However, if discussion is necessary, or if a member of the public wishes to comment on any item, the item may be removed from the Consent Agenda and considered separately. Any writing or document pertaining to an open session item on this agenda which is distributed to a majority of the City Council after the posting of this agenda will be available for public inspection at the time the subject writing or document is distributed. The writing or document will be available for public review in the City Clerk s Office, 1000 Spring Street, Paso Robles, CA, during normal business hours, and may be posted on the City s web site at All persons desiring to speak on an agenda item are asked to fill out Speaker Information Cards and place them at the Staff Table prior to public discussion of that item. CALL TO ORDER 6:30 PM ROLL CALL Chairman Stephen King, Vice-Chair Sasha Irving, Katherine Barnett, Nick Gilman, Jake Hudson, Bill Pluma, Victor Popp, Thomas Tringham Absent: Jeff Bower PUBLIC COMMENTS None BUSINESS ITEMS 1. Minutes of the April 9th Meeting Motion made by Nick Gilman seconded by Katherine Barnett to approved the July 9th meeting minutes, passed Committee Briefing: Plan B Street Maintenance Status Report D. Monn, Public Works Director Ditas Esperanza, Capital Projects Engineer, presented the Street Maintenance Status Report to the Committee. The Committee received and filed the Street Maintenance Status Report. 3. Supplemental Sales Tax Revenue and Expenditure Report J. Throop, Administrative Services Director Jim Throop, Administrative Services Director, presented the report to the Committee. The Committee received, filed and approved the Supplemental Sales Tax Revenue and Expenditure Report. 4. Evaluation by the Oversight Committee regarding the city s street maintenance progress made to date. D. Monn, Public Works Director Motion made by Nick Gilman seconded by Thomas Tringham, passed 8-0. City staff shall prepare a memorandum and submit to the city council reflecting a positive endorsement by the committee for the work accomplished to date using Supplemental Sales Tax Revenue as requested. 4 January 14, 2015 STOC Agenda Item 2 MEMORANDUM TO: Supplemental Tax Oversight Committee FROM: Ditas Esperanza, Capital Projects Engineer DATE: January 14, 2015 SUBJECT: Street Maintenance Status Report Union Road Kleck to Montebello Oaks Project is 60% complete and still on target to finish by July Status photo updates are being ed regularly, and hopefully will help to keep you informed of the progress. Riverside Paving 10th to 17th Undergrounding of utilities by PG&E, AT&T and Charter is 90% complete. Curb ramps should be completed by mid-january and final paving to be completed by late January/early February. Spring Street 16th to 24th Sewer line upgrades at 19th and 23rd; Water service and water valve upgrades are complete. Waiting for the weather to clear to be able to install storm drains at 17th and 19th, and then surface improvements are to begin. This should be completed by the spring of Finally, I wanted to report how well the 21st Street project functioned during the recent rain events. Attached you will find the before and after photos for the 21st Street Improvements. During the meeting, a video will also be shown of how the 21st Street improvements functioned during the recent December rain events.

11 MEMORANDUM TO: FROM: City Council Supplemental Tax Oversight Committee DATE: January 14, 2015 SUBJECT: Endorsement of Street Maintenance Progress The Supplemental Tax Oversight Committee (STOC) is pleased to see that City Council has accomplished their goals, in the expenditure of the Supplemental Sales Tax funds, as requested for street maintenance. We congratulate you on finishing the following streets this past summer: Rolling Hills Creston to Golden Hill South River Niblick to Navajo County Club Niblick to parking lot Airport Road Pioneer Trail to Linne 21 st Street Spring to Vine (partially funded with sales tax) In addition, we are excited that the following streets are currently in construction and will soon be completed: Spring Street 16 th to 24 th Union Road Kleck to Montebello Oaks (partially funded with sales tax) Riverside 10 th to 12 th (partially funded with sales tax) While the following projects are not sales tax funded, we are pleased that City Council has managed to acquire Grant Funds to complete: Rambouillet Niblick to Nicklaus 13 th Street Bridge Improvements New off/on ramp at 17 th Street Additional lane at southbound on-ramp at 24 th Street Pavement re-striping and refreshment: o Theater Drive o Dallons Drive o South River Oaks o Paso Robles Street o Airport Road (Meadowlark to Pioneer Trail) o Melody Drive

12 Finally, we commend City Council for setting aside General Fund Reserves and Transit Funds to complete the following: Hot Spot repairs: o Vine at 12 th Street o 4 th at Pine o Niblick, east of Melody o 8 th at Park o 24 th and Riverside o Charolais at Ladera and east of Arbolado Road o Pacific at Merry Hill o Golden Hill at Vista Colina Resurfacing of the Parking Lot at the North County Transportation Center We look forward to the next phase of projects this summer using Sales Tax: 12 th Street Spring to Fresno (partially funded with a $1.2M Grant) Walnut Creston to Union Jackson Union to Shannon Hill Shannon Hill Creston to Jackson Scott Street Creston to Airport City Council has been tasked and accomplished many projects since the passage of the Sales Tax increase in November of We are pleased to be a part of this success.
