1 WALNUT CITY COUNCIL MEETING CALL TO ORDER: Mayor Pacheco called the meeting to order at 7:00 p.m. PLEDGE OF ALLEGIANCE: MPT/Su led the flag salute. ROLL CALL: PRESENT: COUNCILMEMBERS: M/Pacheco, MPT/Su, C/Cartagena, C/Ching, C/Tragarz Also present were City Manager Wishner; Administrative Services Director Ogawa; Community Development Director Weiner; Community Services Director Rooney; City Attorney Leibold; City Planner Carlson; Deputy Director of Community Services Jensen; Finance Analyst Russell; Maintenance Supervisor Martinez, Associate Planning Vasquez; Recreation Supervisor Encinas; Administrative Assistant Markel, and City Clerk De Dios. INVOCATION - NON-DENOMINATIONAL: Djuhana of City Blessings Church. The invocation was led by Pastor Him PRESENTATIONS: Recognition of Volunteers for their hours of service to the City of Walnut The City Council recognized and thanked the many volunteers and community groups that increase the quality of life in Walnut. ORAL COMMUNICATIONS FOR THE CITY COUNCIL: Allen Wilson congratulated C/Ching, C/Tragarz, and Andrew Rodriguez on the results from election night. He also thanked C/Cartagena for his sixteen years of service. 2 MINUTES: PUBLIC HEARINGS: 1. Ordinance No Amending Water Efficient Landscaping Requirements of the Walnut Municipal Code Recommendation: That the City Council: 1. Hear the Staff Report; 2. Open the Public Hearing to solicit input on this item; 3. Close the Public Hearing; and 4. Adopt Ordinance No , An Ordinance of the City Council of the City of Walnut, California, County of Los Angeles, Amending Walnut Municipal Code (WMC) Title IV (Planning and Zoning), Chapter 25 (Zoning), Article XVI (Supplemental Planning Requirements), Division 1 (Water Efficient Landscaping). CDD/Weiner presented a staff report. Council expressed the importance of water conservation and education. M/Pacheco opened the public hearing. There being no one present wishing to speak during the public hearing, it was moved by C/Cartagena to close the public hearing; seconded by MPT/Su. MOTION ON ITEM 1 C/Cartagena made a motion to adopt Item 1; seconded by MPT/Su. Motion ORDINANCE: COUNCIL CONSENT CALENDAR: Items 5 and 7 were pulled for discussion. 2. 3 Recommendation: That the City Council adopt Resolution No Alcoholic Beverage License Application for Valley Market & Liquor Recommendation: That the City Council receive and file the attached Alcoholic Beverage license application. 4. Request by Canning Hunger for a Non-Profit Solicitation Permit and Waiver of the Business License Tax Recommendation: That the City Council approve the non-profit solicitation permit for Canning Hunger, Inc. and waive the business license tax ($100 per solicitor) pursuant to Section of the Walnut Municipal Code. 6. American Cancer Society 2016 Walnut Relay for Life Request and Fee Waiver for City Services and Equipment Use Recommendation: It is recommended that the City Council approve the request and fee waiver for City services and equipment from the American Cancer Society Walnut Relay for Life with conditions as listed under the Staff Analysis. MOTION ON ITEMS 2, 3, 4, and 6. MPT/Su made a motion to approve Items 2, 3, 4, and 6; seconded by C/Tragarz. Motion ITEMS PULLED FOR DISCUSSION 5. Approval of Rate Increases for FY and FY of Three-Year Contract with West Coast Arborist for City Wide Tree Trimming and Related Services and Extension of the Contract for an Additional Year, FY , With No Rate Increase Recommendation: That the City Council 1. Approve a rate increase for FY and FY for the current threeyear contract with West Coast Arborist (WCA) for tree trimming and tree maintenance services, and 2. Authorize the City Manager to extend the contract for an additional year, FY , with no increase in rates and to execute Amendment No. 1 to the Agreement for maintenance services in substantially the form attached and such final form as approved by the City Attorney. 4 CSD/Rooney provided a staff report. Discussion took place regarding the effects of the drought on trees in the City as well as its impacts on the fiscal budget. MOTION ON ITEM 5 MPT/Su made a motion to approve Item 5; seconded by C/Tragarz. Motion 7. Announcement of Application Period on various Commissions Recommendation: It is recommended that the Mayor announce the open application period on the Senior Citizens, Parks and Recreation, and Planning Commissions. Council encouraged Walnut residents to apply for the various commissions. C/Ching requested that future discussion take place concerning the possibility of compensation for commissioners as well as changing the selection process; CM/Wishner stated that the items will be discussed during an agenda workshop. MOTION ON ITEM 7 MPT/Su made a motion to approve Item 7; seconded by C/Cartagena. Motion SUCCESSOR AGENCY CONSENT CALENDAR: 8. 5 MOTION ON ITEM 8 C/Tragarz made a motion to adopt Item 8; seconded by C/Cartagena. Motion COUNCIL DISCUSSION/TRANSACTION ITEMS: ANNOUNCEMENTS (COUNCIL MEMBERS AND STAFF): A. Councilmembers report on meetings attended at the expense of the local agency C/Su invited residents to attend an informational session with Congressman Ed Royce on April 26 th at the Diamond Bar Library. C/Ching provided information on a quarterly meeting of the League of California Cities. B. Individual Members comments and updates C/Cartagena commented on the prevention on voter fraud. M/Pacheco shared information from the Mayor s Summit. COUNCIL LATE BUSINESS: CLOSED SESSION: The Council went into closed session at 8:15 p.m. A.
