4 Public Safety Commission Minutes Item No. 5-A June 20, 2017 Page 2 of 5 5-A Minutes of the Regular May 16, 2017, Public Safety Commission Meeting It was moved by Commissioner Wehage, seconded by Commissioner Drake, and carried without objection to approve the Minutes of the May 16, 2017, Regular Meeting of the Public Safety Commission. 5-B Minutes of the May 22, 2017, Joint Special Meeting of the City Council, City Council Acting on Behalf of the Successor Agency to the Dissolved Bellflower Redevelopment Agency, Bellflower Financing Authority, Bellflower Parking Authority, Parks and Recreation Commission, Planning Commission, Public Safety Commission, and Temporary Utility Users Tax Oversight Board 6 Public Comments It was moved by Commissioner Drake, seconded by Vice Chairman Morse, and carried without objection to approve the Minutes of the May 22, 2017, Joint Special Meeting of the City Council, City Council Acting on Behalf of the Successor Agency to the Dissolved Bellflower Redevelopment Agency, Bellflower Financing Authority, Bellflower Parking Authority, Parks and Recreation Commission, Planning Commission, Public Safety Commission, and Temporary Utility Users Tax Oversight Board. Matthew Rodriguez, Resident, Oak Street and Adenmoor Avenue, 1) expressed concern regarding transients and kids coming onto the property at all hours of the day and night, setting fires in the communal area to keep warm at night, sleeping in the communal area, and getting into the utility locker room and turning off the power in all the units; 2) expressed concern regarding graffiti in the back area of the property; and 3) expressed that residents that live near the communal area are afraid to come out of their house at night because of the transients. In response to Mr. Rodriguez s concerns, Director Hockman spoke with Mr. Rodriguez in the lobby regarding his concerns. Donna Quinn, Resident of Lakewood, 1) expressed her concern regarding the crime rate in Bellflower after viewing it on Nextdoor; and 2) expressed her concern of the filth on Bellflower Boulevard, south of Artesia Boulevard. Ken Glenn, Resident, Destino Street, 1) expressed his concerns regarding crime in his area, and 2) requested timed parking restrictions on the streets in his area. Billy Cervantes, Resident, Regentview Avenue, 1) expressed his concerns regarding two man teams casing the area lifting car handles to see if they are open; and 2) expressed his displeasure about the residents that live in The Oaks Townhomes disrupting the area, leaving trash, doing drugs, and conducting drug deals. 4

5 Public Safety Commission Minutes Item No. 6 June 20, 2017 Page 3 of 5 6 Public Comments, Continued Robert Kamstra, Resident, Destino Street, 1) expressed his concerns regarding cars parking in 15 minutes zones on Canehill Avenue for longer than time allowed; 2) express his concern regarding the cost of permits for parking districts; and 3) expressed his concern regarding two man teams casing the area lifting car handles. Dee Bennett, Resident, Beverly Street, 1) was thankful for the clean-up of the old Bellflower Feed store, but had some concerns about the property; 2) expressed concern regarding people parking along the corner of Woodruff Avenue and Beverly Street, speeding on Beverly Street, and requested more patrols on Beverly Street. In response to Ms. Bennett s comments, Commissioner Wehage addressed her concern regarding the old Bellflower Feed store and Commissioner Trautman addressed her concerns regarding speeding and her request for more Sheriff patrols. David Jones, Resident, The Oaks Townhomes, expressed his displeasure about the negative comments area residents were saying on Nextdoor about the residents of The Oaks Townhomes. Jennifer Koy, Resident, The Oaks Townhomes, expressed that she agreed with everything Mr. Jones stated. Tannell Jones, Resident, The Oaks Townhomes, expressed her displeasure about the negative comments area residents were posting on Nextdoor about the residents of The Oaks Townhomes. 7-A Proposed Permit Parking District on Canehill Avenue between Artesia Boulevard and Destino Street, and Plunkett Street between Canehill Avenue to Mid-Block Plunkett Street Director of Public Safety Hockman 1) provided an overview of the Staff Report; and 2) answered Commissioners questions. Leonard Lee spoke in favor of the permit parking district on Canehill Avenue and Plunkett Street. Kaderick Burns spoke in favor of the permit parking district on Canehill Avenue and Plunkett Street, but would like all the nearby streets to be included in the district. Ken Glenn spoke in favor of adding the other streets in the area to the permit parking district. Robert Kamstra spoke in regards to the price of parking permits. 5

8 TO: ATTENTION: FROM: SUBJECT: Members of the Public Safety Commission Jerry Stock, City Engineer Joel Hockman, Director of Public Safety Proposed Amendment of Permit Parking District K Time Restriction on Somerset Boulevard between Woodruff Avenue and McNab Avenue DATE: August 15, 2017 RECOMMENDATION Staff recommends that the requested amendment of permit parking time restrictions for Permit Parking District K be considered by the Public Safety Commission. If the request is approved, a Resolution to implement the time restriction change would then be brought forward to the City Council for their consideration. FISCAL IMPACT Each household would be required to obtain a parking permit at an annual cost of $50 per permit for each of the first two permits. If a household desires more than two permits, the cost increases to $100 for the third and $200 for the fourth permit. If an annual permit is purchased after June 30, 2017, the permit holder need only pay 50% of the regular fee for the annual permit. The cost of a parking citation for not displaying a parking permit is $52 (even if the home owner has purchased one). It should be noted the fiscal impact of this amendment would be minimal as residents living in the affected area are already in an existing district and parking permits have already been purchased. BACKGROUND The City is bringing forward a request by area residents to amend the time restriction of Permit Parking District K. The proposed affected area is indicated on the attached aerial photograph. On August 1, 2017, staff sent letters to area residents notifying them of this intent, and that this item would be brought before the Public Safety Commission at its August 15, 2017, Meeting. To date, we have received 1 phone call from a citizen residing at Page 1 of 2 8

9 Staff Report Proposed Amendment of Permit Parking District Time Restriction on Somerset Boulevard between Woodruff Avenue and McNab Avenue August 15, 2017 Page 2 of Somerset Boulevard who expressed great displeasure with potentially having to pay for parking permits. ANALYSIS The City recently received a petition signed by 9 residents requesting to amend the time restriction of Permit Parking District K. The district currently allows for 1-hour parking 7 a.m. 6 p.m., Monday through Friday for vehicles not displaying a parking permit and those vehicles displaying a parking permit are exempt from the 1-hour restriction. Residents are requesting that District K s permit parking restriction be amended to no parking 24-hours per pay, 7 days per week without a permit. The basis of the request is the residents concern of a lack of available on-street parking caused by non-area residents on weekends and the current 1-hour restriction not being sufficient to move vehicles out of the district during the weekdays. The amendment of the parking district would free up on-street parking for area residents as well as their family members and guests. Based on the attached petition, residents at 9 of the 12 properties listed have signed in favor of amending the permit parking district time restriction (75% support). Please note that of the remaining 3 properties, each was unable to be contacted despite attempts made by staff. The petition calls for parking to be restricted daily, 24-hours. Vehicles parking on the street displaying a disabled placard are exempt from also having to display a City issued parking permit. ATTACHMENTS Petition... 3 Aerial Photograph... 4 Notification Letter

13 TO: ATTENTION: FROM: SUBJECT: Members of the Public Safety Commission Jerry Stock, City Engineer Joel Hockman, Director of Public Safety Red curb parking restrictions on the south side of Flora Vista Street, fronting the Fire Museum Support Center located at 9834 Flora Vista Street DATE: August 15, 2017 RECOMMENDATION Staff recommends that the proposed red curb parking restrictions be approved. If approved, a recommendation to approve and authorize the Director of Public Works, or designee, to install the red curb restriction would then be forwarded to the City Council. FISCAL IMPACT The estimated cost to install the red curb parking restrictions is $100. The required funds are contained within the current fiscal year budget. DISCUSSION The City is proposing to install approximately one hundred fifty (150) feet of red curb parking restrictions fronting the Fire Museum Support Center at 9834 Flora Vista Street. The affected curb is on the south side of Flora Vista, as parking on the north side is already restricted. A portion of this 150 includes a fire hydrant, where parking is already restricted. The area proposed for change is from the western property line east to the driveway, which is indicated on the attached aerial photograph. On August 1, 2017, Public Safety staff provided notice to area residents of this request and that this matter would be brought before the Public Safety Commission at its August 15, 2017, Meeting. To date the City has received no responses to the notifications of the proposed changes. The City recently received a request from personnel working at the Fire Museum. Their concern was the frequent loitering, littering, urinating, and drug use of people associated with vehicles that repeatedly parked on the south side of Flora Vista Street, but were not associated with the Fire Museum. While these problems are more law enforcement related than purely parking, there is no essential need for parking to be maintained in this area. Since the Fire Museum has sufficient on-site parking for their operations, eliminating the unnecessary parking on the street would help to keep the (truck route) street clear, while improving the safety and aesthetics of the area. FISCAL IMPACT The estimated cost to install the on-street time based parking restrictions is $ The required funds are contained within the current fiscal year budget. DISCUSSION The City is proposing to install two twenty foot (20 ) areas of time based parking restrictions just north of the drive approach serving Woodruff Avenue and just south of the most northerly drive approach serving Woodruff Avenue. The proposed changes are indicated on the attached aerial photograph. On August 3, 2017, the City Engineer provided notice to area residents of this request and that this matter would be brought before the Public Safety Commission at its August 15, 2017, meeting. To date the City has not received any response to the notifications. The City recently received a request from the Senior Executive Director of the Los Cerritos YMCA located at Woodruff Avenue that the City install red curb parking restrictions just to the north of the subject property and south of the most northerly drive approach serving the property located at Woodruff Avenue. The Senior Executive Director stated that the current parking conditions make it extremely difficult for vehicles exiting out of their property, with driver s line of sight being impacted as a result of vehicles parked on the street with respect to the northbound traffic on Woodruff Avenue. He further stated that they regularly transport multiple children in YMCA vehicles from this exit. Page 1 of 2 18

The City Engineer determined that vehicles parked at these locations do impede line of sight. However, rather than installing red curb parking restrictions and reducing the on-street parking supply on a full time basis, the City Engineer recommends installing time based parking restrictions during the hours the YMCA is in operation. Parking would be restricted between the hours of 6:30 a.m. to 6:30 p.m., Monday through Friday. Outside of these hours, parking would be unrestricted. This approach was discussed with and supported by the YMCA. Hence to enhance safety while minimizing the loss of on-street parking on a full time basis staff is recommending the implementation of time based parking restrictions. DISCUSSION The City is proposing to install one on-street disabled parking space (blue curb) at Somerset Boulevard. The proposed blue curb is indicated on the attached aerial photograph. On August 2, 2017, the City Engineer provided notice to area residents of this request and that this matter would be brought before the Public Safety Commission at its August 15, 2017, meeting. To date the City has not received any response to the notifications. The City recently received a request from the resident residing at Somerset Boulevard that the City installs one on-street disabled parking space (blue curb). In response to the request the City Engineer conducted a site visit and discussed the matter with the resident. The resident is the property owner, is disabled, and possesses a disabled placard. The garage is located at the rear of the property and is accessed via a public alley; therefore the property does not have a driveway. The shortest accessible path to the home is from the front of the home. Consequently to provide the shortest accessible path of travel staff recommends approval of the blue curb parking restrictions.
