7 DISTRICT MANAGER S REPORT PUEBLO WEST METROPOLITAN DISTRICT 109 E. INDUSTRIAL BLVD. April 11th, 2016 Dear Pueblo West Residents, The District met with the UC Denver University Technical Assistance Program this week to discuss the progress on the design of Fire Station #2 and the CDOT TAP 2 trail design. The Fire Station design is progressing well and will be ready for public presentation in the coming months for public feedback and comments. The CDOT TAP 2 multi-purpose trail design is also progressing well and is planned along North McCulloch Blvd starting at E. Industrial Blvd and ending near Fire Station #3. This trail will increase the safety of pedestrian traffic on high traffic N. McCulloch Blvd. The Metro District economic development bill HB will be signed by Governor Hickenlooper on April 15 th. District staff will begin developing policy recommendations for the board on ways the District can recruit, retain, and expand local businesses in Pueblo West. This is a great step forward for smart economic growth in Pueblo West. On April 7 th, the district closed the Pueblo West Community Priority Survey. The response from the community exceeded expectations. We had 407 residents complete the 18 question survey. Our response rate provides the data necessary to meet social science standards for a representative sample size. We have achieved a 95% confidence rate and a 5 point confidence interval, meaning we can be 95% sure that the survey responses are within 5 points of the community average had every resident in Pueblo West completed the survey. Statistical analysis of the survey is ongoing at this time with a completed product expected in mid-may. This product will be used to gauge not only community satisfaction levels with the current service portfolio of the Pueblo West Metropolitan District, but will be used in future strategic planning efforts. With this survey, the district now has a better understanding of where residents most value the allocation of resources. Voting Reminder: Mail-in ballots were mailed on April 11 th to registered voters for the May 3rd, 2016 Election. Pueblo West voters will have the opportunity to vote for two candidates for our Board of Directors and vote on ballot measure 5A Water and Waste Water Utility Departments: In cooperation with the U.S. Bureau of Reclamation, the Pueblo West community continues to utilize water from the North Outlet Works while investigation continues on the condition of the 24 raw water pipeline from the South Outlet Works to the connection to our pump station. 1

8 MWH Engineers have performed onsite analysis of the South Outlet Works and coordinated with Pure Technologies to perform high tech pipeline analysis using Smart Ball technology, but limitations in the pipeline prevented the use of the Smart Ball technology. Additional analysis by MWH Engineers and Pueblo West have determined with a high degree of certainty that significant repair or full replacement of the pipeline is required and MWH Engineers are currently compiling repair and replacement options for Pueblo West s consideration. Pueblo West will request a second extension for use of the North Outlet Works on April 15 th while a decision is made on the best course of action to repair or replace the South Outlet Works. The U.S. Bureau of Reclamation held a phone conference on April 11 th regarding potential action to spill 5,400 acre feet of water from Pueblo Reservoir that includes the If & When storage of Pueblo West to make room for spring run-off. As of April 11 th, BOR stated they would not have to spill any water. The change came when a few users downstream of Pueblo Dam proposed to release enough water to meet the required Reservoir level by April 15, These downstream users began taking the water they had proposed last week which is resulting in positive improvement to the level of water in the Reservoir. If these users continue to take the water they have pledged for the rest of this week there will not be a spill of any water from Pueblo Reservoir. There is still a possibility the BOR will need to spill water if the downstream users do the following: stop taking water out of the Reservoir, run-off is larger than expected causing a possibility of flooding, or if there is significant local precipitation and/or other issues arise. Pueblo West Waste Water Department Easement Sewer Cleaning Machine Streets and Roads Conducting Road Work on Laramie Streets and Roads Division: On the evening of March 23rd, El Paso County announced a state of emergency due to blizzard conditions. The District was alerted and Street and Roads crews were called out to participate. Crews installed plows/sanders and were ready to go when the State called to stand down. 2

9 A. Grading/Repairing Gravel Roads: Pueblo West and County Crews continue to grade along the following roads: N. Hampton, Yerba Serta, Alta Vista, Ventura, Russett, Papago, Oakleaf, Silverwood, Escondido, Canvas, Raymont, Parlin, Winona, Jaroso, Limon, Chadwick, Auburn, Stratton, Auburn, and Laramie-Re-build for chip seal continues (see photo above). B. Pot Holes: Streets and Roads crews completed 150 potholes and 355 of edging on Latimer and Bayfield the last 2 weeks. C. Poly Patch/ Crack Seal: Crews completed for 2016 chip and seal project. Fire Department: The fire department responded to 240 calls for service during the month of March. These include 195 EMS and 45 fire responses. These calls bring our year to date total to 545 EMS and 135 fire incidents in This compares to 536 EMS (up 11) and 97 fire (up 38) incidents during the same period in March Fire Prevention and Inspections activity included 11 inspections and plan reviews in March PWFD Responded to I-25 Fatal Head on Crash on 3/23/2016 PWFD Responded to I-25 Fatal Head on Crash on 3/23/2016 Our firefighters have covered extra staffing during Red Flag Warning days and 26 PTO shifts. We hosted three classes with some of our community partners, including FEMA and Colorado State Patrol. Our staff assisted Parks and Recreation with light bulb replacement on multiple ballfields, had reading time with Pueblo West Elementary students, and attended specific training conducted by Division Chief Davidson on inspections and potential hazards associated with local marijuana facilities. Other community activities included the command staff attending the Pueblo West HS assembly. Finally, as you are aware, Firefighter Steve Dunn is leaving the department after 19 years with the District. Through these years, Steve joined the fire department as a volunteer, later working for the District in a fulltime position with the Utilities Department before being one of the first three fulltime career firefighters. He has accepted a fulltime teaching position with the 3

10 Transportation Technology Center, as an emergency response instructor. We wish him the best in his future. Parks and Recreation: The parks and recreation maintenance & restroom building is moving along quickly. The walls have been erected and next week trusses will go up. T-ball, soccer, and baseball will be running at the park starting the weekend of April 9 th. Water has been turned on at the parks and now all restroom facilities are open to the public. The Parks new sweeper came in and is at the shop being processed into the fleet. The department has hired Dennis Lujan for our full-time maintenance technician position and he will be transferring over from streets and roads. We will also be having seasonal employees start with us over the next couple of weeks. The fishing derby this weekend was a success. The derby ran smoothly with excellent participation from the community.
