5 ITEM 4 Minutes of a Regular Meeting of the La Mesa Traffic Commission Wednesday, September 5, 2018 at 9:00 a.m. City Council Chambers, 8130 Allison Avenue, La Mesa. California The Agenda for this meeting was posted on August 31, The meeting was called to order at 9:05 a.m. ROLL CALL: TRAFFIC COMMISION PRESENT: Chair Calandra; Vice Chair Krulikowski; Commissioners Paden; Ortega, Justice ABSENT: STAFF: None Director of Public Works/City Engineer Richard Leja; Associate Engineer Michael Kinnard; Police Traffic Stoney; Fire Mann; Administrative Coordinator Noemi Becerra; Administrative Office Assistant Carla Vaughn INVOCATION CHAIR CALANDRA PLEDGE OF ALLEGIANCE ADDITIONS AND/OR DELETIONS TO THE AGENDA None INFORMATIONAL ITEMS 1. TRAFFIC ACTION ITEMS SINCE PREVIOUS TRAFFIC COMMISSION MEETING Mr. Manchester reported on the five items on the Traffic Work Order Log that were approved or completed since the August 1, 2018 Traffic Commission meeting (See agenda attachment Traffic Work Order Log 2018). Commission questions and discussion followed regarding traffic action items. 2. TRAFFIC CALMING UPDATE Mr. Manchester gave an update on the status of the traffic calming as of August 29, 2018 (See agenda attachment Traffic Calming Status: Update ). Commission questions and discussion followed regarding streets on the Traffic Calming list. Director Leja stated there would be an action item to remove Glen Street from the traffic calming list on a following month s agenda. Director Leja explained how traffic requests are added to the list. Page 1 of 3

6 PUBLIC COMMENTS (TOTAL TIME 15 MINUTES) Dorcas Hermsmeier, 4827 Beaumont Drive Mrs. Hermsmeier submitted a written statement to Director Leja via advocating for changes to the NTMP for speed humps. The document will be kept on file in the Public Works Department for two years. OLD BUSINESS None NEW BUSINESS (ACTION) 3. APPROVAL OF MINUTES FROM AUGUST 1, 2018 TRAFFIC COMMISSION MEETING (ATTACHMENT). ACTION: Vice Chari Krulikowski moved to approve the minutes. Commissioner Justice second the motion which carried 5-0 AYES: Chair Calandra, Vice Chair Krulikowski, Commissioners Paden, Ortega, Justice NOES: None ABSTAINED: None ABSENT: None 4. PARKING RESTRICTIONS ON JILL LANE (ATTACHMENT) Director Leja explained the issues on Jill Lane. He presented a petition submitted by several residents requesting the red curb improvement be suspended. Commission questions and comments followed regarding how restrictions would affect emergency vehicle access, parking spots gained versus lost, restricting parking on both sides of the street, and restricting vehicles over 6 feet wide. ACTION: Commissioner Ortega moved to defer the item to a later date and asked that staff investigate other options for parking restrictions on Jill Lane, Vice Chair Krulikowski seconded the motion which carried 5-0. AYES: Vice Chair Krulikowski, Chair Calandra, Commissioners Paden, Ortega, Justice NOES: None ABSTAINED: None ABSENT: None Page 2 of 3

7 5. APPROVAL TO REMOVE GUAVA AVE. FROM THE TRAFFIC CALMING LIST ACTION: Vice Chair Krulikowski moved to remove Guava from the Traffic Calming list Commissioner Ortega seconded the motion which carried 5-0. AYES: Vice Chair Krulikowski, Chair Calandra, Commissioners Paden, Ortega, Justice NOES: None ABSTAINED: None ABSENT: None COMMISSION INITIATED ITEMS Vice Chair Krulikowski asked the commissioners, how many were interested in attending the ITE San Diego Traffic Workshop on 09/29/2018. Staff will investigate how many commissioners can attend the workshop and stay in compliance with the Brown Act. Commissioner Justice asked staff investigate the following areas in an effort to improve driver and pedestrian safety: 1. Installing a cross traffic does not stop signs at the intersection 4 th and Fresno Ave. 2. Installing a stop sign or lighted pedestrian crossing between the mortuary to the north and the Lookout to the south. Director Leja stated we would instruct staff to investigate.
