5 Item No. 4 ISSUE: 2016 Polk County Health Report PRESENTATION: Staff of the Polk County Health Department will share the annual demographic, socioeconomic, medical and well-being report for Polk County. Juan Cadenillas, Planner with the Polk County Health Department, will share key findings in the recently published 2016 Polk County Annual Health Report. There are many factors, including the robustness of a transportation network, that influence health. The report includes information and data trends of factors that may be influencing the health status of residents in Polk County. The factors are divided into four areas: demographic, socio-economic, medical and well-being. The report also lists regional plans that have notable initiatives and demonstrated efforts to improve the community including The Tomorrow Plan, Capital Crossroads and DART Forward The 2016 Polk County Health Report can be found here (click to access). 7 ISSUE: Federal Fiscal Year Transportation Improvement Program Development REPORT: Report on the process to develop the Federal Fiscal Years Transportation Improvement Program. Item No. 6 The Federal Highway Administration (FHWA) requires that the MPO annually develop a four-year Transportation Improvement Program (TIP) that details the use of federal funds for transportation projects in the Metropolitan Planning Area. The MPO staff begins work on the Federal Fiscal Years Transportation Improvement Program (FFY TIP) by providing each MPO member government and participating agency a listing of their current TIP projects and associated information from the Iowa Department of Transportation s Transportation Program Management System for review and update. The TIP Development Schedule is available on the MPO website (Click to Access). The MPO staff requests that member governments and agencies determine if projects currently programmed for FFY 2017 will receive FHWA authorization to proceed with development before September 30, If a project does not receive FHWA authorization before September 30, 2016, then the project will need to roll-over to a future year in the TIP. The MPO staff distributes status reports to member governments that currently have projects programed in the TIP. 8 ISSUE: Federal Fiscal Year 2021 Surface Transportation Block Grant Program Public Comment Item No. 7 REPORT: Summary of the public comments received for the FFY 2021 Surface Transportation Block Grant Program applications The MPO staff hosted a public input meeting to receive feedback on the projects on January 24, 2017, from 4:00-6:00 pm at the MPO office. Staff will present the comments received at the meeting as well as comments submitted online at the February 2, 2017, meeting. The Funding Subcommittee will meet on February 9, 2017, to hear presentations from sponsors with eligible projects. This workshop provides project sponsors with the opportunity to discuss their projects and to answer specific questions from the Funding Subcommittee. STBG Presentation Schedule (click to access). 9 Item No. 8 ISSUE: Fiscal Year 2018 Unified Planning Work Program and Budget Development REPORT: Discussion of the process to develop the next work program and budget. MPO staff is beginning to develop the Fiscal Year 2018 Unified Planning Work Program (FY 2017 UPWP) and budget, which will document all planning activities the MPO will perform from July 1, 2017, through June 30, The Iowa Department of Transportation (DOT) requires the UPWP to describe the MPO s proposed planning activities including task objectives, previous work, project descriptions, and work products as well as the budget and funding sources to carry out the planning activities. The Iowa DOT requires the MPO to submit a draft UPWP by April 1, 2017, and a final UPWP by June 1, The following page includes a list of activities for consideration in the upcoming UPWP and budget as developed by MPO staff. Staff asks for feedback from member governments and participating agencies on planning these tasks and welcome proposals for other activities or requests for local planning assistance. None. 11 Item No. 9 ISSUE: Veterans Parkway Update REPORT: Update from City of West Des Moines staff regarding the Veterans Parkway Project. At its November 17, 2016, meeting, the MPO Policy Committee approved the proposed amendment and ultimately voted to send the item back to the Executive Committee for further discussion. The following is a summary of the issues related to the approved amendment. Project Overview The City of West Des Moines announced that Microsoft has committed to building a third data center in West Des Moines. This announcement has accelerated the development of Veterans Parkway that when completed, in conjunction with the development of Grand Prairie Parkway, will connect I-80 to Iowa Highway 5. West Des Moines is estimating that it will spend around $75 million in local funds on infrastructure including the development of the roadway and utility expansion. West Des Moines expects the corridor to be open to traffic by Reason for Amendment In September, the MPO staff proposed amending Mobilizing Tomorrow to move the Veterans Parkway project from Mobilizing Tomorrow s illustrative project list into the fiscally constrained project list. Staff recommended adding the project after consulting with the Federal Highway Administration (FHWA). FHWA noted that even though the project is using local funds, Veterans Parkway is a major regional project that will impact regional travel movements. Therefore, the project should be in the fiscally constrained plan to comply with US Code, which states that an MPO s long-range transportation plan shall include existing and proposed transportation facilities giving emphasis to those facilities that serve important national and regional transportation functions. Public Comment Impacts to the Great Western Trail The MPO s public input process requires a minimum 45-day comment period on proposed amendments. The MPO hosted a public meeting on October 11, 2016 at 5:00 p.m. to receive input and comments on the amendments. During the public comment period, staff received several letters that expresses concerns with potential impacts to the Great Western Trail. The Policy Committee approved the amendment request and asked that the City of West Des Moines provided regular updates on the project in light of the concerns about the impact on the Great Western Trail. Staff has invited the City of West Des Moines to update the committee on recent developments regarding the Veterans Parkway Project. None. Report and discussion only. Walnut Creek Watershed Launch event An invite-only event for stakeholders in the Walnut Creek Watershed is being planned for 10 a.m. to 2 p.m. Tuesday, February 28, at the Windsor Heights Community Center.
