2 CITY OF ORINDA TRAFFIC SAFETY ADVISORY COMMITTEE MINUTES October 15, 2018 A REGULAR MEETING OF THE TRAFFIC SAFETY ADVISORY COMMITTEE (TSAC) WAS HELD ON THE ABOVE DATE IN THE SARGE LITTLEHALE COMMUNITY ROOM, 22 ORINDA WAY, ORINDA, CALIFORNIA. A. CALL TO ORDER Chair Bisesto called the meeting to order at 7:00 p.m. B. ROLL CALL COMMITTEEMEMBERS: Laura Bisesto, Ivo Gustetich, Greg Haet, Lary Hanshaw, David Libby, Mark Roberts, Steve Schnier (absent, excused) City Staff: Public Works and Engineering Services Director Larry Theis; Assistant Engineer Kevin McCourt C. TRAFFIC SAFETY ADVISORY COMMITTEE MEETING MINUTES September 17, 2018 Committeemembers Haet and Hanshaw advised that since they had been absent from the September TSAC meeting, they would abstain from the motion. MOTION: By Committeemember Roberts, seconded by Committeemember Libby, to approve the TSAC Meeting Minutes of September 17, The motion carried by voice vote of (Haet and Hanshaw abstain). D. PUBLIC FORUM Don Monaco, Orinda resident, read a letter he had originally addressed to Police Chief Nagel and was now presenting to the TSAC; his letter focused on a safety issue at the intersection of El Toyonal and Loma Vista Drive, near La Madronal; vehicles speed on El Toyonal and ignore the Stop sign at Loma Vista Drive, which had been installed after a fatal accident at the intersection more than 40 years ago. Chair Bisesto questioned whether Mr. Monaco had contacted his neighbors and if a Traffic Calming Request had been submitted. Mr. Monaco responded that he had spoken to all of his neighbors and they are in agreement that the intersection is a safety issue. Director Theis noted that this had been under discussion in the past and a suggestion broached at that time had been to install an all-way Stop or a tight traffic circle at the intersection of El Toyonal and Loma Vista Drive. 1 DRAFT October 15, 2018

3 Mr. Monaco stated that he had previously thought that moving the Stop sign to La Madronal would be effective, but perhaps drivers would ignore signage at that location as well. Committeemember Hanshaw noted that he is familiar with the street and has noticed families meeting at the intersection to carpool to school; the Stop sign in question is largely disregarded. Mr. Monaco believed a speed bump might be the solution to slow vehicles down enough to allow people safe entrance onto El Toyonal from La Madronal. Director Theis noted that the Stop signs located at the intersection in question may have been installed in the 1970s, which would have been before more extensive traffic studies were required; Stop signs which do not meet the current day warrant analysis are typically ignored by drivers; he recommended that a Traffic Calming Request would be the best way to initiate the issue and allow feedback from other residents for other potential solutions; a possible change in the right-of way assignment could also be looked at the same time. Assistant Engineer McCourt provided Mr. Monaco with a copy of the Neighborhood Traffic Management Program, which includes a Traffic Calming Request form. Director Theis detailed the process for submitted the request. Gary Gallagher, Orinda resident, detailed a sight distance issue at Brookside Road and Moraga Way; when traveling westbound on Brookside Road and turning onto Moraga Way, the driver s view of Moraga Way is blocked by vegetation to the south; this issue was brought to the Committee several months ago; while some of the vegetation has been removed, the problem has not been completely resolved because vehicles are driving this section of Moraga Way at high speeds; the vegetation should be cut back more significantly and further from Brookside Road to clear the sight distance. Director Theis noted that because it is the property owner s responsibility to trim the vegetation, the City could send another letter advising the property owner to take appropriate measures; if the vegetation was directly in the public right-of-way, removal would be more straightforward. Vice-Chair Haet asked if this issue could be aided with a traffic mirror. Mr. Gallagher thought that finding a place to install a traffic mirror may be difficult. Director Theis advised that the soon to be installed crosswalk at this intersection may help the issue and the City will look into further cutting back the vegetation. E. DISCUSSION BIKE RODEO/BICYCLE SAFETY DAY Chair Bisesto handed out a survey created on Survey Monkey to receive feedback from residents regarding a bicycle safety event; the survey asked if residents would be 2 DRAFT October 15, 2018

4 interested in such an event, what time of year they would likely attend, whether Saturday or Sunday would be preferable, whether or not they would be able to bring their own bikes or if bikes should be provided, what would be the ages of attending children, and any additional comments. Committeemember Roberts thought that keeping the survey short and simple was a good idea. Director Theis suggested that it be placed in the Orinda Outlook newsletter. Committeemember Libby questioned whether the City could post the survey on Nextdoor. Director Theis confirmed that the City would be able to add the survey to Nextdoor. Chair Bisesto added that she would have access to the results and the responses would be anonymous. Committeemember Hanshaw asked who would be the instructor of the Bike Rodeo. Chair Bisesto advised that Bike Eastbay would host the Rodeo. Vice-Chair Haet questioned whether the Orinda Union School District (OUSD) should be contacted and if the City would need assistance to do so. Director Theis noted that the City can complete the internal outreach (Nextdoor and Orinda Outlook), but it would be helpful for a Comitteemember to contact the OUSD. Chair Bisesto said that she would contact the OUSD. Committeemember Roberts stated that the Orinda News would more than likely be happy to promote the event. Director Theis confirmed that upon receipt from Chair Bisesto, staff will add the Bike Rodeo information to Orinda Outlook and Nextdoor. This item was continued to the next TSAC meeting. F. DISCUSSION TRAFFIC SAFETY ASSESSMENT OF PUBLIC ROADS FOR FUTURE CAPITAL PROJECT PRIORITIZATION AS REQUESTED BY THE CIOC Director Theis stated that the Citizens Infrastructure Oversight Commission (CIOC) asked him to discuss the issue of a traffic safety assessment with the TSAC; there currently are not adequate funds budgeted to complete repair of all Arterial and Collector roads within the City; the CIOC intends to create a prioritization list of streets with safety concerns; Loma Vista Drive was recently discussed because it is a narrow, heavily used street; the CIOC would potentially like to add additional safety features as repaving is completed, using 3 DRAFT October 15, 2018

5 currently available funds from the bonds; the CIOC would like the TSAC to create a list or map of safety hotspots throughout the City that could be considered and potentially remedied during repaving; this would aid in deciding issues such as whether the City should consider widening Loma Vista to increase safety. Committeemember Hanshaw questioned whether the CIOC should begin with the Police Department; additionally, whether the hotspots are areas needing repaving or all public streets. Director Theis clarified that the accident numbers were available to the public; the CIOC would like hotspots for the entire City; this could be in the form of a map or anecdotal; it might be helpful for the TSAC to send out a survey. The TSAC could arrange a joint meeting with the CIOC or, alternatively, one of the TSAC Committeemembers could attend a CIOC meeting to begin a dialog; he warned that creating a hotspot list may become a liability, particularly if the list is too long to be addressed in a reasonable amount of time. Vice-Chair Haet questioned how the CIOC wanted to approach what is considered a hotspot ; the TSAC could look at where the most collisions take place or look at areas where additional safety measures for bicycles and pedestrians would make sense. Director Theis advised that the TSAC could create a list of hotspots in any manner they desired. Chair Bisesto suggested providing the CIOC with the list which the TSAC created as recommendations for Capital Improvement Projects (CIP). Committeemember Libby questioned the liability issue as drivers do tend to speed more on newly paved roads. Director Theis added that at the end of 2019, all Residential roads will have been repaved; some will have had major repairs, while others will be slurry sealed only. Chair Bisesto confirmed that the TSAC would like to have a Commissioner from the CIOC to attend a TSAC meeting or have a joint meeting. This item was continued to a future TSAC meeting. G. TRAFFIC CALMING UPDATES AND ACTIONS 1. Briefing from Police Chief SLOW DOWN ORINDA/Traffic Citations Report The report was not available. 2. Traffic Calming Requests No new requests. 3. Accessibility Issues Director Theis distributed copies of the Americans with Disabilities Act (ADA) Self- Evaluation & Transition Plan; in the past, the Transition Plan had been overseen by 4 DRAFT October 15, 2018

6 the Director of Parks and Recreation, but it is uncertain whether that department will continue to do so. A large number of the ramps outlined in the Transition Plan will be completed when Orinda Way is re-paved; Nick Waranoff, Orinda resident, is a constituent concerned with increased ADA accessibility throughout the City; the main areas which would require updated ADA pedestrian ramps are areas that currently have sidewalks, including Downtown, the Orindawoods development, and around schools. The budget for the Transition Plan pedestrian ramps is $10,000; a single ramp upgrade costs $2,000 to $5,000, depending upon the location; he recommended creating a priority list for the program; Orinda Way could be prioritized, as this street is still a few years out from repaving; alternatively, the TSAC could prioritize Orindawoods over Orinda Way, as the pedestrian ramps on Orinda Way will eventually be completed; or the TSAC could prioritize the areas around schools. Vice-Chair Haet asked where Director Theis sees the most need for ADA ramps. Director Theis responded that most likely the greatest need is around schools, as he has not witnessed considerable handicap use in Orindawoods or on Orinda Way, and Downtown will be completed within the next two years. Vice-Chair Haet questioned whether Orindawoods would work for ADA access, due to the steepness of the roadway. Director Theis stated that the steepness may be an issue, but technically it would be within the requirements of ADA as the sidewalk slopes with the grade of the street; he asked whether the TSAC wanted to prioritize the pedestrian ramp improvements in Downtown or the schools. Chair Bisesto stated that she would prefer one improvement in the Downtown area and one in a school area. Vice-Chair Hanshaw s preference was the Downtown area, which would be more in line with the Streetscape Master Plan. Director Theis clarified that the Streetscape Master Plan may change the layout of the Downtown, potentially removing any improvements. Chair Bisesto asked staff to narrow the choices down to four areas that could use pedestrian ramp updates and then the TSAC could choose two. Committeemember Libby asked if the pedestrian walkway from the Village district to Theater Square was already ADA compliant. Director Theis replied that the slope was too great to meet ADA standards. Comitteemember Hanshaw wanted to receive a list of four potential spots prior to deciding; this would provide the TSAC time to make an informed decision. 5 DRAFT October 15, 2018

7 H. STAFF REPORT 1. Update Current Balance of Traffic Calming Improvements Program FY 2019 expenditures: $0 to date; $40,000 budget = remaining balance $40,000. Director Theis reported that the speed cushions for Sundown Terrace have been received, but not yet invoiced. The estimate for the speed cushion is $6, Update Sundown Terrace Speed Cushion Installation Director Theis reported that speed-cushion installation for Sundown Terrace is expected to be completed before the end of the month. 3. Update Rheem Boulevard Traffic Calming Request Assistant Engineer McCourt advised that the Neighborhood Action Team intends to submit locations for the feedback signs. 4. Donald Drive Signage and Speed Cushion Installation (ON HOLD) No update. 5. Postponed Rheem Boulevard at Zander Drive 3-Way Stop Sign (ON HOLD) Director Theis stated that the traffic report still needs to be reviewed and that an all-way Stop may be recommended; if so, the Moraga neighborhood would need to be contacted, as they would be affected. Committeemember Hanshaw asked if the three-way Stop sign would affect the other traffic calming request on Rheem Boulevard. Director Theis clarified that the areas are separate and would not affect each other. 6. Postponed East Altarinda Road Signage (ON HOLD) No update. 7. Postponed Northwood Drive Speed Cushion Request (ON HOLD) No update. 8. Postponed Lost Valley Drive Signage/Striping/Radar Feedback Request (ON HOLD) No update. 9. Postponed Underhill Road Speed Cushion Request (ON HOLD) No update. I. MATTERS INITIATED Committeemember Libby requested that the City Council Liaison to the TSAC attend a future meeting to discuss City safety issues as they may relate to the TSAC objectives; he also discussed the potential safety issues associated with driverless vehicles; this may require consideration in the future.
