(Pg 5) Recommendation: Approve the reading by title and waive the reading in full of all Ordinances on the agenda. *b. Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for FY (Pg 7) Recommendation: Approve the Warrants as certified by the City/Agency Treasurer. c. Introduction of An Ordinance of the City Council of the City of Coronado, California, Amending Chapter 2, Section (B) of the Coronado Municipal Code to Change the Start Time of City Council Meetings from 3 P.M. to 4 P.M. ; and Adoption of a Resolution Revising City Council Policy #25 Regarding the Use of Time Certains for City Council Meeting Agenda Items. (Pg 45) Recommendation: (1) Introduce for first reading An Ordinance of the City Council of the City of Coronado, California, amending Chapter 2, Section (B) of the Coronado Municipal Code to change the start time of City Council meetings from 3 p.m. to 4 p.m. ; and (2) adopt A Resolution of the City Council of the City of Coronado amending City Council Policy No. 25 regarding the use of time certain(s) for City Council meeting agenda item(s) ; and direct the City Clerk to read the title of the introduced ordinance. d. Report on the Status of the Regional Communications System and the Proposed Next Generation Regional Communications System. (Pg 77) Recommendation: Receive report. i. Authorization to Execute the Second Amendment to Professional Services Agreement for Legal Services with Kane Ballmer & Berkman. Status Update on the Cays Entrance Conceptual Design Alternatives and Request from the Coronado Cays Homeowners Association (CCHOA) to Examine Additional Alternatives and Develop a 3-D Visual Simulation. (Pg 119) Recommendation: Review the five alternatives that have been developed and approve an additional General Fund appropriation of $8,820, and extend the performance schedule as required. d. Authorization to Implement a Pilot Project to Provide Free or Low Cost Shuttle Bus Service for the Months of July, August, and September Serving the Business Districts. (Pg 137) Recommendation: Authorize a pilot project to provide free or low cost bus service for the months of July, August and September 2013, serving the business districts, appropriating the necessary funds from the General Fund to the FY budget (account ). e. Approve Resolutions (1) Adopting the City of Coronado Annual Budget for FY ; (2) Setting the Annual Appropriations (Gann) Limit; and (3) Approving the Policy on Fund Balance and the Size and Use of Reserves. (Pg 141) Recommendation: Approve the following resolutions: (A) A Resolution of the City Council of the City of Coronado Adopting the Financial Plan and Budget for the Fiscal Year , Fixing and Declaring the Budget for the Various Departments and for Capital Improvement Projects, and Appropriating Money from the Treasury for Such Purposes ; (B) A Resolution of the City Council of the City of Coronado Adopting the Appropriations Limit For Fiscal Year ; and (C) A Resolution of the City Council of the City of Coronado Approving the Policy on Fund Balance and the Size and Use of Reserves. 12. 105 CITY OF CORONADO SECOND AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT FOR LEGAL SERVICES This Second Amendment to the Professional Services Agreement (hereinafter "AMENDMENT"), dated April, 2013, is entered into this day of June 2013, by and between the CITY of Coronado, a California municipal corporation, (hereinafter "CITY") and Kane Ballmer & Berkman ( CONSULTANT ) (collectively PARTIES ). WHEREAS, the CITY requires legal services of independent special counsel to analyze litigation claims pertaining to AB 26 and AB 1484; and WHEREAS, the CITY has determined that CONSULTANT is qualified by experience and ability to perform the services desired by CITY, and CONSULTANT is willing to perform such services; and WHEREAS, an amendment is needed to more accurately reflect compensation necessary to accomplish the scope of services CONSULTANT provides to the CITY; and WHEREAS, CONSULTANT will conduct all the work as described and detailed in this AMENDMENT to be provided to the CITY. NOW, THEREFORE, the PARTIES hereby mutually covenant and agree to the following AMENDMENT to the April, 2013 Professional Services Agreement: 3. COMPENSATION Total Amount. CITY shall compensate and reimburse CONSULTANT for all fees for services rendered and costs billed to the CITY in accordance with any terms negotiated and incorporated herein as part of Exhibit B Price and Expense Proposal. All other provisions of the April, 2013 Professional Services Agreement remain in full force and effect and are incorporated herein. [Signatures on the next page] 81
