They discussed areas of concern for the future in both counties with the Stark County Commissioners. Commissioner Traina reported that the AED Grant application is still being processed; they are 2 weeks behind in processing the grant. Commissioner Hoppel reported that the Ohio Public Works Issue II approved grant and loan money for Columbiana County as follows: Glenmoor Sewer System Phase I & II - $600,00.00, Various Bridge Projects $469, and 2007 Multi-Highway Paving - $508, Commissioner Hoppel stated that they are working hard to bring money into the county. Commissioner Hoppel responsed to the Sheriff s article that was in the Salem News on regarding the Sheriff using his own funds to purchase air conditioning. RE: RE-APPOINT REVOLVING LOAN FUND REPRESENTATIVE JEAN HOLT Motion by Ms. Traina, seconded by Mr. Bing to re-appoint Ms. Jean Holt as the representative for the Revolving Loan Fund Committee.

5 COMMISSIONERS MEETING WEDNESDAY, JUNE 6, 2007 J.76 PAGE 248 RE: JOURNALIZE 2007 SEVERE WEATHER AWARENESS POSTER CONTEST WINNERS Motion by Mr. Bing, seconded by Ms. Traina to journalize the 2007 severe weather poster contest winners. RE: COMMUNITY BASED CORRECTIONS PROGRAM SUBSIDY GRANT E.L. ADULT PROBATION Motion by Ms. Traina, seconded by Mr. Bing to approve the Community Based Corrections Program Subsidy Grant Agreement FY 2008 for the East Liverpool Adult Probation Office. The sum of $66, will be disbursed in four equal installments of $16, for the period beginning July 1, 2007 and ending June 30, 2008.

6 COMMISSIONERS MEETING WEDNESDAY, JUNE 6, 2007 J.76 PAGE 249 RE: PERMISSION TO ADVERTISE BIDS FOR 2007 PASSENGER CAR - DJFS Motion by Mr. Bing, seconded by Ms. Traina to authorize the Commissioners Clerk to advertise for bids for a 2007 model, American built passenger car for use by the Department of Job & Family Services. Advertisement will be in the Morning Journal on June 8 & 15, Bid opening will be held on June 20, 2007 at 10:00 am in the Board of Commissioners Meeting Room, 105 South Market Street, Lisbon, Ohio RE: FUND TRANSFER K00-K01-E-1908 TO O30-O30-R-0600 ENGINEER Motion by Ms. Traina, seconded by Mr. Bing to approve a fund transfer K00-K01-E-1908 to O30-O30-R-0600 Ohio Public Works Commission, loan repayment in the amount of $8, RE: PERMISSION TO ADVERTISE BIDS FOR ROSE VIEW ACRES WASTE WATER TREATMENT Motion by Mr. Bing, seconded by Ms. Traina to authorize the County Engineer to advertise for bids for Rose View Acres Waste Water Treatment Plant and authorize the Columbiana County engineer to sign any and all documents that relate to this activity. Advertisement will be in the Morning Journal on June 13 & 20, Bid opening will be held on July 5, 2007 at 10:00 am in the Board of Commissioners Meeting Room, 105 South Market Street, Lisbon, Ohio

RE: AWARD CDBG PROJECTS Motion by Mr. Bing, seconded by Ms. Traina to award the CDBG project monies to the following: Glenmoor Sewer Project - $125, Lisbon Street Project - $100, Washington Township (culvert) - $6, East Palestine Jimtown Water Project - $42,600.00

Columbiana County Treasurer, Nick Barborak called to order the Investment Advisory Board Meeting on Wednesday June 6, Mr. Barborak presented the Commissioners with the Columbiana County Portfolio Obligations and Securities for the month ended March 31, Motion by Mr. Hoppel, seconded by Mr. Bing to accept the Columbiana County Portfolio Obligations and Securities report for the month ended 3/31/07, presented by Treasurer, Nick Barborak. AYES: BING, TRAINA, HOPPEL, DATTILIO, BARBORAK Motion by Ms. Traina, seconded by Mr. Bing for a recommendation to add CF Bank as a depository service with Columbiana County. RE: BID OPENING PANCAKE-CLARKSON BRIDGE REHABILITATION ENGINEER Motion by Ms. Traina, seconded by Mr. Bing to accept and open bids for the MID Pancake-Clarkson Bridge Rehabilitation project. All bids were opened and referred to the County Engineer for further review. Bid results are as follows:

10 COMMISSIONERS MEETING WEDNESDAY, JUNE 6, 2007 J.76 PAGE 253 RE: NEW HIRE, DJFS Motion by Mr. Bing, seconded by Ms. Traina to approve the hiring of Shannon Nicholson of Boardman, Ohio as a Youth Leader at the Kyes Home in East Palestine, contingent upon the receipt of a negative preemployment drug screening and a post-employment criminal background check resulting in no findings. RE: CONTRACT BETWEEN DJFS AND WELLSVILLE LOCAL SCHOOL DISTRICT Motion by Mr. Bing, seconded by Ms. Traina to approve a contract between the Columbiana County Department of Job and Family Services and the Wellsville Local School District, with an office at 929 Center St., Wellsville, Ohio for the purpose of purchasing the services of an After School Learning Center. This program provides after school tutoring, academic intervention and enrichment activities to TANF eligible students in grades K-12 I the Wellsville Local School District. Contract period is 7/1/07 through 6/30/08. Contract ceiling is $74, Funding source is Temporary Assistance for Needy Families (TANF). RE: CONTRACT BETWEEN DJFS AND COLUMBIANA COUNTY MENTAL HEALTH BOARD Motion by Mr. Bing, seconded by Ms. Traina to approve a contract between the Columbiana County Department of Job and Family Services and the Columbiana County Mental Health and Recovery Services Board, acting as administrative agent for the Family and Children First Council, with offices at 27 Vista Drive, Lisbon, Ohio for the purpose of purchasing the Truancy Prevention Through Mediation Program. This program provides mediation regarding issues related to school truancy to TANF eligible children and families in Crestview, Beaver Local, Wellsville, Southern, East Liverpool, the Career Center, and Lisbon with funding available for expansion to one additional school system in the coming year. Contract period is 7/1/07 through 6/30/08. Contract ceiling is $46, Funding source is TANF.

11 COMMISSIONERS MEETING WEDNESDAY, JUNE 6, 2007 J.76 PAGE 254 RE: CONTRACT BETWEEN DJFS AND COLUMBIANA COUNTY MENTAL HEALTH BOARD Motion by Ms. Traina, seconded by Mr. Bing to approve a contract between the Columbiana County Department of Job and Family Services and the Columbiana County Mental Health and Recovery Services Board, acting as administrative agent for the Family and Children First Council, with offices at 27 Vista Drive, Lisbon, Ohio, for the purpose of purchasing the Wrap-Around Program. This program will provide to a minimum of 40 TANF eligible families services including Service Coordination, Family Support Teams, Respite Care coordination and Hi-Fidelity WrapAround. Contract period I 7/1/07 through 6/30/08. Contract ceiling is $74,999 which represents less than ½ the total cost of proposed WrapAround and Respite Coordination Services, with additional funding coming from the Mental Health and Recovery Services Board as well as Juvenile Court. Funding source from CCDJFS is TANF. RE: CONTRACT BETWEEN DJFS AND C.C. METROPOLITAN HOUSING AUTHORITY Motion by Mr. Bing, seconded by Ms. Traina to approve a contract between the Columbiana County Department of Job and Family Services and the Columbiana County Metropolitan Housing Authority, with offices at 325 Moore St. East Liverpool, Ohio, for the purpose of purchasing the Kids Connect I Youth Program at Woodland Hills in East Liverpool. This program provides positive life experiences for TANF eligible school age children to promote the development of life skills, which will lead to self-sufficiency utilizing the Building Assets Together (BAT) Initiative and the Character Counts curriculum. Contract period is 7/1/07 through 6/30/08. Contract ceiling is $75,000. Funding source is TANF. RE: CONTRACT BETWEEN DJFS AND C.C. METROPOLITAN HOUSING AUTHORITY Motion by Ms. Traina, seconded by Mr. Bing to approve a contract between the Columbiana County Department of Job and Family Services and the Columbiana County Metropolitan Housing Authority, with offices at 325 Moore St., East Liverpool, Ohio, for the purpose of purchasing the Kid Connect II Youth Program at Independence Square in Wellsville. This program provides the same services as Kids Connect I (see above). Contract period is. 7/1/07 through 6/30/08. Contract ceiling is $75,000. Funding source is TANF.

12 COMMISSIONERS MEETING WEDNESDAY, JUNE 6, 2007 J.76 PAGE 255 RE: CONTRACT BETWEEN DJFS AND CRESTVIEW LOCAL SCHOOL DISTRICT Motion by Mr. Bing, seconded by Ms. Traina to approve a contract between the Columbiana County Department of Job and Family Services and the Crestview Local School District with offices at Crestview Road, Suite A, Columbiana, Ohio, for the purpose of purchasing In-School, After-School and Summer Programming. This program will provide summer learning programs to TANF eligible youth in grades K-6 at Crestview Elementary and Middle Schools as well as small group and one-on-one tutoring during the school day. Program services will be provided in cooperation with the Way Station of Columbiana, Ohio. Contract period is 7/1/07 through 6/30/08. Contract ceiling is $54, Funding source is TANF. RE: CONTRACT BETWEEN DJFS AND LISBON EXEMPTED VILLAGE SCHOOLS Motion by Ms. Traina, seconded by Mr. Bing to approve a contract between the Columbiana County Department of Job and Family Services and the Lisbon Exempted Village Schools for the purpose of purchasing the Fish Tank Before and After School Program. This program provides math and reading tutoring, as well as life skills enhancements and exposure to the arts to TANF eligible student in grades K-8. Activities continue through the summer months. Contract period is 7/1/07 through 6/30/08. Contract ceiling is $75,000. Funding source is TANF. RE: EXECUTIVE SESSION EMPLOYEES COMPENSATION - DJFS Motion by Mr. Bing, seconded by Ms. Traina to go into executive session with Ms. Eileen Dray-Bardon for employee compensation. ROLL CALL RESULTED: AYES: BING, TRAINA, HOPPEL RE: RESOLUTION # DJFS Motion by Mr. Bing, seconded by Ms. Traina to adopt resolution # to amend the contract for employees of Columbiana County Job and Family Services exempt from collective bargaining retroactively to May 23, 2007 to compensate the classification #80121, Business Administrator, at pay range 33A and add the Business Administrator to the list of positions eligible to receive an educational supplement. RE: ADJOURN Motion by Ms. Traina, seconded by Mr. Bing to adjourn the regular meeting of Wednesday, June 6, 2007 at 9:00 A.M. and resume the next meeting on June 13, 2007 at 9:00 A.M. in the Board of Commissioners Meeting Room.
