1 PROCEEDINGS OF THE COUNTY BOARD OF JACKSON COUNTY, MINNESOTA April 2, 2019 The County Board of Jackson County, Minnesota met in regular session, in the Jackson County Courthouse Board Room, 405 Fourth Street, City of Jackson, Minnesota, on April 2, The following members of the Jackson County Board of Commissioners were present: Catherine Hohenstein, Don Wachal, Scott McClure, Jim Eigenberg and Philip Nasby. County Coordinator Steven Duncan and Trish Schulz, Deputy County Coordinator, were also in attendance. CALL TO ORDER Chair Hohenstein called the meeting to order at approximately 9:00 a.m. and led the Pledge of Allegiance. Motion was made by Commissioner Wachal and seconded by Commissioner McClure to adopt the agenda, as amended, removing item 2.4 Career Force Day Proclamation. The motion carried unanimously. CONSENT AGENDA Motion was made by Commissioner Nasby and seconded by Commissioner Eigenberg to approve the consent agenda. The motion carried unanimously. Board Action : Approve the March 19, 2019 Board of Commissioners regular meeting minutes. Board Action : Approve all Commissioner disbursements in accordance with Minnesota Statutes , subd. 4(b), recorded on warrants numbered through in the amount of $105, For the following funds: Revenue, $56,720.75; Road & Bridge, $33,201.35; Ditch Fund, $5,333.92; Library, $10,486.46; and Forfeit Land, $ A detailed list of claims paid is available at the Auditor/Treasurer s office upon request. Board Action : Approve one-step increases (End of Evaluation Period) for Austen Smedsrud and Jordan Behr (Full-time Deputy Sheriffs) setting wage at $24.06 per hour effective with the March 24, 2019 payroll period for the successful completion of the evaluation period. Board Resolution : Approve Resolution Approve Grant Agreement (GN ) and accept donation of grant funds from Southwest Initiative Foundation/Heron Lake-Okabena Community Foundation to the Jackson County Library Heron Lake Library. 2 WHEREAS, a grant agreement (GN ) and donation of funds proposal has been made by the Southwest Initiative Foundation/Heron Lake-Okabena Community Foundation with this grant of funds to be used by Jackson County Library to purchase e-book titles to add to the digital library collection at the Heron Lake Library, and; WHEREAS, Minnesota State Statutes Chapter 465, Section , Gifts to Municipalities informs that a county governing body shall accept such gifts by resolution and by at least a two-thirds majority; IT IS HEREBY RESOLVED, that the Jackson County Board of Commissioners does hereby approve, by resolution, accepting the grant agreement and the $1, donation from the Southwest Initiative Foundation/Heron Lake-Okabena Community Foundation, which is to be allocated to the Jackson County Library and used by the Jackson County Library to purchase e-book titles to add to the digital library collection at the Heron Lake Library. State of Minnesota ) Page 2 of 7 Resolution No Family Homeless Prevention and Assistance Program Resolved by the Board of Commissioners, County of Jackson, and State of Minnesota: WHEREAS, the Minnesota Housing Finance Agency has made available Family Homeless Prevention and Assistance Program grant monies to encourage and support innovation at the local level to help prevent homelessness, reduce the length of homeless episodes, and reduce repeated episodes of homelessness, and

3 WHEREAS, Area service providers who administer programs that address families crisis needs have identified gaps within the service delivery system, and WHEREAS, Area service providers who administer programs that address families crisis needs have identified strategies to address the identified service gaps, WHEREAS, Area service providers wish to continue to work together to coordinate their services and improve the service delivery system, WHEREAS, United Community Action Partnership desires to make an application on behalf of the area service providers for funds to address these identified problems, NOW THEREFORE BE IT RESOLVED that the County of Jackson, Minnesota agrees to support United Community Action Partnership in its application and implementation of the proposed Family Homeless Prevention and Assistance Program for the period of July 1, 2019 to June 30, Passed and adopted by the Board of Commissioners of the County of Jackson, Minnesota this 2nd day of April Catherine Hohenstein Chair Jackson County, Minnesota Board of Commissioners ATTEST: (SEAL) Steven J. Duncan County Coordinator of Jackson County, Minnesota FAMILY SERVICES NETWORK Motion was made by Commissioner Nasby and seconded by Commissioner Wachal to adopt Board Resolution : Approve resolution proclaiming April as Child Abuse Prevention Month in Jackson County. State of Minnesota ) RESOLUTION APRIL AS CHILD ABUSE PREVENTION MONTH PROCLAMATION WHEREAS, child abuse is an issue that affects all members of our community and finding solutions depends on involvement among people throughout the community; Page 3 of 7

4 WHEREAS, child abuse prevention works when partnerships created between parents, practitioners, schools, faith communities, health care organizations, law enforcement agencies, and business community; WHEREAS, family-serving, youth-focused prevention programs offer positive alternatives for young people and encourage parents and youth to develop strong ties to their communities; WHEREAS, all citizens need to be more aware of child abuse and neglect and its prevention within the community, and be involved in supporting parents to raise their children in a safe, nurturing society. NOW, THEREFORE, the Jackson County Board of Commissioners hereby proclaim April as Child Abuse Prevention Month in Jackson County and call upon all citizens, community groups, religious organizations, medical facilities, and businesses to increase their participation in efforts to prevent child abuse and neglect, thereby strengthening the community in which we live. MINNESOTA DEPARTMENT OF CORRECTIONS Motion was made by Commissioner Eigenberg and seconded by Commissioner McClure to adopt Board Action : Approve State of Minnesota Income Contract Proposal (as related to the provision of the Sentence to Service Program). The motion carried unanimously. INFORMATION SYSTEMS Motion was made by Commissioner Wachal and seconded by Commissioner Nasby to adopt Board Action : Approve purchase of Progressive Web Design Package from GovOffice, Option B. The motion carried unanimously.

5 PUBLIC WORKS Motion was made by Commissioner Hohenstein and seconded by Commissioner Wachal to adopt Board Action : Aprove Contract and Bond for SAP (related to re-grading of CSAH 14 in the City of Jackson from CSAH 23 to CSAH 51. The project is tied to the City of Jackson Utility Improvements project). The motion carried unanimously. Motion was made by Commissioner Nasby and seconded by Commissioner McClure to adopt Board Action : Approve request to advertise SAP and SP at Engineer s discretion (related, as follows: SAP slope, ditch grading, and culvert replacement on CSAH 4 from County Road 67 to State Highway 86; SP construction of a multi-purpose recreational trail along Dewey street from North Highway to Springfield Parkway in the City of Jackson). The motion carried unanimously. Motion was made by Commissioner Eigenberg and seconded by Commissioner McClure to adopt Board Resolution : Approve Five Year Bridge Priority List (related to deficient bridges). The motion carried unanimously. RESOLUTION WHEREAS, Jackson County has determined that the following deficient bridges on the CSAH, County Road, and Township systems are a high priority and require replacement, rehabilitation, or removal within the next five (5) years, and; WHEREAS, Local roads play an essential role in the overall state transportation network and local bridges are the critical component of the local road systems, and; WHEREAS, State support for the replacement or rehabilitation of local bridges continues to be crucial to maintaining the integrity of the local road systems and is necessary for the County and townships to proceed with the replacement and rehabilitation of the high priority deficient bridges described above, and; WHEREAS, Jackson County intends to proceed with replacement or rehabilitation of these bridges as soon as possible when State Transportation Bond Funds are available; BE IT RESOLVED, that Jackson County commits the Engineer will proceed with the design, contract documents, and advertisement for these bridges immediately after being notified that funds are available in order to permit construction to take place. 7 FRIENDS OF THE JACKSON COUNTY TRAILS Steven Duncan, Coordinator Motion was made by Commissioner Eigenberg and seconded by Commissioner Wachal to adopt Board Action : Approving the request to provide a letter of support to construct hiking and mountain biking trails at Belmont Park. Commissioner Nasby recused himself from voting. The motion carried with four ayes, no nays, and one recuse. BOARD REPORTS Commissioner Nasby reported on meetings/events involving Des Moines Valley Health and Human Services (DVHHS), Family Services Network and United Community Action Partnership. Commissioner McClure reported on meetings/events involving County Personnel Committee, Faribault/Martin/Jackson Drug Court, DVHHS and Radio Board. Commissioner Wachal reported on meetings/events involving Southwest Regional Development Commission, Rural Minnesota Energy Board, Southwest Regional Solid Waste Commission, Area Transportation Partnership District 7 and DVHHS. Commissioner Hohenstein reported on meetings/events involving Historical Society, Southern Prairie Community Care and DVHHS. Commissioner Eigenberg reported on meetings/events involving Jackson County Board/Heron Lake Watershed District Managers (joint meeting), Greater Blue Earth River Basin Alliance, Heron Lake Watershed District Managers, Townships, DVHHS (two meetings), Okabena City Council, County Personnel Committee and Plum Creek Library. ADJOURN Motion was made by Commissioner McClure and seconded by Commissioner Wachal to adjourn the meeting at 11:06 a.m. The motion carried unanimously.
