3 MINUTES TRAFFIC REVIEW COMMITTEE August 27, 2018, 1:30 p.m. City Manager s Conference Room. 4 th Floor City Hall Beloit, WI A meeting of the Traffic Review Committee of the City of Beloit, WI was held Monday, August 27, 2018 at 1:30 p.m. in the City Manager s Conference room. L. Williamson called the meeting to order at approximately 1:31 p.m. 1. Roll Call Member s present: (Voting): R. Norder, M. Ramsden, C. Fryar, M. Flesch, R. Lefeber, D. Stauffacher Members absent: (Voting): T. Nee Non-voting members present: L. Williamson, Non-voting members absent: S. Blakely, K. Leavy Staff: J. Dupuis Public: John Porcellino, Joseph Ford 2. Approval of the minutes from the May 14, 2018 Traffic Review Committee Meeting Minutes of the May 14, 2018 meeting were approved on a motion by M. Ramsden, seconded by M. Flesch 3. Public Participation J. Porcellino of 649 Church Street stated that traffic at the intersection of Broad Street and Park Avenue were running the red lights in the late morning and early evening times. 3
4 4(a). Hackett Street speed and traffic concerns J. Dupuis gave the staff report related to a request by Ann Williams (Fairway Condominium representative) to look into speeding and traffic patterns along Hackett. R. Lefeber indicated that the police would put this location on the list for future radar signs or speed enforcement as staff becomes available. 4(b). Stop sign request at Golden Eagle Drive and Eagles Ridge Drive J. Dupuis gave the staff report related to a request by Gereda Furniss to install stop signs. Staff indicated that a full warrant study would be conducted at the conclusion of the current roadway construction. 4(c). Truck traffic on Manchester Street J. Dupuis gave the staff report related to an from Joseph Ford regarding increased truck traffic on Manchester Street. Staff indicated that the required speed limit signs are posted and that signs indicating the roadway is no longer a truck route are also posted at each end of the roadway. R. Lefeber indicated that the police would put this location on the list for future radar signs or speed enforcement as staff becomes available. L. Williamson requested that s be sent to all DPW supervisors reminding the city vehicles to make sure they are following the posted speed limits. 4(d). Speed bumps on Yates and Washburn J. Dupuis gave the staff report related to a request by Clyde Wells regarding speeding along Yates Avenue. The Committee was against installing the speed bumps and indicated increased police enforcement would be the preferred solution. 4(e). Discussion on how to handle parking in front of cluster mailbox locations J. Dupuis gave the staff report related to a request by Clinton Cole regarding the removal of parking in front of cluster mail boxes located in front of Housing Authority properties. The Committee indicated that they would like to increase awareness to the parking issue instead of regulating the 4
5 parking. Staff to follow-up with the Housing Authority indicating that yellow painting of the curb will be allowed for these areas and notices should be sent to the residents regarding parking. 4(f). Location of future meetings L. Williamson indicated that staff would like to host future TRC meetings at 2400 Springbrook Court. The Committee indicated that they would be in favor of the location change. Meetings will still be held at 1:30 PM on the 4 th Monday of the month. 5(a). Ordinance to remove parking on Townhall Road from Gateway Boulevard to RR tracks Staff recommendation is to remove parking on both sides of Townhall Road between Gateway Boulevard south to the City Limits at the RR tracks. Motion to approve staff recommendation passed unanimously on a motion by Flesch, seconded by Ramsden. 5(b). Ordinance establishing stop sign and turn lane designations on Branigan at frontage road Staff recommendation is to establish a stop sign for northbound traffic at Branigan and the Frontage Road-Branigan to stop, establish a stop sign for eastbound traffic at Branigan and the Frontage Road-Frontage Road to stop, establish a right-turn only and a thru/left-turn lane for northbound traffic on Branigan at the intersection of the Frontage Road. Motion to approve staff recommendation passed unanimously on a motion by Flesch, seconded by Norder. 6(a). Cranston Road corridor update J. Dupuis gave an update regarding the Cranston Road corridor. The consultant has provided preliminary options for improving safety, traffic flow, speeding, and intersection design. A Public Involvement Meeting is scheduled in the upcoming months to obtain input before the final report is submitted. 5
6 6(b). Milwaukee Road update J. Dupuis gave an update regarding the Milwaukee Road project. The project is delayed as signal work, lighting and landscaping has been delayed due to weather and manufacturing issues. Travel lanes should be open within the next week or two. 7. Committee Member Participation R. LeFeber inquired about the signage along Milwaukee Road J. Dupuis responded that permanent signage would be installed once signals are complete. M. Ramsden inquired about the signage along White Avenue J. Dupuis and M. Flesch indicated the lane signage is along the roadway as well as the overhead trombone arm. C. Fryar asked a question regarding I39/90 detour along Hart Road M. Flesch indicated that Hart Road is an alternative route, but is not intended to be a permanent posted detour. R. Norder asked about the bikepath planned along Park Avenue L. Williamson stated that Mr. Norder may want to reach out to the MPO coordinator for an update on the striping project. 8. Next Meeting The next meeting of the Traffic Review Committee is scheduled for Monday, September 24, 2018 in the Big Conference Room (2400 Springbrook Court) at 1:30 pm. 9.
