Others Present: Erik Bird, Tyler Area MPO; Sean Merrell, Brown and Gay Engineers (BGE); Mike Garrison, BGE; Glen Cowart, Yvonne Newman Heather Nick called the meeting to order at 2:02 pm. Approval of Minutes: Mike Butler moved, seconded by Michael Howell, to approve the minutes from July 2, Motion carried with a unanimous vote. Public Hearings: 1. Presentation and Discussion: Old Jacksonville Corridor Study Short Term Recommendations (Brown and Gay Engineers) Mr. Howell presented a proposal for the upcoming FY UPWP. Mr. Howell stated there will be an increase for Task 2.1, Socioeconomic Data and Forecast to accommodate an update to the demographic model and a change to Task 5.0, Special Studies to account for a Bike and Pedestrian Access Study. Ms. Droptini questioned the funds allocated for the Bike and Pedestrian Access Study to which Mr. Howell stated that the original UPWP draft allotted less than $100,000 for the study which was amended to allocate the $100,000 shown in this version of the UPWP. Mr. Butler stated that Billy Hibbs received approval from TxDOT for his bike plan. Mr. Howell explained that the Bike Taskforce was aware of this development and Ms. Rollings stated the intention of the Taskforce to set up a meeting with Mr. Hibbs. Mr. Butler moved, seconded by Mr. Wilson to recommend approval of the FY UPWP. Motion carried with a unanimous vote. 2. Staff Updates Mr. Howell provided an update on the status of the Old Jacksonville Corridor study. Mr. Howell stated that a public meeting was held on June 18 th at Lanes Chapel Church. Mr. Howell said that there was a total of 91 people in attendance, all of which were given a questionnaire and comment cards to fill out. Staff collected these materials from the public and distributed them to Brown and Gay Engineers to aid in the development of their short term recommendations. Mr. Howell

3 explained that another public meeting is tentatively scheduled for mid-september at the same location. Ms. Rollings asked if there were any comments on the bike and pedestrian trails for the corridor to which Mr. Howell responded there was a small turnout from the bike community at the meeting. Ms. Nick provided updates on new membership for the Technical Advisory Committee (TAC) and Policy Committee. The City of Bullard Mayor, Pam Frederick, will be filling the role left by the City of Noonday Mayor on the Policy Committee, and Nick Page will be replacing Travis Milner on the TAC. 3. Upcoming Dates Mr. Howell provided notice of the upcoming Policy Committee Meeting on September 24, 2015 and the next TAC meeting scheduled on November 5, The meeting adjourned at 3:30 p.m. Page 2 of 2

4 TECHNICAL ADVISORY COMMITTEE STAFF COMMENTS Date: November 5, 2015 Subject: 2040 METROPOLITAN TRANSPORTATION PLAN 1 st AMENDMENT The Metropolitan Transportation Plan (MTP) is a 25-year, long-range transportation plan which serves as the basic framework for all transportation planning through The MTP is a guide used to plan for future transportation needs in the Tyler MPO area and the expenditure of federal, state, and local funds that become available for these projects. The current MTP was approved in December 2014 and includes multiple projects totaling approximately 485 million dollars worth of transportation improvements through This is the first amendment to the MTP which includes the addition of a corridor acquisition and inclusion on a locally funded expansion of Toll 49. The corridor, currently owned by Union Pacific Railroad, is approximately 7.25 miles long stretching from Hagen Road in Whitehouse to FM 346 in Troup. The right-of-way has been abandoned by the railroad and is proposed to be purchased to allow for future multimodal transportation uses. The federal contribution for the acquisition is $400,000 which is available in the currently forecasted transportation revenue funds. The remaining $100,000 is being supplied by local entities. The North East Texas Regional Mobility Authority (NET RMA) is proposing to extend Toll 49 north from its intersection with Interstate 20 and connect to US Highway 69 north of Lindale. The financial sheet is being updated to show this project being constructed. Legislative copies of the proposed amendments have been attached hereto as Exhibit A. RECOMMENDATION: Staff recommends approval of the amendments to the 2040 Metropolitan Transportation Plan.

9 TECHNICAL ADVISORY COMMITTEE STAFF COMMENTS Date: November 5, 2015 Subject: FY TRANSPORTATION IMPROVEMENT PROGRAM THIRD AMENDMENT The current Transportation Improvement Program (TIP) was approved on May 1, 2014 and contains a listing of highway transportation and transit funding projects within the Metropolitan Planning Organization boundary. This will be the third amendment to the TIP. The proposed updates include adding an additional highway project in Fiscal Year (FY) 2016 and edits to the transit funding in FY 2015 and Union Pacific Railroad owns an abandoned rail line which connects the cities of Whitehouse and Troup which it has offered to sell. The 7.25 miles long corridor stretches from Hagen Road in Whitehouse south to FM 346 in Troup. This a regionally significant transportation project being done in collaboration with the North East Texas Regional Mobility Authority (NET RMA). The $400,000 allotted is TxDOT s contribution to the total cost. The proposed use of the right-of-way is for a future multimodal trail. The new project information and updated financial summary are attached hereto as Exhibit A. Tyler Transit is making adjustments to the budget allotments shown in the TIP to reflect actual spending during FY 2015 and making adjustments to the current FY. The revised amounts and updated financial summary are attached hereto as Exhibit B. RECOMMENDATION: Staff recommends approval of the TIP Amendments.
