1 MINUTES City Council Meeting January 20, 2015 Mountlake Terrace City Hall 7:00 p.m. Mountlake Terrace, WA COUNCILMEMBERS PRESENT: Councilmember Matsumoto Wright Mayor Smith Mayor Pro Tem Sonmore COUNCILMEMBERS ABSENT: Councilmember Richards (Excused) STAFF MEMBERS PRESENT: Arlene Fisher, City Manager Gregory G. Schrag, City Attorney Virginia V. Olsen, City Clerk/Community Relations Director Greg Wilson, Police Chief Pete Caw, Deputy Police Chief Doug Hansen, Police Commander Kevin Pickard, Police Commander Norman McLain, Reserve Police Officer CALL TO ORDER, FLAG SALUTE, ROLL CALL Mayor Smith called the meeting to order at 7:00 p.m. Swearing in of Reserve Officer Norman McLain Commander Kevin Pickard spoke about the role and training of a reserve officer. He said these officers usually have a full-time job in addition to the work and training they do as a reserve officer and they are unpaid. Police Chief Greg Wilson administered the oath of office to new Reserve Police Officer Norman McLain. FBI Academy Update and Recognition of Police Commander Doug Hansen Commander Doug Hansen thanked the city for the opportunity to attend the FBI National Academy. Commander Hansen said this academy is by invitation only through a nomination process. Commander Hansen stated the academy lasted 11 weeks in Quantico, Virginia. He added that this facility is a part of the U.S. Marine Corps Base in Quantico, Virginia. The Commander said

2 City Council Regular Meeting 2 January 20, 2015 the overall goal of the academy is to support, promote, and enhance the personal and professional development of law enforcement leaders by preparing them for complex, dynamic, and contemporary challenges through innovative techniques, facilitating excellence in education and research, and forging partnerships throughout the world. Commander Hansen spoke about the training and experiences he had while attending the academy. Chief Wilson shared his experience when he attended the academy in He thanked the command staff for picking up the slack while Commander Hansen was away. The Chief added that his training is shared with the Police Department and is worthwhile for the entire community. CONSENT CALENDAR Move to approve items a-d of the Consent Calendar. The Consent Calendar was approved as follows: a. Approval of payment of claims: totaling $585, for 2014 budget and $1,523, for 2015 budget. Additionally, payroll check numbers and direct deposits totaling $223, b. Approval of Minutes of January 5 City Council Meeting c. Approval of Quit Claim Deed for Return of Access Rights at 236 th Street SW to WSDOT d. Adoption of Resolution Authorizing the City Manager to Accept the Gateway Boulevard Project Funded by the Public Works Board as Complete. Council Liaison Reports reported on his monthly meeting with the City Manager, LEOFF I Disability Board meeting, Recreation and Parks Advisory Commission meeting, City Council special work/study session, and Snohomish County Cities (SCC) meeting. Councilmember Matsumoto Wright stated she attended the SCC meeting and City Council work/study session. said he attended the special City Council work/study meeting and Snohomish County Cities meeting. noted that he attended the special City Council work/study meeting and Snohomish County Cities meeting. He said the Arts Advisory Commission meeting was the same evening as the Council meeting so he could not attend.

3 City Council Regular Meeting 3 January 20, 2015 Mayor Pro Tem Sonmore reported on the SCC meeting and their legislative agenda discussion. She said she looked forward to hearing about the Assistant City Manager s testimony in Olympia regarding funding for the Main Street project. Mayor Smith reported on his monthly meeting with the City Manager, LEOFF I Disability Board meeting, Evergreen State Fair Board, City Council special work/study session, Community Transit Board meeting, Community Transit Finance Committee meeting, SCC meeting, and the Mayor s exchange in Olympia. City Manager Report City Manager Arlene Fisher stated that cities are working together to communicate with the State Legislature about returning liquor revenues to cities. Ms. Fisher said Congressman Rick Larsen has proposed federal legislation known as the TIGER CUBS bill to provide transportation funding to smaller cities. The City Manager announced that she would join Councilmembers at the Mountlake Terrace High School basketball game that Friday versus Edmonds-Woodway High School. Ms. Fisher briefed the City Council about the recent windstorms that caused some power outages, tree debris and lighting damage at Evergreen Playfield. She thanked Calvary Fellowship and their members for a clean up event of 56 th Avenue on January 10. Public Comments Dennis Deibert of Mountlake Terrace stated he has lived in the city for 55 years with a business in the city for about 40 years. Mr. Deibert expressed concerns about an open space park on 58 th Avenue or northwest side of a new development and the amount of traffic that would occur on 58 th. Mr. Deibert stated a new four-way stop is the proposed solution and he believes that idea is absurd. Mr. Deibert said about 15 cars a day miss I-5 and turn around on their street (219 th ) and how it is difficult to turn from their street onto 58 th when the former church had events due to the traffic. He asked the City Council to look into a round-about or a better solution for that intersection. Mr. Deibert also expressed concerns about a reduction of on street parking and the potential affect on the customers coming to his business. Mr. Deibert inquired if the upcoming water project work required s a road closure and water shut off, could it be done on a Monday or Tuesday when his business is closed. Donna Tomason of Mountlake Terrace stated that a four-way stop will likely not work and she encouraged the City Council to consider a round-about there. Ms. Tomason said the street is already dangerous and her son was almost hit and the car that stopped for him was hit by another vehicle. Ms. Tomason added that cars from the apartment and new school will likely park on her street as well because parking will not be available.

4 City Council Regular Meeting 4 January 20, 2015 Mayor Pro Tem Sonmore asked when the Council would get a chance to discuss this project. The City Manager responded that the Engineering Department team was working on it and she could add this item to the January 29 work/study session. There was City Council consensus to add this to the January 29 work/study session. The Mayor Pro Tem thanked the citizens for providing their viewpoints. Mayor Pro Tem Sonmore asked how far along the project was and if these issues could be addressed with the developer. Ms. Fisher responded that a Hearings Examiner ruled in favor of the project and several stipulations were put into place. She added that those things could be reviewed at the study session. The Mayor Pro Tem asked if the Hearings Examiner could be overruled by the City Council and the City Attorney stated that that decision could not be overruled. Approval of Interlocal Agreement with Cross Valley Water District for Vehicle Maintenance City Manager Arlene Fisher said the city has provided vehicle maintenance and purchasing services to the City of Shoreline. She noted that recently Cross Valley Water District has expressed interest in contracting with Mountlake Terrace for vehicle maintenance. Ms. Fisher noted the City Attorney had reviewed the contract and her understanding is that the water district does not have a significant number of vehicles. Ms. Fisher responded to a question about the service area of this water district. Move to approve the Interlocal Agreement. Adoption of Amended Salary Ordinance to Update Job Titles Ms. Fisher said the city s Public Works Department has reorganized a bit and under the new structure, Engineering Services Director Chad Schulhauser will become the Public Works Director overseeing maintenance and engineering. She added that Public Works Supervisor Fabian Hackett will become the Public Works Operations Manager overseeing day-to-day maintenance programs. Ms. Fisher said a City Engineer will be hired to oversee day-to-day engineering. She said the ordinance also creates an Administrative Assistant position to support the reorganized Public Works Department. The City Manager noted that the ordinance also re-creates the Recreation and Parks Director position, adding parks under the responsibility of Recreation Director Jeff Betz. She stated that a Planning Specialist position is added to replace the vacant Permit Specialist position and this person will assist applicants with applicants with land use planning. Ms. Fisher responded to questions about not eliminating the Engineering Services Director per se but combining it with the Public Works Director title, and adding City Engineer and Administrative Assistant positions. It was noted the net effect of the changes will be about

5 City Council Regular Meeting 5 January 20, 2015 $30,000 per year. Ms. Fisher noted that the Management Analyst position in Public Works will not be filled. Move to adopt the ordinance. New Business Move to excuse Councilmember Richards. There was discussion about the Mayor and Mayor Pro Tem missing the February 2 City Council meeting so another Councilmember would need to preside. Councilmembers Matsumoto Wright, Ryan and Wahl stated they were willing to preside at the meeting. Move to appoint Councilmember Matsumoto Wright to preside at the February 2 City Council meeting. Mayor Smith recessed the meeting for an executive session on potential litigation and the City Manager s performance evaluation at 8:21 p.m. ADJOURNMENT Mayor Smith reconvened the meeting at 10:12 p.m. and no action was taken. The meeting was adjourned at 10:12 p.m. These minutes are subject to approval at the February 2, 2015 City Council meeting.
