that this item could be presented at the next meeting. She stated there would be an on-line public hearing from December 15 th to December 19 th. The public could go on-line anytime and would be available in the libraries. COMMISSIONER SCHRADER MOVED to continue the item to the next MPO meeting; COMMISSIONER MARIANO SECONDED. Vice-Chairman Smith called on the motion; the motion carried with Mayor Hernandez absent from the vote. IX. PASCO COUNTY PUBLIC TRANSPORTATION (PCPT) - PROJECT UPDATES & PROGRAMS A. Update on transit projects and program initiatives Mr. Mike Carroll, Public Transportation Manager, reported that the stuff the bus event held in November collected 1,500 pounds of food. He announced that one of the bus drivers was recently recognized by the Board of County Commissioners for lifesaving actions with the AED equipment and administering CPR. He said they had begun the process of prioritizing bus accessibility such as sidewalks and loading pads. He said they were installing a software program for an intelligent transportation system which would provide wi-fi, have enhanced automatic vehicle locater abilities, and have next bus applications. Brief discussion followed regarding a system that Pinellas utilized to bypass red lights. MPO 12/11/2014 Page 7 of 8

Florida MPOAC 2015 Legislative Policy Positions Mr. Jim Edwards, Transportation Planning Manager, stated a third representative would need to be selected at the first meeting in 2015 for the TMA Leadership Group. ANNUAL ELECTION OF MPO OFFICERS & OTHER APPOINTMENTS FOR 2015 Vice-Chairman Smith noted it was time to appoint a MPO Chairman and Vice-Chairman for COMMISSIONER SCHRADER MOVED to nominate Vice-Chairman Smith to serve as Chairman; COMMISSIONER MOORE SECONDED. Vice-Chairman Smith called on the motion; the motion carried with Mayor Hernandez and Commissioner Starkey absent from the vote. COMMISSIONER SCHRADER MOVED to nominate Commissioner Moore to serve as Vice-Chairman; COMMISSIONER MARIANO SECONDED. Vice-Chairman Smith called on the motion; the motion carried with Mayor Hernandez and Commissioner Starkey absent from the vote. Mr. Jim Edwards, Transportation Planning Manager, explained that two other actions were required. An endorsement of the MPO members on the Transportation Disadvantaged Local Coordinating Board (TDLCB) was needed. He noted that the Board of County Commissioners had selected Commissioner Moore to be the representative for the TDLCB and he asked the MPO to endorse that action under the Florida Statutes. COMMISSIONER SCHRADER MOVED approval to endorse Commissioner Moore to be the representative for the TDLCB; COMMISSIONER MARIANO SECONDED. Chairman Smith called on the motion; the motion carried with Mayor Hernandez and Commissioner Starkey absent from the vote. Mr. Edwards said the Transportation Management Area (TMA) leadership group had active participation from Commissioner Starkey and Commissioner Mariano. There was none. VI. APPROVAL OF MEETING MINUTES A. Approval of Minutes - Meeting of October 9, 2014 Chairman Smith requested a motion for approval of the minutes. Chairman Smith called on the motion; the motion carried with Commissioner Starkey absent from the vote. VII. MPO ADVISORY COMMITTEE REPORTS A. Citizens Advisory Committee (CAC) List of Appointees (Updated) Mr. Jim Edwards, Transportation Planning Manager, noted the list was in the packet and reflected the current vacant membership areas. He wanted to make the Board aware of the vacancies and said Staff would work with them to nominate participants. He suggested that the list of Citizen Academy attendees be looked at for possible appointees. MPO 1/8/2015 Page 3 of 9

16 Commissioner Schrader asked if there was contact information for the past Citizen Academy attendees. Ms. Michele Baker, County Administrator, stated they could provide the contact information from both graduating classes of the Citizen s Academy. Mr. Edwards said the two vacant positions were in Commissioner Schrader and Commissioner Wells districts. Brief discussion followed regarding alternate vacancies. Chairman Smith asked the record to reflect that Mayor Hernandez and Commissioner Starkey had arrived to the meeting. B. Bicycle Pedestrian Advisory Committee (BPAC) report December 16, 2014 Mr. Allen Howell, MPO Planner II, reported on the December 16, 2015 Bicycle Pedestrian Advisory Committee meeting. A few items of note included current work on the upper Tampa Bay trail connection, Pasco wanted to connect to the Tampa Bay trail in the future, a presentation on the Northeast Pasco Bicycle route, and updating the Land Development Code. Commissioner Starkey asked what was the status on Duke with the Starkey and Pinellas connector. Mr. Howell noted that Duke was waiting until there was a design which would probably be in April. He said DOT was moving forward with the design scope. Mr. Edwards said they had the draft design scope for Pinellas and it was being reviewed. He said they wanted to be ready with the appropriate needs when it was time to plan the design scope for Pasco. For information only. VIII. ACTION ITEMS A. General Planning Consultant (GPC) Contract Extension Mr. Jim Edwards, Transportation Planning Manager, explained the request for a contract extension. The contract was with URS Corporation Southern who provided consultant services to the MPO. This would be an amendment to the existing contract which was allowed two one year extensions. Staff recommended approval. MPO 1/8/2015 Page 4 of 9

17 COMMISSIONER MARIANO MOVED approval of Staff s recommendation; COMMISSIONER STARKEY SECONDED. Chairman Smith called on the motion; the vote was unanimous and the motion carried. B. Interlocal Agreement for Regional Transportation Planning and Coordination in West Central Florida Mr. Jim Edwards, Transportation Planning Manager, explained the request for the interlocal agreement. He said this was the third amendment and that Staff recommended approval. Commissioner Starkey asked what were the changes. Mr. Edwards said the major change was that Hernando County and Citrus County were combined as an MPO. He stated there were also some minor word changes in terms of recognizing Florida Statutes. COMMISSIONER STARKEY MOVED approval of Staff s recommendation; COMMISSIONER SCHRADER SECONDED. Chairman Smith called on the motion; the vote was unanimous and the motion carried. VIII. STATUS REPORTS / PRESENTATIONS A. FDOT FY 2015/ /20 Five Year Tentative Work Program Mr. Jim Edwards, Transportation Planning Manager, noted this item was on the December meeting agenda and was continued to this meeting. Mr. Brian Beaty, Department of Transportation (DOT), gave a PowerPoint presentation on the Five-Year Tentative Work Program. Key topics and highlights included program development and strategy, project phases, capacity, resurfacing, transportation alternatives, Pasco County, next steps for adoption of the work program, and work program development. The MPO Board, Staff, and Mr. Beaty held discussion regarding the on-line public hearing; draft comments would be provided to the MPO prior to the January 21, 2015 due date; the PowerPoint presentation would be ed to everyone; capacity and resurfacing maps would also be sent to everyone; S.R. 56 resurfacing was scheduled this year; S.R 52 from U.S. 19 to east of Little Road was scheduled for resurfacing in FY 2015/16; S.R. 52 east of U.S. 41 to east of Ehren Cutoff resurfacing was scheduled to FY 2017/18; a portion between Ehren Cutoff and Bellamy Brothers was also scheduled in FY 2016/17; a request for trees to beautify S.R. 52 in the Beacon Woods area; MPO 1/8/2015 Page 5 of 9

18 funding for the S.R. 54 and U.S. 41 intersection; a scheduled update of the DOT Strategic Intermodal System (SIS); tentative funding; and redirecting funding from resurfacing to widening. Ms. Lee Royal, Department of Transportation, explained the plan for the U.S. 41/S.R. 54 intersection through the SIS. The current process called for a PD & E Study. Brief discussion followed regarding funding. Commissioner Schrader asked about the status of a traffic light at U.S. 301 and Trilby Road in the Lacoochee area. Ms. Royal stated she would check on the traffic light. Mr. Ali Ateffi, MPO Engineer III, noted the traffic light was a Penny for Pasco project. Commissioner Mariano asked what was the status of S.R. 52 from the Suncoast to U.S. 41. Mr. Edwards said it was scheduled for construction in FY 2018/19. It was also noted that the right-of-way phasing for U.S. 41 to Bellamy Brothers was scheduled for FY 2020/21. Commissioner Moore asked what were the plans for S.R. 54 between U.S. 41 and the Suncoast. Mr. Edwards said that was part of an active project that would add a lane in each direction with a completion date of January Commissioner Moore asked what was the estimated completion date for the current construction on U.S. 19. He noted he was contacted often by constituents and small business owners voicing their frustrations. Mr. Edwards said the latest information he had was that the conclusion of the project was scheduled for early summer of He would have to look at the estimate to check on delays. Mr. Beaty said the southern section had a forecasted completion date of February 2015 and the northern portion had a forecasted completion date of August Ms. Royal stated that calls or complaints related to U.S. 19 should be referred to DOT. She would provide a contact name and that person could call the contractor and the engineer if an issue such as emergency responder access needed immediate attention. Councilman Starkey stated that he received complaints daily about U.S. 19. Discussion followed regarding the contractor and why the entire roadway was affected and not just one section at a time. Regional Trail Projects Mr. Allen Howell, MPO Planner II, reported that a meeting was held in October on the Anclote Coastal Trails Alternatives Study. An update would be given at a second meeting to be held in late January or early February. He noted there was not a preferred route at this time. Brief discussion followed regarding the routes. Commissioner Starkey stated she had to leave for a speaking engagement but wanted to report that she had visited Sunwest Park and it looked awesome. She said a trail connection needed to be worked out to connect to Sunwest Park. Ms. Michele Baker, County Administrator, said her understanding was that the general need for connectivity was in the Greenways, Blueways, and Trails already. Mr. Howell spoke regarding the Coast to Coast Trail Program and the Starkey Gap. There was a stakeholders meeting scheduled for January 15, 2015 and MPO Staff would bring back an update. He would the meeting information to the MPO Board. The item was for information only. No action taken. C. Maintenance of Sidewalks and Trails on the State Highway System (SHS) Mr. Jim Edwards, Transportation Planning Manager, noted that DOT requested the item be deferred to the next MPO meeting. Commissioner Starkey asked if a motion was made at the last MPO meeting to write a letter. Mr. Edwards said a letter had been drafted regarding their maintenance issues and would be given to the MPO Board for the Chairman to sign. The item was for information only. No action taken. IX. 28 PASCO COUNTY METROPOLITAN PLANNING ORGANIZATION BOARD BYLAWS Amended March 12, 2015 ARTICLE I. NAME The name of the organization shall be the Pasco County Metropolitan Planning Organization for the Pasco County Urbanized Area, hereinafter referred to as the "MPO. ARTICLE II. GENERAL A. The purpose of these Bylaws is to inform the public of the MPO s business, operations, delegation of authority, internal departments, and other related transportation matters. The MPO will follow the Federal, State, and local laws and requirements set forth for transportation planning for all modes of travel and to provide the guiding policy and programmatic framework for investments for growth and development of the transportation infrastructure. B. Federal Public Law (Moving Ahead for Progress in the 21 st Century, a.k.a. MAP- 21) was signed into law on July 6, 2012; its intent is to provide procedures, policies, and guidelines for carrying out a streamlined, performance-based, and multimodal planning process for the urbanized area in Pasco County. C. Section , Florida Statutes, specifies the authority and responsibility of the MPO, in a continuing, cooperative, and comprehensive transportation planning process with the State of Florida, for the Pasco County Urbanized Area that is consistent with the Federal laws and regulations. ARTICLE III. FUNCTIONS The MPO, in cooperation with the State of Florida, shall be responsible for the transportation planning process in the Pasco County Urbanized Area and shall carry out the following functions: A. To develop the planning work programs, transportation plans, and transportation improvement plans and agreements required by Section , Florida Statutes; B. To be the forum used for cooperative transportation decision-making by principal elected officials of general purpose local governments; C. To assure eligibility of the Pasco County Urbanized Area for receipt of Federal, State, and local capital and operating assistance; D. To promote the coordination of transportation planning and programming in accordance with Federal, State, and local statutes and requirements; and E. 29 ARTICLE IV. GOVERNING BOARD MEMBERSHIP AND OFFICERS A. The MPO governing board is comprised of local governments designated by the Governor of the State of Florida. In addition, a representative is designated from the Florida Department of Transportation as a non-voting advisor to the MPO. B. Membership of the governing board shall include elected officials of general purpose local governments pursuant to the most recent Interlocal Agreement for Designation or Re-designation of the MPO (hereinafter referred to as Interlocal Agreement ). The members shall elect a chairman and vice-chairman. The authority and duties of the MPO's officers shall be as follows: 1. Chairman The Chairman shall preside at all meetings, public forums, and public hearings of the Pasco County MPO governing board. They shall sign, on behalf of the MPO, contracts and other legal instruments, and shall perform such other duties as, from time to time, may be assigned to them by the MPO. The Chairman shall also have authority to call or cancel meetings of the MPO, either regular or special, and to direct the preparation of the agenda for the meetings. 2. Vice-Chairman The Vice-Chairman, during the absence of the Chairman or if the Chairman is otherwise unable to serve, shall perform the duties of the Chairman until the Chairman is in a position to reassume the Chairman s responsibilities. 3. Quorum At least five (5) of the voting members of the MPO, or their officially appointed alternate(s), must be present for the MPO to take action. 4. Procedures The MPO governing board shall follow the most recent Rules of Procedure adopted by the Pasco County Board of County Commissioners (BOCC Rules of Procedure), except for any BOCC Rules of Procedure that are inconsistent with these Bylaws, the Interlocal Agreement, or Section , Florida Statutes. For any procedural issues that are not addressed by the BOCC Rules of Procedure, these Bylaws, the Interlocal Agreement, or Section , Florida Statutes, the latest edition of Roberts Rules of Order should be used to govern proceedings of the MPO. ARTICLE V. OFFICERS A. Election of officers shall be held at the first meeting of the calendar year of the MPO by majority vote of the voting members thereof. B. The term of office shall commence upon election and shall continue for one (1) year thereafter. No officer shall serve more than two (2) consecutive years in the same office. C. MPO Staff The staff of the MPO shall have the duties and responsibilities set forth in the most recent Agreement for Staffing and Administration services by and between the Pasco County Board of County Commissioners and MPO. 2. Committees Each member of the MPO may be appointed to one or several standing committee(s) that is responsible for an area of MPO planning and coordination responsibility. The number and functions of each committee shall be determined by the MPO. In addition, the MPO may appoint or approve advisory committees, including a technical advisory committee, a citizens' advisory committee, and a bicycle and pedestrian advisory committee, for the purpose of assisting the MPO in carrying out their transportation functions. ARTICLE VI. GENERAL AGENCY INFORMATION A. The principal office of the MPO is the Pasco County Government Center, 8731 Citizens Drive, Suite 320, New Port Richey, Florida All MPO publications, forms, and documents are available at the above-referenced location during the office hours at 8:00 a.m. to 5:00 p.m., Monday through Friday, except holidays. 1. Public Information and Inspection of Records Except for any public records that are legally exempt, all MPO documents, publications, or recorded actions shall be public records and available for public inspection at the MPO office or on the MPO website at MPO records may be examined in the offices of the Pasco County MPO, 8731 Citizens Drive, Suite 320, New Port Richey, Florida, and copies shall be provided in accordance with Chapter 119, Florida Statutes. 2. Public Access to Agency Except for any proceedings or records that are legally exempt, the public shall have access to all MPO proceedings and the statutory authority for all MPO restrictions, regulations, plans, and programs. 3. Governing Board Meetings and Workshops (a) (b) (c) Regular meetings of the MPO governing board shall be held at 10:00 a.m., the second Thursday of each month, in the Board of County Commissioners' Board Room, First Floor, 8731 Citizens Drive, New Port Richey, Florida, or at the Pasco County Historic Courthouse, Board Room, Second Floor, Meridian Avenue, Dade City, FL or at another such place, date or time as the MPO shall designate by notice prior to the meeting. Notice of all MPO meetings and committee meetings, whether regular, special, or workshop, shall be displayed on the MPO and County websites: and at least five (5) days prior to a meeting or to cancel any regularly scheduled meeting of the MPO. No official action shall be taken without a quorum of the MPO voting members being present. A workshop is a conference where a quorum of the members of the MPO are present, or committees designated by the MPO are meeting, for the specific purpose of rule drafting or other informational presentations or discussions, at which time no official votes are to be taken or policy adopted. A committee meeting, for the purpose of notice herein, is a meeting of committee members designated by the MPO or Chairman for the specific purpose of reviewing and making recommendations for MPO action upon activity within the scope of the MPO's authority. The MPO may call a special meeting upon a majority vote of the MPO members. Special meetings may also be called by the MPO's Chairman. All special meetings shall be held in a location specified in the notice of such meeting. The MPO may hold an emergency meeting for the purpose of acting upon emergency matters affecting the public health, safety, and welfare. Whenever an emergency meeting is scheduled to be held, the MPO shall notify at least one major newspaper of general circulation in the area where the meeting will take place and post the time, date, place, and purpose of the meeting on the MPO and County websites. Minutes shall be taken of all meetings and workshops of the MPO governing board and MPO advisory committees in accordance with Section , Florida Statutes. ARTICLE VII. AGENDA OF MEETINGS AND WORKSHOPS (a) (b) (c) (d) At least five (5) to seven (7) days prior to a meeting or workshop, the MPO shall have prepared, and shall make available, an agenda for distribution on the request of any interested person. The agenda shall list the items in the order they are to be considered. If directed by the Chairman, items on the agenda may be considered out of their stated order. The agenda shall be specific as to items to be considered. All matters involving the exercise of MPO discretion and policy making shall be listed and summarized on the agenda. Additions to agenda items shall be for consideration of solely ministerial or internal-administrative matters which do not affect the interests of the public generally, unless the public has been provided with an opportunity to be heard on such matters in accordance with Section , Florida Statutes, or the matter is otherwise exempt from the requirements of Section , Florida Statutes. 35 PASCO COUNTY METROPOLITAN PLANNING ORGANIZATION CITIZENS' ADVISORY COMMITTEE BYLAWS ARTICLE I. NAME The name of this committee shall be the Pasco County Metropolitan Planning Organization (MPO) Citizens' Advisory Committee, hereinafter called the "CAC," first created on September 28, ARTICLE II. AUTHORITY The CAC for the Pasco County MPO is hereby created to serve as a review and advisory body to the MPO in the comprehensive, cooperative, and continuing transportation planning process. The CAC is created to allow citizen participation in the ongoing transportation planning process as required by the Code of Federal Regulation (CFR), Title 23, Chapter 1, Part 450, Subpart A, Section , which requires the provision of public participation within the transportation planning process. The purpose of the CAC is to provide a vehicle by which public input can be solicited from the citizens of Pasco County, and to recommend and advise the MPO by reviewing, reacting to, and providing comment on the multimodal transportation planning issues and needs. ARTICLE III. FUNCTIONS AND RESPONSIBILITIES The functions and responsibilities of the committee shall include, but are not limited to, the following major areas: A. INFORMATION 1. Promote comprehension and understanding of the planning process. 2. May disseminate committee knowledge of the planning process into local citizen group discussions and meetings. 3. Relate overall community needs and values relative to planning goals and to future land use and transportation decisions. 4. Promote better public dissemination of general information about the transportation planning process. B. ISSUES CLARIFICATION AND PROBLEM SOLVING 1. Evaluate and propose solutions and alternatives on major transportation proposals and critical transportation-related issues. 2. Assess general citizen attitudes and response to planning and programming proposals. 3. ARTICLE IV. MEMBERSHIP AND COMPOSITION The CAC shall be composed of at least nine (9) appointed persons whose membership shall represent a broad spectrum of social and economic backgrounds and interests in transportation. All members must be residents of Pasco County. The CAC members shall be nominated by each MPO Board voting member. The number of CAC members appointed by the local governments of Pasco County is presented in Table 1, Government Membership. If the Board member does not have a nominee, MPO staff will provide a recommendation to the MPO Board member for approval. If staff has no recommendations, solicitation of recommendations may be made by the CAC, TAC, or, if necessary, a general solicitation through the local news or other social media may be used. 1. Members of the CAC shall not be elected officials or technical personnel directly involved in the transportation planning process. 2. One alternate representative shall be designated by the MPO Board to act on behalf of a regular member with the privileges accorded thereto B. Nominations for all CAC members shall be submitted for final approval at a regularly scheduled meeting of the MPO Board by the MPO member or alternate member representing the County or municipality that the CAC member would be representing. ARTICLE VI. TERMS OF OFFICE AND REMOVAL FROM OFFICE 1. The term of office for CAC members shall be three (3) years. CAC members may be reappointed by the MPO Board following expiration of their term of office. Reappointments shall occur at a regularly scheduled meeting of the MPO Board. 2. CAC members appointed as a result of vacancies shall serve at least until the end of the three (3) year term of the member being replaced. If the period of time remaining of the vacant CAC position is less than two (2) years, the new CAC member shall serve the following additional time: a. If less than one (1) year remains on the vacant CAC position, the expiration date of the vacant CAC position shall be extended two (2) years from the original expiration date. b. If between one (1) to two (2) years remain on the vacant CAC position, the expiration date of the vacant CAC position shall be extended one (1) year from the original expiration date. 3. 38 4. Each member of the CAC is expected to demonstrate her/his interest in the CAC's activities through active participation in scheduled meetings. 5. If, at any time, the CAC members or MPO Board feels that a CAC member is not performing her/his duties, the MPO Board may, by majority vote, remove that member from the CAC. 6. Three (3) unexcused absences by a member or alternate during a year are grounds for dismissal of that representative (but not the represented organization or agency) by the MPO Board. Further, if designated alternates are in attendance more often than the member, the designated alternate is eligible to become the de facto member by the approval of the MPO Board. ARTICLE VII. OFFICERS, THEIR DUTIES AND RESPONSIBILITIES A. The first regularly scheduled CAC meeting of each calendar year shall hold an annual organizational meeting for the purpose of electing the following officers: Chairman and Vice- Chairman. B. The Chairman and Vice-Chairman shall not be residents of the same local government area. C. Officers shall be elected by a majority of a quorum of the members of the CAC present at the annual organizational meeting. D. The term of office shall commence upon election of the annual organizational meeting and shall continue for one (1) year thereafter. No officer shall serve more than two (2) consecutive years in the same office. E. The Chairman shall preside at all meetings, call special meetings, assign duties to members, establish the agenda for meetings in consultation with the MPO staff, and act as liaison with government bodies and other related committees. F. The Vice-Chairman shall, during the absence of the Chairman or her/his inability to serve, have, and exercise all of the duties and powers of the Chairman. During the presence of the Chairman, the Vice-Chairman shall perform duties assigned her/him by the Chairman. G. If both the Chairman and Vice-Chairman are absent from a meeting, a temporary Chairman shall be provided by a majority vote of the members present. H. Each member of the CAC may be appointed to one (1) or several standing committee(s) that is/are responsible for an area of MPO planning and coordination responsibility. The number and functions of each committee shall be determined by the CAC; however, the number of members on any committee must be less than a quorum (five [5]) of the CAC. In addition, the CAC Chairman may appoint an advisory subcommittee for the purpose of assisting the CAC in carrying out the advisory committee functions. ARTICLE VIII. MEETINGS A. The CAC shall meet on the Wednesday (a week and a day) before the MPO Board meeting of each month at a designated time and location. CAC members are requested to notify the MPO staff of any absences at least three (3) working days prior to the scheduled meeting date, and to notify the alternate representative as soon as possible. C. Additional meetings may be scheduled by the MPO Board, the CAC Chairman, or the MPO staff as required to allow for public input into the transportation planning process. D. A quorum shall consist of five (5) CAC members on the active roster at the time of the meeting. Each voting member will have an equal vote, assuming a quorum is present. A vote on an issue or decision is by a simple majority of the voting members attending in person. E. Agendas shall be provided electronically to members at least five (5) working days prior to the meetings or a hard copy may be provided by request prior to the meeting. Copies of agendas will be available at the meetings. F. Meetings shall be given public notice in accordance with County procedures. All meetings shall be open to the public and news media. G. Minutes shall be taken at all CAC meetings using a recording device. This recording will be kept for two (2) months or until the meeting minutes have been officially approved by the CAC. H. MPO staff shall assist the CAC in preparation, duplication, and distribution of materials necessary for CAC meetings. I. MPO staff shall prepare and forward to the appropriate agency (TAC, MPO Board, or other agency as requested by the CAC) actions passed by the CAC. Such actions may include requests for information or recommendations relating to the transportation planning process or transportation-related issues. J. EXPRESS BUS STUDY TAMPA BAY EXPRESS LANES The purpose of this project is to determine the feasibility of, and develop a concept for, low-cost bus rapid transit (BRT) service operating in interstate corridors and proposed express lanes that are under study on interstate corridors in FDOT District 7. For Pasco County commuters, this Premium Transit service would allow transit the opportunity to operate in mixed traffic on the interstate system, perhaps using shoulder lanes in congested conditions, and transition to express lanes that would be built on I- 275 and I-75. The premium transit service would focus on regional/long-haul and high-speed service, with connections to local service serving various business districts, multi-modal centers, and other attractions. It would be designed to complement rather than compete with locally-focused transit services. The study corridor generally follows I-75 from Pasco County (Wesley Chapel) to the I-75/I-275 apex, travels through Hillsborough County; I-4 west to I-275; and I-275 in Hillsborough and Pinellas Counties. This alignment builds on regional priorities identified by TBARTA, the CCC, and the Tampa Bay TMA Leadership Group. This rapid bus service concept is intended to link activity centers in the three counties. The study is a joint effort between the Hillsborough MPO and FDOT. 45 A NEW CHOICE FOR A BETTER COMMUTE Express Bus in Tampa Bay Express Lanes Purpose of The Study The Express Bus in Tampa Bay Express Lanes Study evaluated potential premium express bus service operating within proposed tolled interstate express lanes. The study goals include providing regional, long-distance service that quickly moves commuters between key destinations, and increasing the overall capacity of the interstate. This study also looked at the feasibility of providing regional transit service to beaches, business districts, and multimodal centers in Hillsborough, Pinellas, and Pasco Counties. Corridor Description The proposed corridor includes I-275 and I-75 express lanes, connecting Wesley Chapel, the University of South Florida, Downtown Tampa, Westshore, the Greater Gateway area, and Downtown St. Petersburg. The express bus will operate on the proposed tolled express lanes once they are completed. Recommendation The Study recommendation (shown to the right) was identified following several rounds of technical analysis and direction from agency leaders. Riders will access the bus at six stations (shown as light blue circles). The recommendation also includes overlapping service (shown as the red and blue alignments) in the areas with the most riders. Local transit connections to Pinellas County beaches are shown in green. Three service options will be considered (Options A, B, and C described in inset). Option A: Buses at least every 15 minutes during commute times and at least every 30 minutes during the remainder of the day. Riders will be able to use Pasco County Public Transit (PCPT), Hillsborough Area Regional Transit (HART), and Pinellas Suncoast Transit Authority (PSTA) and transfer to the Express Bus, or drive to the nearest station and park. and Pasco County MPOs. Throughout the study process, the team also coordinated with a variety of stakeholders such as PCPT, HART, PSTA, Tampa Bay Area Regional Transportation Authority, and community leaders. What is Premium Express Bus service? Express buses would access park-and-ride lots and transit stations with ticket vendors and seamless connections to local buses. What amenities will the Express Bus have? There are three options. Buses will run during peak commute times and pick up riders between every 10 to 30 minutes. During the remainder of the day, two options recommend running buses every 30 to 60 minutes with evening and limited weekend service. What are the benefits? The LRTP included a statement that indicated the need and MPO commitment for further study and analysis, including significant public engagement. This corridor has been the subject of numerous studies over the past four years. 54 Notice of Public Workshop Phase 1: US 301 Corridor/Land Use Vision and Transportation Strategy Study Study Limits: Kossik Road (Zephyrhills) to US 98 Bypass (Dade City) A public workshop seeking input on the US 301 Corridor/Land Use Vision and Transportation Strategy Study will be held on March 12, 2015 from 6:00 p.m. to 8:00 p.m. at the City of Zephyrhills Council Chambers: th Street, Zephyrhills, FL The workshop agenda will include an informal viewing of materials from 6:00 p.m. to 6:30 p.m., a group presentation from 6:30 p.m. to 7:30 p.m., and additional time to complete small group visioning exercises and to ask questions from 7:30 p.m. to 8:00 p.m. This study, a coordinated effort between the Pasco County Metropolitan Planning Organization (MPO), Pasco County, the City of Zephyrhills, the City of Dade City, and the Florida Department of Transportation (FDOT), was authorized by the MPO in October 2014 as part of the FY 2014/15 Transportation Improvement Program and is expected to be completed by August The study goal is to create a land use vision unique to the US 301 corridor from Kossik Road to the US 98 Bypass that guides land use patterns and development characteristics with a supportive transportation system. This portion of the U.S. 301 corridor is recognized for its unique topographic features and panoramic views. The MPO, Pasco County, and the partnering cities recognize that the U.S 301 corridor will continue to develop based on market demands for retail/commercial uses and residential units. This study attempts to engage local land owners, businesses, and interested persons to provide input to develop a land use vision for the corridor. This notice of public workshop will be posted on the MPO s website, and presentation materials will be available on the website after the workshop to encourage additional input. A second workshop summarizing the study results and input received from the public will be held early summer 2015 (date/location to be determined). Based on the Phase I study results, the MPO may conduct a Phase II study, which will identify a final framework for future site development that can be implemented by the County and partnering cities. Phase II would focus on promoting consistency in the application of local government land development regulations in coordination with transportation initiatives and studies that impact this corridor such as the FDOT resurfacing project, which includes a 10-foot multiuse trail, that begins this February The Pasco County MPO is the designated organization in charge of countywide transportation planning. 55 PASCO COUNTY HOMEPAGE NEWS RELEASES Posted on: February 4, 2015 Upcoming FDOT Resurfacing Project on U.S. 301 to Include Multi-Use Trail NEW PORT RICHEY, FL- At the request of the Pasco County Metropolitan Planning Organization (MPO), the Florida Department of Transportation (FDOT) has included a multi-use trail in its U.S. 301 resurfacing project that should be underway shortly and is expected to be completed by spring The planned trail will extend from Kossik Road north to Dade City Avenue. The ten foot trail will be constructed within the existing road right-of-way on the west side of U.S The total resurfacing project s limits cover approximately six miles and extend from Kossik Road to Bougainvillea Avenue in Dade City. The multi-use trail will end at Dade City Avenue where it will connect to an existing sidewalk. The 12.5 million dollar resurfacing project is expected to start in early to mid-february and will also include a new traffic signal and other improvements at the U.S. 301/U.S. 98 intersection. The trail, to be built as part of the resurfacing project, is part of a larger trail network planned for the U.S. 301 corridor extending from south of Zephyrhills to north of Dade City. The MPO will be initiating a trail connection study along the U.S. 301 corridor in 2015 that will determine options for extending the trail south of Kossik Road into downtown Zephyrhills, and a connection to the existing Hardy Trail in Dade City. The northern extension of the existing Hardy Trail - from Church Avenue to Lock Street in Dade City is a high priority MPO project and is currently programmed for construction in FY 2017/18. The MPO s study will evaluate alignment options from Lock Street to the Withlacoochee State Trail in Lacoochee. Pasco County, Dade City and the City of Zephyrhills will be part of the study team which will also include public workshops and other opportunities for public input. 62 MPOAC Weekend Institute 2015 CONFERENCE OVERVIEW Transportation decision-makers face numerous challenges in making complex transportation decisions. Many new MPO board members have limited prior experience with the planning and funding of the local and regional transportation system. Even board members with years of experience struggle mastering important elements of the transportation planning process, especially given the constant evolution of federal and state regulations. The MPOAC Weekend Institute for Elected Officials provides MPO board members with an opportunity to enhance their understanding and leadership skills regarding transportation decision-making, including the key role they play in the process. TWO EVENTS / TWO LOCATIONS The MPOAC Weekend Institute for Elected Officials will be held twice in 2015: April at the Rosen Plaza Hotel in Orlando and May at the Renaissance Hotel International Plaza in Tampa. The MPOAC Weekend Institute is open to MPO board members only and space for this event is limited. Three seats at each event will be reserved for board members from each Florida MPO, with an overall limit of 25 participants per Institute.
