CITY HALL COUNCIL CHAMBER 112 BAUMAN, KIRBY, TX Call Meeting to Order Mayor Wilson called the meeting to order at 7:00 P.M. 2. Invocation and Pledge of Allegiance to the Flag Gary Wilson, 2014 HOBO King, led the invocation and pledge of allegiance to the flag. 3. Mission Statement The City of Kirby is dedicated to delivering excellent municipal services to our entire community in a fiscally responsible manner. 4. Roll Call Present Mayor Wilson Mayor Pro-Tem Pierce Council Member Spradling Council Member Lehman Council Member Aldridge Council Member Wilson

2 Page 2 of 7 Council Member Faulkner 5. Citizen Participation 1. Debbie McMillan Announced today is National Former POW/MIA Recognition Day and the new commander for VFW Post 2059 will be installed on May 31 at 1700 hours. Also, there were many activities scheduled during the months of April and May. She had a question about the community calendar, to identify events in the City to help alleviate scheduling conflicts with major events, which had been requested last year by a council member. She would like to know when this will be implemented so she can inform the new commander. 2. Sam Richardson The VFW formed a recycle committee and he will be working with them. The next Beautification and Recycle Committee clean-up will be on May 2, 2015 on Binz Engleman Road, 8:00 A.M. 10:00 A.M. and the focus will be the area around the fire hydrants. 6. Consent Agenda a. Approval Of Regular Council Minutes March 26, 2015 b. Discussion And Possible Action To Consider Ordinance No. O , An Ordinance Amending The Zoning Ordinance Of The City Of Kirby, Texas, To Grant Specific Use Permit # For Use Of The Property At 5619 Old Seguin Road, Kirby, Texas For A Dog Grooming, Puppy Training, Pet Daycare, And Limited Indoor Pet Boarding Facility. This Is The Second Reading c. Discussion And Possible Action To Consider Ordinance No. O Providing Definitions. Requiring A Permit Of Alarm Users; Providing Service Charges For False Alarms; Providing For Suspension Of A Permit; Regulating Alarm Reporting And Operation; Providing For Protection Of Financial Institutions; And Providing For A Penalty Not To Exceed $500 Per Violation. This Is The Second Reading. Mayor Pro-Tem Pierce moved to accept the consent agenda, seconded by Council Member Faulkner. With all voting, aye the motion carried. 7. Special Consideration Items a. Employee Of The Month

3 Page 3 of 7 Mayor Wilson presented Sgt. Michael Alonzo with a certificate and gift basket recognizing him as Employee of the Month. b. Coronation of HOBO King and Queen Mayor Wilson thanked Gary Wilson and Debby Wilson for representing the City during their tenure as 2014 HOBO King and Queen. Mayor Wilson introduced 2015 HOBO King Mike Tokarski and Queen Sally Tokarski. c. Update On Water Restrictions Roger Aguillon, Director of Public Works Provided an update on drought restrictions and reported, currently, the City is in Stage 2 of the restrictions. 8. Discussion and Possible Action Items a. Discussion And Possible Action To Accept Debbie McMillan s Resignation From The Parks And Recreation Committee To Be Effective Immediately Council Member Spradling moved to accept Debbie McMillan s resignation from the Parks and Recreation Committee to be effective immediately, seconded by Council Member Wilson. The motion carried with a 6-1 vote. AYES: 6 NAYES: 1 (Council Member Lehman) b. Discussion And Possible Action To Accept Eddie Puente s Resignation From The Parks And Recreation Committee To Be Effective Immediately Council Member Spradling moved to accept Eddie Puente s resignation from the Parks and Recreation Committee to be effective immediately, seconded by Council Member Faulkner. The motion carried with a 7-0 vote. c. Discussion And Possible Action To Consider Appointing Two New Members To Fill Two Vacancies On The Parks And Recreation Committee Council Member Lehman moved to postpone this item until there are names to consider. The motion died due to the lack of a second.

4 Page 4 of 7 Council Member Spradling moved to appoint Phoebe Ballard to the Parks And Recreation Committee, seconded by Council Member Faulkner. The motion carried with a 7 0 vote. d. Discussion And Possible Action To Consider A Lease Agreement Between the City Of Kirby And Kirby Senior Center Council Member Lehman provided the history about the Senior Center and what led to the lease agreement between the City of Kirby and Kirby Senior Center. The Senior Center Board accepted the lease agreement. City Manager Vernon said Marc Schnall, city attorney drafted the five year agreement which will take effect on May 1, Mayor Pro-Tem Pierce moved to accept the lease agreement as written, seconded by Council Member Aldridge. Council discussed the Center s ability to rent the facility, conducting a walk-through of the facility, and maintenance responsibilities. Mayor Pro-Tem Pierce amended the motion to reflect the following changes: 4.02 Tenant authorized a blanket written consent for short term rentals of the Leased Premises; 4.03 Tenant shall not use, or permit the use of, the Premises in any manner that results in waste of the Premises or constitutes a nuisance or violates any statute, ordinance, rule, or regulation applicable to the Premises or for any illegal purpose, seconded by Council Member Faulkner. The vote for the amendment carried with a 7 0 vote. The vote for the main motion carried with a 7 0 vote. e. Discussion And Possible Action To Consider Pool Policies City Manager Vernon asked Council to postpone this item and place on the April 23, 2015 agenda. Mayor Pro-Tem Pierce moved to postpone this item and place on the April 23, 2015 agenda, seconded by Council Member Spradling.

5 Page 5 of 7 The motion carried with a 5 2 vote. AYES: 5 NAYES: 2 (Mayor Wilson and Council Member Faulkner) 9. Council Updates a. Parks and Recreation Council Member Faulkner Council Member Faulkner The Parks and Recreation Committee have a booth to sell breakfast tacos on Sunday morning at the HOBO Fest Car Show. The entertainment has been set for 4 th of July. b. Economic Development Council Member Wilson Council Member Wilson The next meeting will be held on May 15, 2015 at Bowie Foundation. c. Beautification and Recycle Council Member Aldridge Council Member Aldridge The Beautification and Recycle Committee s clean-up on FM 78 took place last weekend. The next clean-up is scheduled for May 2 on Binz Engleman. d. Senior Center Council Member Lehman Council Member Lehman The Senior Center is ready for HOBO Fest. They will discuss the beer booth with the Parks and Recreation Committee for their 4 th of July celebration. e. Animal Shelter Mayor Pro-Tem Pierce Mayor Pro-Tem Pierce deferred this item to Mayor Wilson or City Manager Vernon because she was not able to attend the meeting between the County and City. Mayor Wilson reported Renee Green Director of Public Works for Bexar County discussed the expansion project. Ms. Green will bring the design to Council. Parking lot and other concerns will be addressed and brought to Council. 10. Requests and Announcements a. Requests By Mayor And Council Members For Items To Be Placed On Future City Council Agendas And Announcements On City Events/Community Interests

6 Page 6 of 7 Council Member Spradling Congratulated Sgt. Alonzo and HOBO King and Queen. More auction items are needed for HOBO Fest. Look at the sign ordinance and make sure the ordinance is being followed. Mayor Pro-Tem Pierce Echoed Council Member Spradling s congratulations to Sgt. Alonzo and HOBO King and Queen. Ordinances need to be looked at and those that are open for interpretation should be cleaned up. Thank you and have a great week. Council Member Lehman Congratulations HOBO King and Queen for wanting to represent Kirby. Congratulations Sgt. Alonzo. He mentioned a couple of items to think about and move forward on: A community calendar letting people know what is taking place around our city and creating a folder for the agenda to be placed in the lobby so the public can look at it. Council Member Aldridge Thanked everyone for attending the meeting. Congratulated Sgt. Alonzo and HOBO King and Queen. He encouraged everyone to take part in the HOBO activities. Council Member Wilson Thanked Sgt. Alonzo and King and Queen. Thanked fire and police departments for their work. Council Member Faulkner Congratulated everyone. Suggested looking into recognizing the yard of the month and businesses of the month again. The business of the month could be awarded a certificate at a Council meeting for being a part of our community. City Manager Vernon said the Economic Development Committee had discussed this and will unveil it soon. Mayor Wilson In the past there was a nomination form for Yard of the Month on the City s website and in the lobby of city hall. Will look at bringing this back. Asked Staff to check with other cities to see how they regulate their city calendar. Asked that Republic Services be placed on a future agenda to provide an update on recycling and if the larger carts made a difference. Another way to promote recycling would be to join the schools and create a way to educated the students and award them for their efforts. Chief Riedel, Fire Chief and Chief Bois, Police Chief were asked to start programs to interest the youth in our city to give them something to do this summer. Congratulated Officer Alonzo for all he has done for the City. Asked Staff to leave the notebook in the lobby for our next council meeting. Thanked Council Member s Pierce, Faulkner and Wilson for attending Greater Little League Opening Day and which was also a success for the Lion s Club. Informed Council he will not be attending the April 23 Council meeting. 11. Adjournment
