CALL MEETING TO ORDER The meeting of the Kings County Association of Governments (KCAG) was called to order by Joe Neves, Chairperson, at 4:30 p.m., on October 24, 2018 in the Board of Supervisors Chambers, Administration Building, Kings County Government Center, 1400 W. Lacey Blvd., Hanford, California. Minutes of September 26, 2018 A motion was made and seconded (Verboon / Madrigal) to approve the Minutes of the September 26, 2018 meeting. 4 II. KCAG TRANSPORTATION POLICY COMMITTEE A. General Transportation Items 1. FY Local Transportation Fund Amendment No. 1 Teresa Nickell reported that the Kings County Area Public Transit Agency (KCAPTA) determined from its FY financial audit an unspent balance of $407,499 in Local Transportation Fund (LTF), resulting in a carryover amount. Therefore, KCAPTA has decreased its LTF claim to $592,501, which results in an increase in the amount of Article 8 shares remaining for streets and roads to $2,770,009. A motion was made and seconded (Verboon / Ayers) to adopt Resolution No to amend the FY LTF allocations and to instruct the Kings County Auditor-Controller. The motion carried by the following vote: Ayers: Madrigal: Miller: Neves: Palmerin: Preciado: Verboon: Absent 2. Pavement Management System Consultant Selection Christopher Xiong reported that the Kings County Association of Governments (KCAG) is seeking a qualified consultant to prepare/update the Pavement Management Systems (PMS) for the Cities of Avenal, Hanford, Lemoore, and County of Kings. KCAG staff distributed a Request for Proposals (RFP) with a budget of $400,000 for the cost of the project. Four consultant proposals were received from the following firms; Infrastructure Management Services, Fugro, Nichols Consulting Engineers, and Dynatest. KCAG staff formed a Proposal Review Committee consisting of KCAG and local agency staff to review the proposals. Based on the combined scoring and ranking of the proposals, the Proposal Review Committee has recommended Nichols Consulting Engineers as the preferred consulting firm to prepare/update the PMS programs for the participating member agencies. Commissioner Ayers inquired as to the duration to conduct the effected road survey. The reply was that the proposal time line is to complete by June of A motion was made and seconded (Verboon / Madrigal) to authorize the Executive Director to enter into a contract with Nichols Consulting Engineers to prepare/update Pavement Management Systems for the participating member agencies at a base cost of $340,821. 5 3. Transportation Performance Measures PM2 and PM 3 Targets Christopher Xiong stated that the Moving Ahead for Progress in the 21st Century (MAP-21) and Fixing America s Surface Transportation (FAST) Act placed new and stronger emphasis on measuring and monitoring the performance of transportation systems. Three sets of performance measures are part of the TPM Regulations involving Safety Performance (PM1), Infrastructure Performance (PM2), and System Performance (PM3). On May 20, 2018, Caltrans established the Statewide targets for PM2 and PM3 targets. PM2 Targets consist of targets that track the good and poor condition of the three sets of infrastructure; 1) Interstate System Pavements, 2) Non-interstate National Highway System Pavements, and 3) the National Highway System Bridges. Only the Non-interstate National Highway System Pavements are applicable to Kings County. PM3 Targets track the performance of the Interstate Noninterstate National Highway System, such as freight movement, traffic congestion, and on road mobile source emissions. PM3 consists of six targets, of which four are applicable to Kings County. Following the State s target setting date, MPOs have until November 16, 2018 to document with the State whether they agree to plan and program projects so that they contribute toward the statewide targets, or commit to a quantifiable target for their MPO planning area. Based on the discussions at the statewide workshops and available data, KCAG Staff is recommending that KCAG agree to plan and program projects so that they contribute toward the state targets. Commissioner Ayers inquired about our status in this regard. The reply was that the emission reductions are related to all projects as a whole, under the program. Terri King clarified that the results are performance based. Projects and funds that are programmed go toward meeting performance measures for improving air quality, pavement, and maintaining pavement condition. A motion was made and seconded (Madrigal / Ayers) to accept and support the statewide PM2 and PM3 targets. The motion carried by the following vote: Ayers: Madrigal: Miller: Neves: Palmerin: Preciado: Verboon: Absent B. Caltrans Report Gail Miller reported that the I-5 Lost Hills pavement rehabilitation project is complete, with the exception of some minor electrical work to be completed next month; the Kansas Ave. and SR 41 intersection improvement is near completion; the Hanford Armona Road/13th Ave. roundabout project is ongoing and scheduled for completion by the end of November; and the rumble strips construction on SR 41 between Fresno County line and SR33 is scheduled to be completed in November. 3

Correspondence Terri King discussed a letter forwarded to KCAG, which was received by the Kings County Board of Supervisors from the Tulare Lake Basin Water Storage District regarding concerns of a map appearing in the Draft Supplemental Environmental Impact Report (SEIR) for the 2018 Regional Transportation Plan (RTP). The Kings County Agricultural Advisory Committee recommended that the Kings County Board of Supervisors make a comment to the KCAG Commission about adding a statement to the SEIR that the map does not reflect the accuracy of the Tulare Lake Basin, and the map referencing the National Wetlands Map shows an error in labeling the Basin as Other. KCAG staff noted that the map is from the National Wetlands Database from the U.S. Fish and Wildlife and cannot be changed by KCAG. The map does not change any policy in the RTP and only describes the area for biological resources. The Tulare Lake Basin area is identified as other on this map, which is correct, since the Tulare Lake Basin is not a lake, streambed or wetland. A second concern in the letter was their not being notified directly of the availability of the Draft SEIR to comment. KCAG completed all required noticing procedures. Moving forward KCAG will seek out a map acceptable to all parties and will add the Tulare Lake Basin Water Storage District to the draft document notification list. The Final SEIR has been certified and is beyond the 30 day legal challenge period. It suffices to state their concerns and the above-mentioned resolution will be included I this meeting s minutes, unless the Commission would like to proceed with an addendum. There was further discussion regarding the Tulare Lake Basin Water Storage District concerns. The Commissioners agreed to omit the map in future SEIR s. Regarding the notification concern, Terri King noted that a member of the Tulare Lake Basin Water Storage District Board was a member of the RTP Stakeholder Advisory Group, and that member was provided an notifying them of the availability of the draft documents for review and comment. Commissioner Neves confirmed his understanding that the notifications where properly handled. D. Staff Comments None. E. Commissioner Comments None. III. KCAG COMMISSION A. General Commissioner Items 1. 7 2. Areawide Planning Review No Teresa Nickell reported that the Stratford Public Utilities District is applying for a competitive grant in the amount of $1,000,000 in USDA Emergency Community Water Assistance funds. The applicant will provide $873,000 from State funds in addition to the requested grant. The grant funds are to be used to construct a new well and connect to the District s water system. The Emergency Community Water Assistance Grant can assist a rural community that has experienced a significant decline in quantity or quality of drinking water due to an emergency. Staff received written comments from the following agencies that the project does not duplicate or conflict with any of their programs: City of Hanford Public Works; California Highway Patrol (CHP) Hanford; Kings County Community Development; Kings County Sheriff s Office; Kings County Farm Bureau; and Kings County Environmental Health. A motion was made and seconded (Madrigal / Verboon) to affirm that the project works in coordination and does not conflict with other County programs and should be undertaken now and to include and ratify those comments of staff and other reviewers regarding Planning Review No The motion carried by the following vote: Ayers: Madrigal: Neves: Palmerin: Preciado: Verboon: Absent 3. San Joaquin Valley Voice Washington DC report Terri King reported on the summary of all the meetings attended during the San Joaquin Valley Voice Trip to Washington, DC. The 2019 Sacramento Valley Voice Trip has been discussed and some of the eight counties are in favor of going and some are not. Tentatively, the Valley Voice trip to Sacramento will be scheduled in April Commissioner Ayers commented on how there is a focus on the results of Proposition 6 in California. The Federal Government is also seeking ways to increase Federal transportation funds. There was further discussion regarding strategies going forward with Valley Voice Trips. The issue of Self-Help Counties having an advantage in receiving matching federal funds was discussed. IV. MISCELLANEOUS A. Correspondence None. B. Staff Comments Terri King informed the Commission that the computer network issue at KCAG has been resolved. Ms. King stated that all presentations for the draft Active Transportation Plan have been scheduled with the City Councils and County Board 5

8 of Supervisors. The KCAG auditor has started on the Transportation Development Act audits. This year s San Joaquin Valley Conference will be hosted by KCAG at the Tachi Palace, tentatively in early May There will be a November KCAG Commission meeting, however, the December KCAG Commission meeting will be cancelled. C. Commissioner Comments Commissioner Preciado discussed with the Caltrans representative cutouts and turn lanes under construction on the Avenal Cutoff road. V.
