5 DISTRICT MANAGER S REPORT PUEBLO WEST METROPOLITAN DISTRICT 109 E. INDUSTRIAL BLVD. May 6, 2016 Dear Pueblo West Residents, The District officially transitioned from temporary to full-time access to the North Outlet Works (NOW) of the Southern Delivery System (SDS) on April 28 th, With full-time access to the flow of water from the Pueblo Reservoir through the NOW, Pueblo West water users have additional infrastructure to provide consistent and reliable delivery of water into the future. The District also finalized cost estimates for replacement of the 24 inch South Outlet Works that began leaking again three months ago. Analysis of the pipeline determined that repair was not possible and that full replacement would be required. The estimated cost for replacing the 24 inch raw water suction pipeline is $1.68 million with approximately $330,000 for engineering design, construction administration, and permits. The District plans to seek bids for the construction of the pipeline in the next few weeks so that it can be completed this year. Replacing the 24 inch South Outlet Works pipeline will provide redundancy to our community s water source in case the North Outlet Works were to fail in the future Streets and Roads Division: Streets and Roads crews remained busy since the last reporting period addressing gravel road repairs, scheduled grading, pothole repairs and sweeping due to recent snow and rainfall conditions. Crews also worked scheduled grading from call in list. A. Grading/Repairing Gravel Roads: Streets and Roads Crews responded to weather related damaged roads and scheduled grading. The following roads were worked the last 2 weeks: Farley, Iliff, Buckboard, Loasa, Mancos, Onizuka, Canvas, Emory and Grouse. B. Snow Removal: On April 29 th, Streets and Roads crews were called in to equip snowplows in readiness to move if weather conditions caused unsafe travel. As weather improved, crews were not called out and removed equipment on the following Monday. C. Storm Repairs: Crews responded to specific site repairs that were creating dangerous conditions needing immediate attention. Sites repaired were: Desert Cove, Fredonia, Archdale, and Hollister. D. Magnesium Chloride Issues: Streets and Roads continue to spot repair affected roads for ruts and potholes. E. Crack Seal: Crack sealed roads in the Reserve area. Poly Patch will be scheduled in same when material arrives. F. Potholes: Crews responded and fixed 330 potholes in the last two weeks. Wet weather had a negative effect on all roads. Road Report: G. Bids were opened on the Tract 220 roadway improvement project. Project is scheduled to be awarded by the board on May 10 th. 1

6 H. Pueblo County has tentatively scheduled the 2016 Chip Seal project to begin on July 18th. I. Concurrent with the Chip Seal project a 4-Way stop will be installed at the intersection of Maher and Bayfield. J. CDOT has completed the installation of a culvert under Grouse Rd. as part of their US 50 widening project. K. The CDOT US 50 Phase 2 (Westbound) Environmental Assessment has been completed. CDOT will hold public input meetings at the end of May. As soon as digital copies of the assessment are received, they will be sent to the board. Community Development and Committee of Architecture: A. April, 2016 COA activity: 0 commercial structures, 15 single family, 72 accessory and 59 construction inspections, 19 hearings and 135 violation inspections B. Total actions thru April, 2016: 5 commercial structures, 49 single family, 216 accessory and 499 construction inspections, 60 hearings and 465 violation inspections C. April, 2015 COA activity: 13 single family, 62 accessory, 91 construction inspections, 7 hearings, 135 violation inspections D. Total inspections thru April, 2015: 20 single family, 198 accessory, 284 construction inspections, 21 hearings, 473 violation inspections E. Violation letters issued in April, 2016: 84 weed violations, 12 unapproved structures, 24 trash violations, 15 junk car violations F. Land Sales: Sold Tract 240 Walkway Parcel F on March 24, 2016 for $3,000 to Shawn Herman, owner of the neighboring lot Tract 240, Block 1, Lot 19. He is planning on rezoning the parcel from an S1 to B4, restructuring his property to incorporate half of the 100 x 30 parcel into his existing lot 19 and selling the other half to the property owner of lot 20 who will incorporate that portion into his lot. Parks and Recreation Department: Department staff are mowing and beautifying parks and facilities in preparation for summer sports leagues and activities. The outdoor pool will be filled on Tuesday, May 10. Construction of the maintenance and restroom building in Lovell Park will be completed next week. Here is a photo demonstrating the progress on the building (right). Utilities: On Thursday, April 28, the Southern Delivery System (SDS) became operational, allowing Pueblo West Metropolitan District to access the 36 inch water line of the North Outlet Works (NOW) for our community s water. Pueblo West residents have been receiving water on a temporary basis from the NOW since February 23 of this year due to a failure in the District s 24 inch water line originating from the South Outlet Works (SOW). Pueblo West s utilization 2

7 of the SDS will allow for full and continual access to the North Outlet Works as standard operations for Pueblo West Utilities. The flow of water from the Pueblo Reservoir through the NOW means that Pueblo West water users have additional infrastructure to provide consistent and reliable delivery of water into the future. Pueblo West Utilities is in the process of bidding for the replacement of the SOW. Fire Department: We had approximately 190 Medical calls. We had approximately 87 Fire calls and business inspections. Our Staff participated in the annual Chemical Stockpile Emergency Preparedness Program (CSEPP) exercise with other county and federal agencies. Director Leonard and Director Bernard attended this exercise as Observers. Director Leonard observed the Field Exercise portion and Director Bernard observed in the County s Emergency Service Center. Our staff completed their annual Wildland Fire refresher classes. Station 3 hosted a week long Board of Elections service center and polling place for the recent election. Wednesday, April 27 at 3:08 PWFD responded to a head on motor vehicle accident on Highway 50 between Purcell and Pueblo Blvd. Two people transported to the hospital. Photos below. 3

8 Financial Update: Marijuana Excise Tax: The District has been collecting payments for the voter approved 1% excise tax on retail marijuana cultivation for the last four months. There are currently five licensed facilities remitting payment for excise tax and 13 other facilities that are remitting zero payment due to no transfers being made during the last reporting and payment period. Total monthly revenue collected is averaging slightly less than $2,000 in the first four months. With state licensed cultivation facilities reaching 23 grows in Pueblo West and maturing crops at several of the other 13 facilities, tax revenues are expected to increase gradually over the next few months.
