Consideration and possible action regarding approving a Financial Advisory Services contract with RBC Capital Markets Corporation and authorize the Mayor to execute the contract. 9. Consideration and possible action regarding the Riveron Law Firm contract for grant writing services and/or grant services generally and potential Request for Proposal (RFP) for grant services. 10. Consideration and possible action regarding a Financing Plan and a Schedule of Events for the Series 2010 Permanent Improvement (General Obligation) Bond Sale and the Refunding Bond Sale. 11. Consideration and possible action regarding approving an interlocal agreement allowing the City of Friendswood to loan its election equipment to Harris County for the November General Election. 12. Consideration and possible action regarding amending Rule 1 of the City Council Rules of Procedure. (previously tabled September 13, 2010) 13. Consideration and possible action regarding the location of the entryway sign on Friendswood Link Road. 14. Consideration and possible action regarding approving a contract with HDR Engineering, Inc., for engineering design services associated with Blackhawk Boulevard, Wandering Trail, and Oak Vista Street, authorizing the Mayor to execute and authorizing the appropriation of funds. 15. Resolutions A. Resolution R : A Resolution approving the construction and operation of an animal control facility on a acre tract of land located at 2910 West Parkwood Avenue, Friendswood, Texas; making findings required by Texas Parks & Wildlife Code Chapter 26 for a change in use of park or recreation land associated with the project; providing that this resolution shall become effective from and after its passage and adoption. B. Resolution R : A Resolution of the City of Friendswood, Texas, expressing official intent that expenditures paid in connection with the design, planning, acquisition and construction of street improvements and related infrastructure in the City of Friendswood (Project) that are made prior to the issuance tax-exempt obligations to finance the project be reimbursed at the time of issuance of said obligations. C. Resolution R : A Resolution of the City of Friendswood, Texas,
3 approving an amendment to the contract with IESI TX Corporation for solid waste disposal services within the City and authorizing a 2.24% increase in the rates; amending Appendix D of the Friendswood City Code to adopt a revised schedule of solid waste disposal fees; and providing an effective date. 16. Ordinances A. Ordinance T : (Title: Second and Final reading of an ordinance altering the prima facie speed limit along FM 518 West of Oak Street to West intersection of Old Country Road) An ordinance altering the prima facie speed limits established for vehicles under the provisions of , Texas Transportation Code, upon' the basis of an engineering and traffic investigation, upon certain streets and highways, of parts thereof, within the corporate limits of the City of Friendswood as set out in this ordinance; and providing a penalty of a fine not to exceed $200 for the violation of this ordinance. B. Ordinance T : (Title: Second and Final reading of an ordinance amending Ordinance No which granted a Specific Use Permit (SUP) for property located at 3200 W. Bay Area Boulevard to be used as a private school (Galloway School), by allowing the addition of a 20,008 sq ft 2 story classroom building, two tennis courts, an 8 wide jogging trail along the site perimeter, and associated parking and landscaping improvements) An ordinance amending City of Friendswood, Texas, Ordinance No , which granted a Specific Use Permit for property located at 3200 W. Bay Area Blvd to be used as a private school (Galloway school), by allowing the addition of an approximate 20,008 sq ft 2 story classroom building, two tennis courts, an 8 wide jogging trail along the site perimeter, and associated parking and landscaping improvements; providing a penalty of an amount not to exceed $2,000 for each day of violation of any provision hereof; and providing for severability. C. Ordinance T : (Title: Second and Final reading of an ordinance amending Ordinances No. 136 and No which granted and amended a specific use permit (SUP) for property located at 606 Cedarwood Dr. to be used for Mary Queen Church, by allowing the addition of a 37,438 sq ft church and associated parking and landscaping improvements) An ordinance amending City of Friendswood, Texas, Ordinances No. 136 and No , which granted and amended a Specific Use Permit for property located at 606 Cedarwood Drive to be used for Mary Queen Church, by allowing the addition of an approximate 37,438 sq ft church and associated parking and landscaping improvements; providing a penalty of an amount not to exceed $2,000 for each day of violation of any provision hereof; and providing for severability. D. Ordinance T : (Title: A First reading of an ordinance finding that CenterPoint Energy s rates are unreasonable and ordering CenterPoint to reduce its existing rates within the City and reimburse the City for reasonable costs incurred in this rate case and related ratemaking proceedings) An ordinance finding that the existing electric distribution rates of CenterPoint Energy Houston Electric LLC ( CenterPoint or company ) are unreasonable and should be reduced; ordering CenterPoint to reduce its existing rates within the City of Friendswood; ordering CenterPoint to submit tariffs consistent with the recommendation of the Gulf Coast Coalition of Cities consultants in Public
4 Utility Commission of Texas Docket No ; ordering CenterPoint to reimburse the City for its reasonable costs incurred in this rate case and any related ratemaking proceedings or appeals of said proceedings; authorizing the Gulf Coast Coalition of Cities to act on behalf of City and intervene in any proceedings before administrative or judicial bodies; requiring delivery of this ordinance to the company and legal counsel. E. Ordinance T : (Title: First and final reading of an ordinance adopting the City of Friendswood, Texas, General Budget for the Fiscal Year 2010/2011) An ordinance approving and adopting the City of Friendswood, Texas, General Budget for the Fiscal Year 2010/2011; making appropriations for the City for such fiscal year as reflected in said budget, and making certain findings and containing certain provisions relating to the subject.
