4 Department of Public Works May 3, 2018 Issue: Code Modifications to Chapter 171 Minimum Livability Code Background: The Bureau of Permits and Inspections was the primary enforcement agency for the Minimum Livability Code. That position and enforcement responsibilities have recently been transferred to the Bureau of Housing. As part of the transfer the current code is required to be updated to reflect the Bureau of Housings authority. In addition some minor changes have been made to better position the County in remaining a neutral party. Desired Action: Request approval to proceed to public hearing on the proposed amendment to Chapter 171. Staff Recommended Motion: I move that the Board of Commissioners direct staff to proceed to public hearing on the proposed changes to Chapter 171 Minimum Livability Code.
5 Department of Public Works May3, 2018 Open Session Issue: Use of the Term Contract with American Paving Fabrics, Inc. to install double seal surface treatment (chip seal) on Bullfrog Road. Background: The Department of Public Works Bureau of Roads Operations has prepared construction documents and has received a bid utilizing a term contract with American Paving Fabrics, Inc. to install a double seal surface treatment on Bullfrog Road. The total length of the treated two lane roadway is 3.6 miles. The double seal surface treatment is a thin (approximately 3/4 thick) treatment consisting of CRS2-L liquid asphalt emulsion and Number 7 or 8 crushed stone utilized to rehabilitate hot mix asphalt pavement and to extend the pavement life by installing a new surface. This seals pavement cracking, keeping water from infiltrating the roadway. The double seal surface treatment process also has a high coefficient of friction. Double seal surface treatment has low energy requirements and is environmentally safe as it emits no pollutants. Double seal surface treatment is one of the most eco-efficient maintenance treatments available and extends life expectancy in excess of seven years. The paving work will be performed utilizing lane closures with signage and flagmen. The estimated time to complete the work is three working days, weather permitting. Funding is available in Account 8625, pavement preservation. Action: The Board of Commissioners approves the use of American Paving Fabrics, Inc. to install double seal surface treatment on Bullfrog Rd. Staff-Recommended Motion: I move that the Board of Commissioners approves the use of the term contract for the amount of $161,000. 6 Department of Planning May 3, 2018 Open Session Issue: 2018 Spring Amendment to the 2014 Water and Sewer Master Plan Background: Background: Staff has briefed the BCC on the nature of the proposed amendment. Staff is seeking authorization to proceed to a public hearing. The purpose of the hearing is to accept public comment regarding the 2018 Spring Amendment to the 2014 Carroll County Water and Sewer Master Plan. Staff recommended Motion: I move that the Board of County Commissions Authorize staff to proceed to a public hearing. 7 Department of the Comptroller May 3, 2018 Open Session Briefing/ Discussion/ Possible Decision: Corporate Resolution for Investment Account (MBS econnectdirect) Background: Multi-Bank Securities, Inc. (MBS) is requesting an updated agreement to be executed by the County to authorize the use of the econnectdirect investment platform. This agreement establishes the individuals acting as designated representatives with authority to conduct financial transactions on behalf of the County (Comptroller, Bureau Chief of Accounting, Investment Officer). This updates existing business relationships and adds additional services. The econnectdirect product is endorsed by NACo and MACo to improve the efficiency and transparency of investment management. Requested Action: The County Attorney s Office has reviewed the documents for legal sufficiency. Adoption of the Corporate Resolutions with MBS (econnectdirect). Staff-Recommended Motion: I move that the Board of County Commissioners adopt the corporate resolution for investment services with MBS (econnectdirect).
