1 ASOTIN CITY COUNCIL MINUTES Tuesday, October 14, 2014 Asotin City Hall, 121 Cleveland Street, Asotin WA CALL TO ORDER: Mayor Bonfield called the City Council Meeting to order at 5:30p.m. PLEDGE OF ALLEGIANCE: Councilmember Appleton Led the Pledge of Allegiance. Please stand, state your name and address for the records. CONSENT CALENDAR: The Council was presented with the following consent agenda: 1. Minutes of September 22, 2014 Regular Meeting 2. Expense Checks $74, Payroll Checks- $25, EFT $ Voids 36466, & Councilmember Jennifer Bly made a motion to approve the consent calendar. Seconded by Councilmember Bob Van Pelt; There was no discussion. All Aye. Motion carried. Excused Councilmember s None Unexcused Councilmember s - None OLD BUSINESS: 1. 5 th Street Earl Addition Water Line Mayor Bonfield has not heard back from Virginia s attorney, still waiting. 2. Civil Service Commission members still needed Members still needed. 3. Discussion of Sewer Line on Quarry Road Vikki, Bob and Bill had a meeting on this and they are going to have to camera the line and they are working on getting this done. Discussion of Increased Water Rates This has already been decided Asotin County Proposal of Increased Fees for Inmate Costs $65.56 /Court Fees per Ticket $ Vikki met with Jim Fuller on Wednesday to discuss. Commissioners are set on these costs and not going to negotiate. Vikki and Jane Richards are going to set up a meeting with Clarkston to see what they think. It is agreed by all for the inmate cost at $65.65, but not the Ticket fee. 6. Report on City of Asotin Owned Property Parcel Filmore and Parcel Part of Filmore Street Extended Lot 7 - Survey from Keltic Engineering, Inc. Keltic has been working with Gary Chase, the assessor s office, and the title company to determine the actual size of the fairgrounds parking lot property. The actual parcel is delineated on the Assessor s Tax Plat No. 1, however, a 60 strip on the south side of the parcel that goes out to Meador/Cleveland is unplatted; it also is not part of the fairgrounds deed nor part of the platted city parcel. A Title search should be performed, this will probably cost in the range of $600 for a title company to complete. There may be quiet deed process that could be undertaken to fully acquire that portion of the property. The property need to be determined prior to a field survey being performed. 7. Notarized Agreement between Jerry Pierce and Bill Caradine for a carport at 328 Garfield, Asotin WA Discussion of Variance at property location 328 Garfield, Asotin WA A copy of the notarized agreement was presented to everyone. Councilmember George Tucker made a motion to approve the agreement. Seconded by Councilmember Bob Van Pelt; There was no discussion. All Aye. Motion carried. 8. Meet and Greet the 9 th Legislative Delegation for 2015 Senator Mark Schoesler, Representative Joe Schmick and Representative Susan Fagan November 5 th 9:45am 10:30am Mayor Bonfield stated to Save the Date to meet and greet with the 9th Legislative Delegation for 2015 Senator Mark Schoesler, Representative Joe Schmick and Representative Susan Fagan November 5 th 9:45am 10:30am. Mayor Bonfield stated she would like to have the council attend this meeting. Charlotte Tuttle stated the League of Women Voters is hosting a candidate forum Saturday, October 11 th at 10:00am at Clarkston City Hall. NEW BUSINESS: 1. Planning Commission Shoreline Master Plan Public Visioning Meeting Thursday October 16 th 5:30pm City Hall Vikki asked all Councilmembers to try and attend. This is a very good plan and lots of work is going into it and it would be good for everyone to understand what s going on. 2. Authorize Mayor Bonfield to sign the Interlocal Agreement with the Palouse Regional Transportation Planning Organization. Vikki asked permission to sign Interlocal Agreement with PRTPO. Councilmember Joe Appleton made a motion to allow Mayor to sign Interlocal Agreement. Seconded by Councilmember George Tucker; There was no discussion. All Aye. Motion carried. Page 2 of 5

3 KELTIC ENGINEERING, INC.: 1. Second Street Department Of Ecology Stormwater Drainage Project G# $172, A Pre-construction meeting was held Oct 3. The contractor anticipated starting work in the next 10 days. Keltic met with DOE on site on October 8. They are pleased with the project and the contractor pricing. All easement costs will be covered by the grant. The City should be receiving a budget amendment soon from Ecology to shift the funds between grant categories. All work is covered; they just need to re-adjust the allotted amounts in each task. Assuming that there are no unanticipated costs during construction, the city s revised match amount is $44, Originally it was $57, Any unused funds will be returned to Ecology at the time of project close out. The progress report and pay request (to get all easements cost reimbursed) is available for signature tonight (must be signed as the progress report is due October 15). (One copy stays at the City, the other two returned to Keltic). 2. Shoreline Master Program Update Project #G $50, Public Visioning Process will be held this Thursday, October 16 at City Hall at 5:30pm. This is an opportunity for the public to comment on the current shoreline uses and future opportunities on the shorelines that people would like to see. Keltic will be facilitating the meeting. 3. Weissenfels Plat Project A city meeting was held regarding the proposal of Second Street and the mayor has formulated a letter to be sent to Dave. PUBLIC HEARING: None CLERK S REPORT: 1. September 2014 District Court collected $1,973.00, of that the City sent $ to Washington State Department of Treasurer, Crime Victims fund $17.53, District Court 11 ticket for $ and the City of Asotin deposited $ a 39.18% rate of income from District Court Past Due Accounts for September Deputy Clerk, Tina Davidson reported that the City had 46 Past Due Utility Notices for September. 3. Congratulations Mervin Schneider on Certificate of Training on the Open Records, Open Public Meeting Deputy Clerk, Tina Davidson presented Councilmember Schneider with a certificate for completing the Open Records and Open Public Meeting Training. 4. Canfield provided training workshops on October 7 th to the Mayor, Council and all employees Deputy Clerk, Tina Davidson stated Linda Clark from Canfield provided training workshops on Tuesday, October 7 th from 8:30am 1:00pm. These were very informative workshops. Canfield will offer additional trainings and workshops in the upcoming year. 5. Golf Cart Use Survey Susan Stevens at 315 Pierce Yes Resident Susan Stevens of 315 Pierce stated she would like the city to know she as a resident would like to have a Golf Cart Ordinance created. POLICE REPORT: Vikki reported that Erik Spaulding was in the hospital. He had a stroke on Monday and not sure how long he will be out. Page 3 of 5

4 CITY ATTORNEY: A decision will need to be made about tickets and District Court soon, and since she is in the election, she will have to remove herself from this until after election. Department of Ecology Biennial Municipal Stormwater Capacity Grant #G $120, Approval of addendum to finalize plans and specs Page 4 of 5 2. USDA (Rural Development) Waste Water Treatment Plant Upgrade Conceptual Design (30%) has been completed. Intermediate Design (50%) Phase. The Waste Water Treatment Plant Conceptual Design (30%) Phase has been completed. The next step is to proceed onto the Intermediate Design (50%) Phase. The project is on schedule and on budget to this point. COUNCIL COMMUNICATIONS: Mervin Schneider-Mervin reported that he and George had gone to Jefferson Street to look at speed limit sign. After watching all the children and the traffic on Jefferson Street, they recommend it going back to 20 miles an hour and have a flashing orange triangle around speed limit sign. Councilmember Mervin Schneider made a motion to reduce speed limit sign to 20mph. Seconded by Councilmember George Tucker. After some discussion; Three Aye. Two Neigh, Motion carried. Joe Appleton Joe said he noticed that some of the geese were back. But it was mentioned by all that they are not staying and they are not on the football fields. So it appears that the lights are working. Vikki mentioned that we are allowing the Goose Hunt again this year and it will go from October 18, 2014 to Jan 25, They must have a hunting license and bring a copy to City Hall and pick up a permit from us to hunt. Jennifer Bly Jennifer stated that she had just attended the Stormwater meeting and they are making modifications to budget and they will get us a copy of the update version. One on the big concerns for the City

5 of Asotin is that they are turning in more for reimbursement that what we are collecting. This didn t seem correct and Jennifer plans on sitting down with Tiffany when she returns and will review reimbursements and collections. Bob Van Pelt Bob would like to see the gutters on Second Street cleaned up. He says there are tumble weeds and puncture weeds everywhere on Second Street. It is one of the worst looking streets we have. He would like to see maintenance crew get it cleaned up. George Tucker George wanted to know what ever happened with changing the city park to the Asotin Lions Club Park. Vikki explained to him that we are in the process of negotiating with the Corp to get our property back and we don t want it to appear that the Park is not a City Park or they might not be willing to turn it back over to us. So we are waiting to see what happens before we do any name changing. MAYOR S REPORT: Vikki stated that she has drafted a letter to the Port of Clarkston Commissioners thanking them for allowing Wanda Keefer to be such a help to the City of Asotin. (Copy of letter attached) She also reported that she sent a copy of the letter to Councilmembers that she was going to send to Dave and since everyone was ok with it, she will get it in the mail. Vikki also mentioned that we need a councilmember to be on the EMS Committee. Greg Fry held this position previously. Joe Appleton stated that he will be on it, if it doesn t conflict with his work schedule. Vikki requested that we hold off on these ordinances until the next meeting she has some more research to do before she moves forward with these. We will take care of at the next meeting on October 26, 2014 RESOLUTIONS & ORDINANCES: 1. Second reading of Ordinance Being an Ordinance amending section Fee and Fee Renewals of the Asotin Municipal Code, and providing for the Effective date hereof. 2. Second reading of Ordinance Being an Ordinance amending Asotin Municipal Code Section , minimum and excess water rates and providing for the effective date hereof. 3. First reading of Ordinance Being an Ordinance amending Section Tax (License Fees) of the Asotin Municipal Code, and providing for the effective date hereof.
