CALL MEETING TO ORDER The meeting of the Kings County Association of Governments (KCAG) was called to order by Joe Neves, Chairperson, at 4:30 p.m., on September 26, 2018 in the Board of Supervisors Chambers, Administration Building, Kings County Government Center, 1400 W. Lacey Blvd., Hanford, California. COMMISSIONERS PRESENT: CALTRANS REPRESENTATIVE: David Ayers, David Brown, Joe Neves, Sid Palmerin, Doug Verboon, Glenda Woolley Gail Miller COMMISSIONERS ABSENT: STAFF PRESENT: KCAG COUNSEL PRESENT: VISITORS PRESENT: Joel Gandarilla, Terri King, Yunsheng Luo, Mary Madrid Boudah, Teresa Nickell, Christopher Xiong Kris Petersen Nathan Olson, Kevin McAlister A. Roll Call Joel Gandarilla conducted roll call. B. Unscheduled Appearances Nathan Olson, City Manager for the City of Lemoore, addressed the Committee with a concern in Lemoore regarding a secondary access to the West Hills College. Currently, there is only one way in and one way out. Leprino Foods has a hydrous ammonia tank that is upwind of the only path out for West Hills College. If the tank is compromised there is no other path to get students out of the school. The suggestion was to extend Jackson Avenue to 12 feet wide and a good road base for an emergency access mapped for first responders. Also, north of Leprino Foods on Belle Haven the road is two lanes wide. It was requested to expand this section of road to four lanes to accommodate the 300 plus daily semi truckloads to Leprino foods, via the Hanford Armona Road route. There was a brief discussion regarding the suggested improvements. C. Minutes 1. Minutes of August 22, 2018 A motion was made and seconded (Ayers / Verboon) to approve the Minutes of the August 22, 2018 meeting. The motion carried by the following vote: 1

4 Ayers: Brown: Miller: Neves: Palmerin: Verboon: Woolley: II. KCAG TRANSPORTATION POLICY COMMITTEE A. General Transportation Items KCAG Title VI Program Update Teresa Nickell reported that the State Department of Transportation (DOT) must document their compliance by submitting a Title VI Plan to the Federal Transit Administration (FTA) every three years and is responsible of verifying that its sub-recipients of federal funds also comply with these requirements. As a subrecipient of funds, KCAG has prepared the 2018 Title VI Program that amends the adopted 2015 KCAG Title VI Program with updated public outreach efforts, federal, state and local funds programming information, Census-based data, and analyses regarding the region s minority populations and demonstration of environmental justice with regard to any disparate impacts with funded projects. KCAG s Title VI Program includes a Limited English Proficiency (LEP) Plan to provide language assistance to limited English-speaking persons and low literacy persons. KCAG s Title VI grievance procedures, notices and forms are published in both English and Spanish and are available on KCAG s website. A motion was made and seconded (Verboon / Palmerin) to adopt Resolution No to approve the 2018 KCAG Title VI Program with Limited English Proficiency (LEP) Plan. The motion carried by the following vote: Ayers: Brown: Miller: Neves: Palmerin: Verboon: Woolley: 2. Triennial Performance Audit Consultant Selection Teresa Nickell reported that every three years KCAG is required to conduct triennial performance audits of it and all transit agencies that receive an apportionment of funds under Article 4 of the Transportation Development Act (TDA). This fiscal year, the triennial performance audits of KCAG, Corcoran Area Transit (CAT), and the Kings County Area Public Transit Agency (KCAPTA), covering the fiscal years 2015/16 through 2017/18, are scheduled to be conducted by an independent consultant. KCAG staff developed and distributed a request for proposal (RFP) and one proposal from Moore & Associates was received in response to the RFP. The Proposal Review Committee members reviewed, scored and discussed the proposal based on the criteria established in the RFP. The proposal to conduct and prepare the triennial performance audit reports from Moore & Associates is priced at $43,179, 2

5 below the budget cost of $45,000 provided in the RFP. The audit proposal received an average score of 96 by the Proposal Review Committee. A motion was made and seconded (Woolley / Brown) to approve the selection of Moore & Associates to conduct the triennial performance audits and authorize the Executive Director to enter into contract for their services at a cost of $43,179. The motion carried by the following vote: Ayers: Brown: Miller: Neves: Palmerin: Verboon: Woolley: B. Caltrans Report Gail Miller reported that the I-5 Lost Hills pavement rehabilitation project is complete, with the exception of some minor electrical work to be completed next month; the Kansas Ave. and SR 41 intersection improvement will be completed by end of October 2018; the Hanford Armona Road/13th Ave. roundabout project is ongoing and scheduled for completion by the end of November; the rumble strips construction on SR 41 between Fresno County line and SR33 is scheduled to be completed in November. Commissioner Ayers inquired about a possible monument at the Hanford Armona Road/13th Ave. roundabout. Gail Miller replied that that decision rests on the jurisdiction. However, Caltrans is willing to work with the jurisdiction. Commissioner Neves stated that there were complaints from Stratford residents regarding the noise from cars and rumble strips along SR41. Terri King mentioned the new interchange project at SR 46 and SR 41. Commissioner Neves requested a copy of the map showing that intersection project. Terri King will obtain a map from Caltrans. C. Closed Session Report 1. Performance Review Executive Director Kris Pedersen reported that in the Closed Session on August 22, 2018 the Commission finalized the performance evaluation of Terri King, KCAG Executive Director. It was approved at that session and subsequently delivered to Terri King, which makes the action taken final. IV. MISCELLANEOUS A. Correspondence None. B. Staff Comments Terri King noted potential agenda items for next month including an Overall Work Program amendment, a Local Transportation Fund (LTF) amendment, consultant selection or the Regional Pavement Management System, Area wide Clearing House review, and the Valley Voice report. She noted that it was discovered that the June LTF distributions to the local jurisdictions for streets and roads would not be distributed until December or January, but this delay has been corrected. Commissioner Ayers commented on three issued discussed during the Valley Voice Trip. 1) the railroad bottleneck issue in Stockton, a.k.a. The Triangle, 2) SR99 to Merced lane expansion, and 3) SR 46 expansion at Lost Hills. Commissioner Ayers stated that the Self-Help Counties are at an advantage when it comes to soliciting funds. Terri King also noted that the consultant for the Regional Active Transportation Plan is working on the draft document and will be presenting to the County and Cities in November; the indirect cost rate has been submitted to Caltrans; the Transportation Development Act audits are moving forward; the current KCAG bridge to bridge network connection has failed and County IT installed a temporary cradle system until a new permanent bridge to bridge system intergraded in the Office of Education communication system is installed at KCAG. 4

7 D. Commissioner Comments Commissioner Verboon inquired about High Speed Rail (HSR) and the Hanford Station access issue. The County would like to connect access with the existing roundabout on SR 43 and Lacey Blvd, but HSR would like to provide an independent access road. Gail Miller replied that Caltrans will work with what is operationally safe and will support the best option. Commissioner Brown commented that the Belle Haven road expansion will greatly reduce the traffic congestion at the Bush Street off-ramp at SR 41. It was suggested that Lemoore inquire from other agencies that may benefit from a road expansion/connection if there is any funding available through that agency. Commissioner Neves related how truck drivers currently use Bush Street intersection for the food services convenience. Terri King noted that there will be a November 28 meeting as the holidays don t conflict with the regular schedule; however there would likely not be a December meeting. Commissioner Verboon noted that he will not be available for the October and November meetings. V.
