CEQA: An environmental assessment was conducted for this project in compliance with the California Environmental Quality Act (CEQA). Based on the environmental assessment, the project is Categorically Exempt (CEQA Guidelines 15301) from additional environmental review.

3 Page 3 of 7 13 CONSIDERATION ITEMS - Continued A Consideration of Art in Public Places proposals for the Garden House ( Ramona Street) and Corte Bella (10250 Artesia Boulevard) projects Continued 1) Approved the art in public places proposals submitted by the Developer to commission Artist Rick Randall to fabricate and install the art pieces at Garden House ( Ramona Street) and Corte Bella (10250 Artesia Boulevard), as fulfillment of the Art in Public Places requirement; and 2) authorized the City Manager to take reasonable actions to implement the City Council s action Santa Ines/Garza, without objection B Consideration and possible action to approve a process to appoint a successor to fill Council Member Ron Schnablegger s City Council District 1 seat for two years until the next regularly scheduled Municipal Election on November 10, a) Approved the Application Process (Exhibit A) and Application Packet for Appointment to the Bellflower City Council (Exhibit B), as amended to include the option to submit a resume in addition to other required documents; b) Authorized the City Clerk to make the Application Packet available in hardcopy form and on the City s website, advertise the Call for Candidates on the City s social media outlets to include a map of District 1, and follow the Application Process to accept applications from qualified residents from District 1 until 1 p.m. on November 20, 2018, to fill the District 1 City Council seat; c) Appointed a two-person City Council Ad Hoc Subcommittee comprised of the Mayor and Mayor Pro Tem to review all applications submitted by interested qualified residents seeking the position; d) Required that the two-person City Council Ad Hoc Subcommittee review all applications and report its recommendations to the full City Council at the regularly scheduled meeting of the City Council on November 26, The City Council could appoint a candidate if it reaches consensus; or e) If necessary, will invite finalists for an interview with the City Council at a Special City Council meeting tentatively scheduled for December 3, Upon completion of interviews, the City Council may appoint a qualified candidate to fill the vacant seat; or f) If necessary, will schedule a Special City Council meeting not later than December 7, 2018, to either appoint a candidate to fill the vacant seat or schedule a special municipal election for March 5, 2019; Dunton/Garza, 4-0

5 Page 5 of 7 14 CONSENT CALENDAR - Continued G Consideration and possible action to waive further reading and adopt the following ordinances: 1) Ordinance No An Ordinance granting to Paramount Petroleum Corporation an oil pipeline franchise within the City of Bellflower; and 2) Ordinance No An Ordinance granting to Cardinal Pipeline, L.P., an oil pipeline franchise within the City of Bellflower. CEQA: These ordinances are exempt from additional environmental review under the California Environmental Quality Act (California Public Resources Code 21000, et seq., CEQA ) and CEQA regulations (14 California Code of Regulations 15000, et seq.) because the granting of the oil pipeline franchises fit within the definition of the Class 1 exemption, Existing Facilities, as defined in Section 15301(c) of the CEQA regulations. The proposed grants of franchises involve no or negligible alteration of existing facilities involving no or negligible expansion of use beyond that existing at the time of the determination that the Categorical Exemption applies. Furthermore, the proposed grants of franchises will not adversely impact air quality or any other environmental area, as they will be subject to applicable regulatory requirements.
