Presentation from Solutions for Change Paul Webster Paul Webster, Solutions for Change, gave the City Council a powerpoint presentation regarding Solutions for Change. The City Council gave direction to staff to move forward with a Feasibility Study. Closed Session Notice of Opportunity for Public Comment There were no public comments presented at this time. The City Council recessed to Closed Session at 6:02 p.m. 2. 4 13. Approval of Minutes April 20, Approval of Minutes April 25, 2017 City Council Business Consent Calendar 15. Receive and File Warrant Register a. Warrant register dated April 13, 2017 in the amount of $844, Payroll for the period of March 27, 2017 to April 9, 2017 was $682, Recommendation by Special Events Ad-Hoc Committee Special Events Funding for 2017/2018 Fiscal Year a. Fund sponsored Special Events in the amount of $50, Recommendation by City Manager Amend the City s Classification of Assistant City Manager a. Approve to amend the City s Classification Plan to update the classification of Assistant City Manager. 18. Recommendation by City Manager Amend the City s Classification Plan by Adding the Classification of Public Safety Communications Manager a. Approve amending the City s Classification Plan to include the classification of Public Safety Communications Manager and setting the salary range for the position. 19. Recommendation by Community Development - Downtown Specific Plan No a. Adopt an ordinance establishing the Downtown Hemet Specific Plan (SP ) for 360+ acres located between Gilbert Street on the west, Oakland Avenue on the north, Santa Fe Street on the east and Acacia Avenue on the south as recommended by the Planning Commission. Ordinance No Recommendation by Police 2017 Police Vehicle Purchase a. Authorize the City Manager to execute purchase orders for the purchase of (19) fully equipped police vehicles from National Auto Fleet Group utilizing the 2017 National Joint Powers Alliance (NJPA) competitively solicited purchasing contract; and b. Authorize the City Manager to execute purchase orders for the purchase of (13) custom, sole-source Hemet Police reflective vehicle graphic sets from Bowman Signs of San Jacinto; and c. Authorize the City Manager to execute purchase orders for the purchase of (13) Mobile Data Computers from CDW-Government utilizing the National Intergovernmental Purchasing Alliance (National IPA) competitively bid purchasing agreement #RFP ; and 4

Authorize the city Manager to execute purchase orders for the purchase of (18) Harris Utility Quad Band P-25 compliant Mobile Radios utilizing the Houston- Galveston Area Council competitively bid purchasing agreement #RA05-15; and e. Authorize the City Manager to execute purchase orders for the purchase of (14) Cradlepoint Multi-band Routers from the lowest bid provider, PCS Mobile. 21. Recommendation by Public Works Award of Bid for the Purchase of Public Works Vehicle a. Approve the purchase of a 2017 Ford F450 Flatbed with spray unit from Fritts Ford of Riverside in the amount of $87,218.21; and b. Authorize the City Manager to approve a supplemental appropriation in Streets Equipment Replacement Fund in the amount of $2,218.21; and c. Authorize the City Manager to execute purchase orders in support of the purchase; and d. Declare Until No as surplus to be sold at auction. Item Nos. 16, 20 and 21 were removed from the Consent Calendar. Council Member Meyer moved and Mayor Pro Tem Perciful seconded a motion to approve the remaining Consent Calendar items as presented. Motion carried 5-0. Item No. 16 Public Comments: Lori VanArsdale, Ramona Bowl Reports presented by Ad-Hoc Committee members, Council Member Brown and Council Member Wright. Council Member Wright moved and Council Member Brown seconded a motion to approve this item as presented. Motion carried 5-0. Item No. 20 Police Chief Brown presented the staff report. Mayor Pro Tem Perciful moved and Council Member Brown seconded a motion to approve this item as presented. Motion carried 5-0. Item No. 21 Public Works Director Jensen presented the staff report. Council Member Wright moved and Mayor Pro Tem Perciful seconded a motion to approve this item as presented. Motion carried 5-0. 6 Discussion/Action Item 22. Community Events Business Licensing City Manager Meyerhoff a. Adopt a resolution related to Business Licenses for community events. Resolution No City Attorney Vail presented the staff report. Comments were given by Ad-Hoc Committee member Mayor Krupa. Council Member Meyer moved and Mayor Krupa seconded a motion to approve this item as presented. Motion carried 5-0. City Council Reports 23. CITY COUNCIL REPORTS AND COMMENTS City Council reports were given by Council Members Brown, Meyer and Wright, Mayor Pro Tem Perciful and Mayor Krupa. Council Member Brown was appointed as the Alternate to the Watermaster Board. The City Council disbanded the Special Event License Ad-Hoc Committee and the Special Events Ad-Hoc Committee. The City Council formed the Public Memorial Ad-Hoc Committee and appointed Council Members Meyer and Wright. A staff spotlight was presented by City Manager Meyerhoff. Public Safety updates were presented by Fire Chief Brown and Police Chief Brown. The City Council cancelled the July 25, 2017 Regular City Council meeting.
