1 CITY COUNCIL MEETING MINUTES Mayor Prejna called the Council meeting to order at 7:30 p.m. Pledge of Allegiance to the Flag ROLL CALL: Present: Cannon, Budmats, Majikes, Gallo, Banger, D Astice, Williams Absent: 0 Mayor Prejna - With 7 present and 0 absent there is a quorum. Members of the audience are reminded that these proceedings are being videotaped for current and future broadcast over the City s cable television channel. Staff Members Present: City Manager Barry Krumstok, Deputy City Clerk Judy Brose, Finance Director Melissa Gallagher, Assistant to the City Manager Lori Ciezak, Police Chief John Nowacki, Assistant Director Public Works Rob Horne and City Attorney Jim Macholl MOTION TO APPROVE MINUTES: Mayor Prejna: The first order of business is to approve the minutes from the November 27, 2018 City Council Meeting. Is there a motion to approve the minutes? Alderman Banger made the motion and it has been seconded by Alderman Majikes. Are there any corrections, additions, or deletions to the minutes? Seeing none, the question is shall the minutes be approved. All those in favor say aye; those opposed say nay. The ayes have it and the minutes are approved. MOTION TO DEVIATE: None MAYOR'S REPORT: Mayor Prejna. I have no Mayor s report tonight other than I expect everyone to be at the Christmas Tree Lighting on Thursday night and I m told we re even going to have some snow. I am also told that it may be cold but then go across the street and we will be serving an amazing meal to warm your hearts. WARD REPORTS: Mayor Prejna - Are there any Ward Reports this evening? Seeing none, that moves us on. MEETING OPEN TO THE PUBLIC FOR 20 MINUTES: Mayor Prejna We have no one on the sign-in sheet to speak tonight. Mayor Prejna closed the floor.

2 Page 2 PENDING: A) Ordinance No Approve Sign Appeal for an Additional Wall Sign for the Property Located at 5201 Tollview Drive (2 nd Reading) Mayor Prejna - This Ordinance, if adopted, would approve a sign appeal to allow an additional wall sign facing south (the I-90 Tollway) at 5201 Tollview Drive, the U-Haul facility. The wall sign requested meets the size requirements of the M-1 district, but it is an additional sign than is permitted by code. The petitioner has withdrawn its accompanying petition regarding the modification to the freestanding sign (previously approved), but never constructed. Is there a motion to consider the Ordinance for first reading? Alderman D Astice has made the motion and it has been seconded by Alderman Banger. Is there any discussion? Seeing none, will the Clerk please call the Roll. AYES: Williams, Cannon, Budmats, Majikes, Gallo, Banger, D Astice Mayor Prejna - With 7 in favor and 0 opposed this Ordinance is approved. B) Ordinance No Approve Disposal of Surplus City Property -Vehicles & Equipment (2 nd Reading) Mayor Prejna - This Ordinance, if adopted, would approve the disposal of items that have been determined to be surplus by the Public Works and I.T. Departments. Once declared surplus, staff will work with an auction service to establish market values for all items proposed for disposal. All proceeds from the declared surplus will be returned to the appropriate Fund by which the items were purchased. If approved, all items listed below will be listed through an auction service. 3 Page 3 Is there a motion to approve this Ordinance? Alderman Williams has made the motion and it has been seconded by Alderman Banger. Is there any discussion? Seeing none, will the Clerk please call the Roll. AYES: Cannon, Budmats, Majikes, Gallo, Banger, D Astice, Williams Mayor Prejna - With 7 in favor and 0 opposed this Ordinance is approved. CONSENT ORDINANCES: Mayor Prejna - The next item on the agenda is the Consent Ordinances. It consists of two items C and D. Does any Alderman wish to remove an item from the Consent Agenda for Ordinances? Seeing none, the Chair declares it in order for one motion to consider both Ordinances in one motion without debate. Is there such a motion? Alderman D Astice has made the motion and it has been seconded by Alderman Banger. The question is shall the two Ordinances be moved forward for 2 nd Reading? C) Ordinance No Amend (a) of the City Code Parking Prohibited in Specific Places Lois Drive and Meadowbrook Drive (1 st Reading) Mayor Prejna - This Ordinance, if adopted, would establish parking restrictions in certain locations on certain public streets in the City; specifically, on the north side of Lois Drive and on the east side of Meadowbrook Drive. These streets have already No Parking signage posted on the south side and west side of the streets, respectively. The inclusion of these street locations within the City Code, Traffic Section (a) will establish enforcement of traffic regulations, and consistent posting of signs. Specifically, the streets recommended for parking prohibition are: Lois Drive, north side of the street, from a point beginning 15 feet east of the existing fire hydrant at 5540 Meadowbrook Drive, west to the intersection of the street with Meadowbrook Drive. Meadowbrook Drive, east side of the street, from a point beginning 99 feet south of the existing fire hydrant at 5540 Meadowbrook Drive, south to the intersection of the street with Lois Drive. The reason for the parking prohibition recommendation is that this location has a 90 degree curve in the streets where they intersect. Motorist visibility is compromised in navigating the curve when travelling in either direction. D) Ordinance No Amend Section (c)(18) of the Comprehensive Zoning Code Allowing Churches and Other Places of Worship as a Special Use in the M-1 Manufacturing District (1 st Reading) Mayor Prejna - his Ordinance, if adopted, would amend the language within Ordinance 18-32, approved August 28, 2018, that approved a text amendment for Churches and other places of worship, along with accessory religious, cultural and social uses as a special use in the M-1 Manufacturing district with a specific area of the district to the north of Industrial Avenue.

4 Page 4 Again, the question is shall both Ordinances be moved forward for 2 nd Reading. Will the Clerk please call the roll. AYES: Budmats, Majikes, Gallo, Banger, D Astice, Williams, Cannon With 7 in favor and 0 opposed both Ordinances will be moved forward for 2 nd Reading. NEW BUSINESS: E) MOTION TO APPROVE PAYMENT OF BILLS ON WARRANT 12/4/2018 Mayor Prejna: The next item of business is a motion to approve the Warrant from as presented by the Finance Department. Is there a motion to approve the warrant? Alderman Majikes made the motion and it has been seconded by Alderman Banger. Is there any discussion? Seeing none, will the Clerk please call the roll. AYES: Majikes, Gallo, Banger, D Astice, Williams, Cannon, Budmats Mayor Prejna - With 7 in favor and 0 opposed this Warrant is approved. CONSENT RESOLUTIONS: Mayor Prejna - The next item on the agenda is the Consent Resolutions. It consists of one (1) item. F) Resolution No. 18-R Approve Police Union Collective Bargaining Agreement Mayor Prejna - This Resolution, if adopted, would authorize the Execution of a Collective Bargaining Agreement between the City of Rolling Meadows and the Rolling Meadows Police Association. Representatives from the Police Union and the City management have been meeting and negotiating in good faith to develop satisfactory terms of a new collective bargaining agreement. As a result of those negotiating sessions, terms of a tentative collective bargaining agreement have been negotiated and are being presented to the City Council for consideration. This agreement has been ratified by the members of the Rolling Meadows Police Association. Mayor Prejna - Is there a motion to approve this Resolution? Alderman D Astice made the motion and it has been seconded by Alderman Williams. Is there any discussion? Seeing none, will the Clerk please call the roll.

Mayor Prejna This now brings us to Other Business & Reports. OTHER BUSINESS & REPORTS: Mayor's Appointments: None Mayor s Proclamations: None City Clerk s Report: None City Staff Reports: Barry Krumstok, City Manager went over the following: 1) Community Items of Interest: 1) Tree branch and limb collection from the recent storm will continue this week. 2) Thank you to everyone who participated in this years Police Department Food Drive conducted on Saturday, December 1 st. 3) The City will be conducting its annual Tree Lighting Event on Thursday, December 6 th starting promptly at 6:00 pm. Santa will make his appearance at the tree outside of 3140 Kirchoff Road, just outside of the McDonald s. Fireworks will follow the tree lighting. Then join the City for a spaghetti dinner sponsored by the Stadium, while supplies last, at the Fire Station located on Meadows (dinner starts at 6:30 pm). Please come and enjoy the events. 4) Rolling Meadows has again partnered with the United States Marine Corps Reserve to collect toys for children in need through the Marines Toys for Tots program. Residents may deliver new, unwrapped toys to drop boxes at City Hall (3600 Kirchoff Road) or the Rolling Meadows Library (3110 Martin Lane). Toy donations will be accepted through December 7 th. 5) There will be a Community Blood Drive held on Wednesday, December 19 th from 1:00 pm to 7:00 pm in the City Council Chambers (2 nd floor of City Hall 3600 Kirchoff Road). Walkin are welcome or you can schedule your donation by calling ) 5 th Annual Police Department Social Media Holiday House Contest Campaign is set to run through December 26 th. The Police Department has a campaign to allow residents to promote their holiday decorated house. Pictures can be submitted through Police Officers on patrol or a picture being submitted to the Police Department generic gmail account at rollingmeadowspolice@gmail.com. 6 Page 6 7) The December enews & Views can be found on the City s web page. 8) Fire Department Keep the Wreath Red displays are at both Fire Stations. The Program is a public awareness initiative that encourages residents to protect their families by preventing fires caused by seasonal decorations. The wreaths hanging at the stations begin the season illuminated with red bulbs. Any fire in Rolling Meadows caused by holiday decorations will be represented by a white bulb. For more information on holiday fire safety, call the Fire Department at ) The City, SWANCC, and Elgin Recycling are conducting a holiday light recycling program again. Collection boxes are located outside of City Hall. Items that are accepted include the following items: mini-lights (or Italian lights), c7 lights, C9 lights, rope lights, and LED lights, etc.all colors and lengths will be accepted. The City cannot accept garland, live greens, wreaths, or other non-recyclables. The program, which starts on Monday, November 5 th, runs through February 15, I do want to mention 2 new items that are not on the list. On December 11 th there will be and Open House for the Comp Plan between 6:00 p.m. and 7:30 p.m. and at 7:30 p.m. will be the Public Hearing. The City Council also has a Committee-of-the-Whole meeting on December 11 th at 7:30 p.m., if you want to hear what s going on during the Open House that is at 6:00 p.m. to 7:30 p.m. and 7:30 p.m. is the Public Hearing. The other item that I do want to mention and it s something that Business Advocate Martha Corner and I went to today. Fratellos II at 3301 Kirchoff Road have become the 128 th recipient of the Vienna Beef Hot Dog Hall of Fame today. Reading through the Press Release, the Fratellos Restaurants were started back in 1978 by the Carvelli brothers. Fratellos actually means brothers in Italian. After running the Rolling Meadows location for 20 years the restaurant was sold to John Manios. John and his wife Connie are very proud of the restaurant. They have 7 grandkids, all girls, their daughter has triplets and their son has twins, it s a very large and loving family. We do want to say to John and Connie and to their kids, Gigi, Cindy and Bill that it s a great accomplishment to be in the Vienna Beef Hot Dog Hall of Fame. We do have it on our electronic sign and we will try putting it in our business newsletter. We do appreciate them being the 128 th recipient. There are over a 1000 different locations that serve Vienna Beef and it s achieved by how much you sell and longevity with Vienna. Congratulations to Fratellos II! Another plug that I will say, for Taste of the Town, you can always visit one Alderman who is always serving their product and that s greatly appreciated. Barry Krumstok, City Manager went over the following: 2) Presentation of the 2019 City Council & COW Meetings We do have the presentation for the 2019 City Council and Committee-of-the-Whole meeting dates for Typically, what we have done is the second and fourth Tuesdays of the month are City Council Meetings and the third Tuesday of the month is our Committee-of-the-Whole Meeting. However, that all does change in December where the first and third Tuesday of the month are s and the second Tuesday is the Committee-of-the-Whole Meeting. This schedule will be published in the Daily Herald.

7 Page 7 MATTERS NOT ON THE AGENDA: Mayor Prejna - Are there matters not on the Agenda this evening? Mr. Cannon. Alderman Cannon - Thank you, Mr. Mayor. I just wanted to ask a quick question to Public Works or to Barry. I had 2 neighbors call me this week and wanted to know, with the trees being down, there s all kinds of little branches that are on the street and stuff, if they put them in a bag, will someone take that bag? Rob Horne, Assistant Director Public Works Yes, if you put it out in the parkway, per the City requirements, we will pick it up when we come by to do the other branches. It does need to be in a pile or in a bag. Alderman Cannon Thank you. Mayor Prejna Other matters not on the Agenda? CLOSED SESSION: Personnel 5 ILCS 120/2 (1) of the Illinois Open Meetings Act Mayor Prejna - There is one item that will be discussed in Closed Session. Is there a motion to go into Closed Session?
