4 Item No. 5 ISSUE: Fourmile Creek Watershed Management Authority PRESENTATION: Discussion of watershed management authority efforts include a presentation from Snyder and Associates regarding the Fourmile Creek Watershed Management Authority s planning efforts. The Fourmile Creek Watershed Management Authority (WMA) completed the watershed study in December of 2013 and has drafted strategic implementation steps. The WMA will present some of the implementation strategies for feedback from the communities before the WMA moves to final adoption. The Fourmile Creek Watershed encompasses approximately 76,642 acres, covering 120 square miles primarily in Polk County. Small portions of the northern edge of the watershed lie within Story and Boone Counties. The watershed has 36% urban and 64% agricultural land uses. Urbanization is occurring at a rapid rate through-out the watershed and increasing stormwater runoff and its accompanying pollutants to the stream. None. Presentation only. 5 December, 2014 Item No. 6 ISSUE: Fiscal Year 2015 Unified Planning Work Program Amendment 2 REPORT and OPTIONAL VOTE: Consider approval an amendment to the Fiscal Year 2015 Unified Planning Work Program to add funding to the National Highway Travel Survey Add-On project and to create a Complete Streets special project The MPO staff has identified the need to make the following two amendments to the Fiscal Year 2015 Unified Planning Work Program (FY 2015 UPWP): National Household Travel Survey The FY 2015 UPWP includes Special Project 13.5-National Household Travel Survey with a federal amount of $233,000. At the time of the UPWP s development, the Federal Highway Administration (FHWA) indicated that the MPO needed to pay only a portion of the full project cost in FY Since that time, the MPO has worked with the Iowa Department of Transportation (DOT) to transfer funds to the project and determined it more beneficial to pay the full amount in FY Therefore, the MPO must amend the UPWP to program the full $350,000 cost of the program. This will require an increase of $58,750 it total funds ($47,000 federal funds). Complete Streets Project In August 2014, the MPO received a $75,000 grant from the Wellmark Foundation s Matching Assets to Community Health (MATCH) program to carry out Complete Streets policy development and tactical starts. The program requires a match, which the MPO staff will support through its existing work program. The MPO matching funds will be used to support planning analysis and policy development, while the $75,000 grant award will be used to implement one-time quick start grants of Complete Streets projects for communities wishing to advance this initiative. This project will be added to the FY 2015 UPWP as Special Project A copy of the project proposal and budget submitted to the Wellmark Foundation is included as a supplemental item. 6 Item No. 7 ISSUE: Federal Fiscal Year 2019 Surface Transportation Program Process REPORT: Discussion about the Federal Fiscal Year 2019 Surface Transportation Program process. Each year the MPO awards Surface Transportation Program (STP) funds and Transportation Alternatives Program (TAP) funds to critical projects throughout the region. The MPO will begin the process for selecting and awarding Federal Fiscal Year (FFY) 2019 STP and TAP funds in. The MPO staff will hold a workshop on December 15, 2014, to provide a brief overview of the funding programs, discuss scoring, funding applications, and to answer any questions. The MPO staff will distribute applications to eligible project sponsors and will post applications on the MPO website in early. STP Applications are due to the MPO office by 4:30 p.m., on Friday, January 23, Included, immediately following, is the schedule for FFY 2019 STP and TAP funding. None. Report and discussion only. 7 Item No. 8 ISSUE: The Tomorrow Plan: Year One Accomplishments Report REPORT: Discussion regarding a draft report developed to document The Tomorrow Plan s implementation efforts over the last year. The MPO approved The Tomorrow Plan in November Since that time, the MPO, its member governments, and other partner agencies have undertaken numerous efforts related to the plan s implementation. To help celebrate accomplishments made over the last year, MPO staff has developed The Tomorrow Plan: Year One Accomplishments Report to document these efforts. A draft of the document is included in the supplemental items. MPO staff asks the Policy Committee to review the accomplishments listed in the draft document and to provide staff with any additional activities for the document to include. The Tomorrow Plan Steering Committee also is working to identify implementation priorities for 2015; any suggestions from the Policy Committee are encouraged. None. Report and discussion only. 8 Item No. 9 ISSUE: Vehicle Miles Traveled Analysis REPORT: Analysis of vehicle miles traveled trends in the MPO planning. Vehicle Miles Traveled (VMT) is the amount of total miles driven by all vehicles in a given area. VMT-based metrics, such as per capita VMT and crashes per VMT, have become common performance measures in transportation planning. Nationally, per capita VMT peaked in 2004 and has declined since; per capita VMT in 2013 equaled 1997 levels. Factors attributed to the decline include demographic changes such as retiring of the Baby Boomers and less desire among Millennial s to acquire drivers licenses. The Iowa Department of Transportation (DOT) provides VMT data online at MPO staff analyzed VMT for its member governments to determine whether local trends match national trends. 9 Item No. 10 ISSUE: Committee Appointments INFORMATION: Update on the MPO Chair s appointments for the Calendar Year 2015 Nominating Committee and a special funding task force. At the January 22, 2015, MPO meeting, a Calendar Year (CY) 2015 Nominating Committee will offer its recommendations for the CY 2015 Executive Committee. The MPO Chair will appoint the nominating committee at the December 18, 2014, meeting. At the November 20, 2014, MPO meeting, as part of the vote to approve Mobilizing Tomorrow, the MPO also voted to create a special task force to further discuss transportation funding issues.
