PRESENTATION: Whatcom County Health Department Postponed until later in the meeting. * B. PUBLIC COMMENT Gary Bannerman, 6810 Portal Way Spoke about the traffic issues on Grandview Road due to the long trains, and suggested turning lanes on Portal Way and Grandview. Caroline Rose, 6006 Diamond Lane Spoke against the discontinuation of the summer water discount. Dennis Hawkinson, 5324 Belair Drive - Spoke against the discontinuation of the summer water discount, and questioned whether there is something faulty with the system. Fred Rudolph, 5630 Portal Way Spoke about the lack of sidewalks and a crosswalk on Portal Way. *The public comment period was interrupted at this point to return back to Agenda Item A, the Whatcom County Health Department presentation. Erika Nuerenberg, Assistant Director of the Whatcom County Health Department, presented the Community Health Assessment. *Public Comment, continued: Gunter Steinbach, 6152 Unrein Drive Spoke against the discontinuation of the summer water discount, and the fact that the sewer use isn t metered. Greg Gaskil, 2143 Hillside Place Spoke against the summer discount program. Suggested instead monthly billing, flat-rate sewer charges, and an advisory committee. 3 B RECREATION PROGRAM RECAP Communications Officer/Recreation Coordinator Riley Sweeney and intern Annie Leete presented a summary of the 2018 parks events. All events were free, accessible, and open to the public. Events included: Free events that were accessible and open to the public Glow in the Dark Croquet Wee One Nature Hunt Food Truck Fridays Yoga in the Park Music in the Park (two different dates/bands) The Great Ferndale Midsummer Mystery Flicks in the Park (Games before the movie) Field Games Tie-Dye Your T-Shirt Operation Splash Mob C. CONSENT AGENDA: Approval of September 4, 2018 Council Minutes Authorization of September 17, 2018 Payroll Approval of August 2018 Claims Run Approval of LTAC 2019 Funding Recommendations Councilmember Taylor moved, and Councilmember G. Hansen seconded, to approve the consent agenda. Motion carried 7-0. D. INTRODUCTION: New SCOPE Officers Chief of Police Kevin Turner introduced the new volunteer SCOPE (Senior Citizens on Patrol Enhancement) Officers: Dick Gadsen, Doug Abbe, and Jim Rothenbuhler. E. PRIVATE DEVELOPMENTS UPDATE Associate Planner Haylie Miller presented updates on the following private development projects: Skyline Properties This is a long plat consisting of 5 single family parcels, located on the corner of Thornton and Vista. They are single family attached duplexes. Each duplex is on its own lot with a zero lot line. Campbell Short Plat This is a mixed-use commercial development located on Barrett Road. Vista Springs Long Plat This is a residential long plat, located on the east side of Vista Drive. The developer is proposing to split the area into 8 lots. Frontage improvements and landscaping are required. There is a trail located along the edge of the property that runs along the Vista Ridge development. F. PUBLIC HEARING: Complete Streets Program Ordinance Community Development Director Jori Burnett and Public Works Director Kevin Renz presented the ordinance and answered Councilmembers questions. Mayor Mutchler opened the public hearing at 7:16 p.m. Lynn Burger, 5623 Deer Creek Drive Expressed her concerns and confusion about the program. Gary Bannerman, 6810 Portal Way Asked for clarification about the types of projects and how much flexibility the City would have in choosing appropriate projects. 4 Mayor Mutchler closed the public hearing at 7:26:50 p.m. Councilmember Watson moved, and Councilmember Taylor seconded, to approve the agenda bill. Motion carried 7-0. G. PUBLIC HEARING: Multifamily Tax Exemptions Ordinance Community Development Director presented the ordinance and answered Councilmembers questions. Mayor Mutchler opened the public hearing at 7:44:23 p.m. Fred Rudolph, 5630 Portal Way Spoke against the ordinance. Perry Eskridge, Whatcom County Association of Realtors Spoke in favor of the ordinance. Wendy Lawrence, 6225 Argyle Street Asked Council to defer acting on the ordinance at this time. Lynn Burger, 5623 Deer Creek Drive Spoke against the ordinance. David Braithwaite, Lynden Spoke in favor of the ordinance. Patty Beaulaurier, 6024 Malloy Spoke against the ordinance. Caroline Rose, 6006 Diamond Lane Spoke against the ordinance. Mayor Mutchler closed the public hearing at 8:03 p.m. Councilmember Xczar moved, and Councilmember Taylor seconded, to approve the ordinance. Motion carried 5-2, Councilmembers Olson and Watson opposed. A five-minute break was taken. The meeting resumed at 8:25 p.m. H. DISCUSSION: Water/Sewer Bills Payment Plan Mayor Mutchler presented a power point outlining the City s plans to improve water/sewer service. City Administrator Greg Young spoke about the feasibility of a payment plan. By general consensus, this item will be brought back to the next Finance & Administration Committee. At 9:00 p.m., Councilmember Kennedy moved, and Councilmember Taylor seconded, to extend the meeting by 20 minutes. Motion carried 7-0. I. ENGINEERING SERVICES CONTRACT: Water Treatment Plant Upgrade Public Works Director Kevin Renz presented the contract and answered Councilmembers questions. At 9:20, Councilmember Kennedy moved, and Councilmember G. Hansen seconded, to extend the meeting by another 10 minutes. Motion carried 6-1, Councilmember Watson opposed. Councilmember G. Hansen moved, and Councilmember Xczar seconded, to approve the agenda bill. Motion carried 6-1, Councilmember Watson opposed J. ENGINEERING SERVICES CONTRACT: Shop Well #2 Well House Project Councilmember Kennedy moved, and Councilmember G. Hansen seconded, to approve the agenda bill. 5 K. ORDINANCE: Temporary Outdoor Encampments By general consensus, this item was deferred until the next meeting. H. MAYOR REPORTS/COMMENTS Mayor Mutchler presented the Humble Hometown Hero award and read the following: On this date, Monday, September 17, 2018 Pete Harksell, Jr. is recognized for his years of service to the Ferndale community. Whether serving on the Board of Directors for the Chamber of Commerce, volunteering with the Old Settlers Association, the Kiwanis Club or our own Parks Board, Pete represents the very best of our little town. We are proud to put his name in the record as a true Humble Hometown Hero. I. COUNCIL REPORTS/COMMENTS Councilmember Taylor announced SeaFeast, September 21 22, in downtown Bellingham. J.
