2 CITY OF ORINDA TRAFFIC SAFETY ADVISORY COMMITTEE MINUTES April 16, 2018 A REGULAR MEETING OF THE TRAFFIC SAFETY ADVISORY COMMITTEE (TSAC) WAS HELD ON THE ABOVE DATE IN THE SARGE LITTLEHALE COMMUNITY ROOM, 22 ORINDA WAY, ORINDA, CALIFORNIA. A. CALL TO ORDER Chair Bisesto called the meeting to order at 7:00 p.m. B. ROLL CALL COMMITTEEMEMBERS: Laura Bisesto, Ivo Gustetich, Greg Haet (absent, excused), Lary Hanshaw, David Libby, Mark Roberts, Steve Schnier (absent, excused) City Staff: Public Works and Engineering Services Director Larry Theis; Assistant Engineer Kevin McCourt C. TRAFFIC SAFETY ADVISORY COMMITTEE MEETING MINUTES March 19, 2018 Committeemember Roberts requested a word correction to Item F.2., Page 3, Paragraph 5, to replace the word experience with the word observation. MOTION: By Committeemember Libby, seconded by Committeemember Roberts, to approve the TSAC Meeting Minutes of March 19, 2018, as amended. The motion carried by unanimous voice vote. D. PUBLIC FORUM - None E. ELECTION OF 2018 VICE-CHAIR MOTION: By Chair Bisesto, seconded by Committeemember Hanshaw, to postpone the election of Vice-Chair to the next TSAC meeting. The Committee decided to postpone the election of Vice-Chair to the next TSAC meeting in order for Committeemember Haet to be present. Staff will contact Committeemeber Haet to gauge his interest in holding the position. F. DISCUSSION MORAGA WAY/BROOKSIDE ROAD TDA GRANT APPLICATION ENHANCED PEDESTRIAN CROSSWALK Director Theis had previously sent the staff report for the Enhanced Pedestrian Crosswalk with staff s recommendation for construction to the Committeemembers. The traffic 1 DRAFT April 16, 2018

3 study ($3,000) did not include a specific recommendation as the pedestrian demand at this location was extremely minimal; staff s assessment was that the crosswalk would be used mainly by residents in the Wilder development; staff had received approximately twelve s from residents requesting a study; the TDA Grant Review Committee has recommended approving $35,000 of the $52,000 staff requested for the project. All of the $35,000 would fund construction. The project will require approval at the Mayor s Conference, followed by approval of the County Board of Supervisors, followed by the Metropolitan Transportation Commission (MTC) approval for allocation of the funds. This enhanced pedestrian crosswalk project will be discussed in the first upcoming CIP discussion meeting May 1 st. Chair Bisesto requested a copy of the draft Capital Improvement Program (CIP) and wanted to discuss about the CIP at the next meeting Committeemember Hanshaw inquired whether the City Council was looking for a recommendation from the TSAC for the project at this time. Director Theis replied that the City Council has already approved the item and is not looking for a recommendation; if the TSAC wishes to request withdrawal of the application and City Council agreed to the withdrawal, then the City would miss out on the potential grant funding for this year. Chair Bisesto confirmed that not only did the TSAC not recommend the project, but the study also did not recommend the project. Director Theis stated that if the TSAC wanted to recommend not going forward with the project, now was the time to do so prior to resources being diverted and spent; the grant process was very competitive this year. Committeemember Libby wanted to clarify that his understanding was that the traffic study conducted by Stantec did not have a specific recommendation as the pedestrian demand was low at the location and that once installed, residents may use it. There is a record of the TSAC not approving the project; he noted he was unaware that staff could recommend differently than the TSAC although it made sense that the staff as professionals would be able to recommend differently from the TSAC; he was not uncomfortable with where they are at this point; and added that he would feel awkward going back to the City Council; he recommended that the TSAC let the project go forward as there doesn t seem to be any serious safety concerns. He requested that the TSAC be informed whenever a TSAC item is agendized for a City Council meeting. Director Theis explained that the item was discussed at the January 16, 2018 City Council meeting and the staff report had detailed the TSAC s concerns; going forward, staff will advise Committemembers whenever an opposing recommendation is being presented to the City Council. Committeemember Libby confirmed that such notification would be important. Chair Bisesto concurred. 2 DRAFT April 16, 2018

4 Committeemember Hanshaw noted that when the TSAC voted on the TDA Grant candidates at the December 18, 2017, TSAC meeting, the vote on the motion to recommend the Moraga Way/Brookside Road Enhanced Pedestrian Crosswalk had not been unanimous and had failed by a vote of 2-2. G. DISCUSSION BIKE RODEO/BICYCLE SAFETY DAY Chair Bisesto informed the TSAC that Bike Eastbay conducts a Family Cycling Workshop that teaches safety maneuvers; the workshop, which has 25 to 60 participants, requests that riders bring their own bikes and helmets; it is a three hour event that includes safety instruction, drills, and skills building, followed by a neighborhood ride. They also offer a larger Family Cycling Rodeo in which children ride a predetermined course. The City of Lafayette and the City of Alameda both have sponsored such events; Alameda s cost was $3,700 for time and materials. Bike Eastbay would need a one to two month advance notice to hold the event. Chair Bisesto has spoken to residents who suggested September or October would be a good time for the rodeo; she asked if the TSAC would approve funding for the program. Committeemember Hanshaw clarified that the event would be free for participants and be funded from the TSAC budget; the event could possibly be held in conjunction with another City activity; he would like to observe how the events are conducted, perhaps in Lafayette. Committeemember Libby questioned whether this could part of the Farmer s Market or if it should be part of a larger City activity. Chair Bisesto stated that the City of Lafayette is holding a stand-alone event, although Orinda could incorporate the activities into a larger event; the Farmer s Market may not have space to accommodate it; high-visibility vests were given free to the participants in Alameda; there is community support for the program. Committeemember Roberts stated that he grew up in Alameda which is a great bicycling town; however, based on the topography, his impression is that not many Orinda children ride bikes, it is mainly adult cyclists. Committeemember Libby supported teaching children who bicycle to school how to be safe; the Del Rey Elementary School area seems to have a number of children riding to school. Committeemember Hanshaw questioned whether the schools hold a bicycle safety class, as it is the obvious venue to do so. Committeemember Libby commented that his experience is that there is no safety outreach at Del Rey Elementary, however, he was not familiar with the policy at Wagner Ranch Elementary or Glorietta Elementary. Committeemember Roberts calculated that $3,700 for 25 participants equals approximately $150 per family. 3 DRAFT April 16, 2018

5 Committeemember Libby opined that perhaps this would generate positive press; currently, the 4 th of July Parade is the only time during the year that the TSAC is able to engage in public outreach. Chair Bisesto concurred that this event could generate a positive community impression. Committeemember Libby suggested that MTC may be able to help fund this program and offered to consult Mayor Worth on a possible MTC contribution. Director Theis advised that the City Manager would need to approve the program, but this would not be required to go to the City Council since the budget amount is less than $25,000; staff would inform the City Council of the expenditure and event. There is $25,000 in the FY 2018 budget that ends June 30 th ; currently, $10,000 is set aside for speed cushions on Sundown Terrace, and $300 for the Girls Scouts crossing flags; the Enhanced Pedestrian Crossing on Moraga Way will be funded through the TDA grant and City Impact Funds. Committeemember Hanshaw questioned if they can gauge the community interest level in such an event. Chair Bisesto recommended continuing this item to the next TSAC meeting so that residents could attend the meeting to advocate for the event. Committeemember Roberts suggested that perhaps the Orinda Weekly or the Orinda Outlook to include a poll for residents. Director Theis requested that the TSAC provide a short paragraph about the potential workshops with a survey monkey link that staff could attach to the Orinda Outlook (usually does not garner much feedback) or other publication. Chair Bisesto supported informing the community and sending out a link for a Surveymonkey poll. Committeemember Libby suggested that the Bay Area Air Quality Management District may have a Contra Costa resource team and may have a budget for this type of program. This item was continued to the next TSAC meeting. H. TRAFFIC CALMING UPDATES AND ACTIONS 1. Briefing from Police Chief None 2. Traffic Calming Requests *Discussion Southwood Drive Sidewalk Extension Warren Konkel, Orinda resident, has lived in Orinda for approximately one year; Southwood Drive is close to downtown and BART and is a through road; there are dozens of people who use the street as a pedestrian walkway; they walk in the middle of the street and he has witnessed a number of close calls. He supports a sidewalk 4 DRAFT April 16, 2018

6 extension to eliminate the hazard, as there are blind curves and it becomes particularly unsafe during the commute hours. Director Theis informed the Committee that the Bicycle, Trails, and Walkways Master Plan includes installation of a decomposed granite walkway on Southwood Drive, from Tara Hills Road to Moraga Way; this issue is beyond the TSAC level as it would need to be a CIP proposed project; the CIP Workshop is scheduled for May 1, 2018, and there will be discussion on which projects can be funded. The TSAC could decide to make a recommendation, however, there is not a current accurate estimate for the work; a sidewalk may be contentious and he suggested community outreach to determine interest; this matter will likely be decided at the CIP Workshop. Chair Bisesto stated that the TSAC would like to hear from other property owners in the neighborhood. Director Theis advised that staff could present it, but the more residents from the area who support the walkway, the better the chance of funding; installation may be very costly, as is the maintenance of decomposed granite. Mr. Konkel questioned whether the City has the legal right to install a sidewalk. Director Theis responded that the public right-of-way is likely feet wide; the City could install a sidewalk however this would definitely impact property owners ornamental landscaping and other frontage improvements. The CIP Workshop will be at the regular City Council Meeting, May 1, 2018, in the Library Auditorium, 26 Orinda Way; it will be a more formal meeting, with a limitation of three minutes per speaker; the residents may want to submit a signed petition, as that might be easier than attending. 3. Accessibility Issues None I. STAFF REPORT 1. Update Current Balance of Traffic Calming Improvements Program FY 2018 expenditures $4, to date; $30,000 budget = remaining balance $25, Committeemember Hanshaw asked if the remaining funds will be rolled over. Director Theis advised that the balance will not be rolled over, however, staff will be requesting $40,000 for the next fiscal year. The TSAC can make a recommendation to roll the funds over, but it has been difficult to spend the entire budget. 2. Update Sundown Terrace Speed Cushion Installation Staff sent out ballots for the Step 9 Neighborhood Advisory Vote for Level 3 Measures; the ballots are due May 4, Update Rheem Boulevard Traffic Calming Request 5 DRAFT April 16, 2018

7 Staff is currently working with the Rheem Neighborhood Action Team (NAT) who have requested more time to formally choose an eastbound location for installation of a radar speed sign. 4. Update Orindawoods Drive Traffic Calming Request No update 5. Postponed Donald Drive Signage and Speed Cushion Installation (ON HOLD) No update. 6. Postponed Rheem Boulevard at Zander Drive 3-Way Stop Sign (ON HOLD) A Stop Sign Warrant Analysis was completed in 2009 that did not recommend a Stop sign; the TSAC has allocated $1,500 for a new warrant analysis; staff is currently in discussions with DKS to secure a quote for the study. 7. Postponed East Altarinda Road Signage (ON HOLD) No update. 8. Postponed Northwood Drive Speed Cushion Request (ON HOLD) No update. 9. Postponed Lost Valley Drive Signage/Striping/Radar Feedback Request (ON HOLD) No update. J. MATTERS INITIATED Chair Bisesto requested that a discussion of the CIP be agendized for the next TSAC meeting. MOTION: By Chair Bisesto, seconded by Committeemember Roberts, to agendize a discussion of the CIP for the next TSAC meeting. The motion carried by unanimous voice vote. Committeemember Libby informed the Committee that his neighbor brought forward an issue of concern, saying that unmarked delivery trucks are speeding down his residential area; he wanted Officer Sandy to be made aware of the problem in the Ivy Drive and Corte Del Rey area. Staff will pass on the concern to Officer Sandy.
