3 MEETING MINUTES Des Moines Area Metropolitan Planning Organization (MPO) (FRT) 3:00 p.m., Thursday, March 18, 2015 Des Moines Area MPO Large Conference Room The MPO (FRT) held a meeting at 3:00 p.m., on March 18, 2015, at the Des Moines Area Metropolitan Planning Organization s Burnham Conference Room. Call to Order Chair John Wahlert called the March 18, 2015, meeting to order at 3:00 p.m. 2. Welcome and Introductions The group introduced themselves to one another. 3. Approval of Agenda No issues were reported with the March 18, 2015 agenda. 4. Approval of Minutes No issues were reported with the January 29, 2015 meeting minutes. 5. Report: Des Moines Rail Port Transload Facility Update Rita Conner, with the City of Des Moines, provided the roundtable with an updated status of the Des Moines Rail Port Transload Facility. 6. Report: INRIX Data Aaron Bartling provided an overview of the INRIX data that is available to the MPO through the Iowa DOT. Specifically, Aaron showed how INRIX can be used to identify freight bottlenecks for the MPO area. 3 FY 2010 Des Moines Area Metropolitan Planning Organization. 4 7. Report: Driverless Vehicles Zach Young lead a discussion on the viability of driverless vehicles being used to transport freight. 8. Report: Shipping Container Coordination Chair John Wahlert and FR member Tim Woods updated the group on the Shipping Container Coordination project. 9. Report: Federal Fiscal Year 2019 Surface Transportation Program Funding Recommendation Zach Young reported on the STP Funding Subcommittee s award recommendation for Federal Fiscal Year 2019 Transportation Alternative Program funds. 10. 5 Agenda Report May 2015 Item No. 5 ISSUE: Des Moines Rail Port Transload Facility Update REPORT: Update on the City of Des Moines progress on developing the Rail Port site. BACKGROUND: The City of Des Moines staff finalized the draft Rail Port RFQ and RFP in early May. The drafts were presented to the council at their May 4, 2015, meeting. The council unanimously voted in favor of distributing the RFQ and RFP. Both documents will included the priority matrix that was develop with input from the Rail Port committee as well as a copy of the Des Moines Rail Port Feasibility Study. The RFQ was distributed the week of May 18, 2015, and completed RFQ are due three weeks from the date of distribution. The RFQ s will be reviewed and the City will select 3-5 operators to complete the RFP. The operators will have thirty days to complete the RFP. Staff will provide the Roundtable with a full update at the May 20, 2015, meeting. RECOMMENDATION: None. Report and discussion only. 6 Agenda Report May 2015 Item No. 6 ISSUE: Shipping Container Coordination REPORT: Update on the CyBiz Lab shipping container coordination project. BACKGROUND: The first phase of this project will begin when ISU starts the summer session. At the end of the summer, the students will provide a report on their findings. This report will be used to determine if the second phase will be pursued this fall. A conference call with CyBiz Lab has been scheduled for May 18 to discuss the upcoming project. An update will be provided on the status of the project. RECOMMENDATION: None. Report and discussion only. 7 Agenda Report May 2015 Item No. 7 ISSUE: Truck Driver Shortage Discussion of the nationwide truck driver shortage and its impact in Iowa. BACKGROUND: Since 2012, the nationwide driver turnover rate for large truckload companies has been stuck at 90 percent or higher. It is estimated that between 35,000 to 40,000 drivers are needed to end the driver shortage. This is having an increasingly larger impact on carriers, and eventually, shippers. If the cost of hiring a driver average $5,000, a company with 200 drivers and 100 percent turnover rate would spend $1 million a year to keep capacity steady. Discussion of how companies have been impacted by this driver shortage and what, if any, strategies are available to mitigate negative effects. Two articles on the truck driver shortage are included on the following pages. RECOMMENDATION: None. Report and discussion only. 14 Agenda Report May 2015 Item No. 8 ISSUE: Freight Optimization Study REPORT: Report on DOT s Freight Optimization Study. BACKGROUND: The Iowa DOT coordinated the creation of a statewide Freight Optimization Study that will transform the transportation network in order to assist state government agencies and their customers to make informed operational and investment decision. The goal is to identify freight transportation investment opportunities that will better connect freight between the different modes, reduce shipping costs for Iowa businesses, and serve as a recruiting tool to bring new businesses to the state.
