McDermott ABSENT: ALSO PRESENT: Katherine Procop, Mayor David Maistros, Law Director Karen Howse, Finance Director Shannon Collins, Clerk of Council CAUCUS: The caucus meeting was called to order at 7:00 pm. Presentations Vince Crawford Waste Management Mr. Crawford spoke gave a review of the Solid Waste and Recycling services for the 2013 year. No further presentations this evening. APPROVAL OF MINUTES: The minutes of the January 14, 2013, January 21, 2014 and January 28, 2014 stand approved as written. AWARDS AND PRESENTATIONS: Mayor Procop administered the Oath of Office to Fire Chief, Tim Morgan. Chief Morgan thanked his God, his family and all the support from the department. No further awards or presentations this evening. Short recess was taken PUBLIC PARTICIPATION: Michael Turle 9930 Forest Lake Drive Mr. Turle spoke about the Old School committee s efforts to preserve the school and how he believes there is still time to make things right. No further public participation this evening. COMMITTEE AND/OR COMMISSION REPORTS:

3 Page 3 M. Yates Planning, Community Relations, Parks and Recreation Planning Commission next meeting is set for February 24 th but may be cancelled due to lack of agenda items. Parks and Recreation Commission will meet February 19 th at 7:00 pm. Mr. Yates encouraged residents to attend Seth Rodin Environmental, Twins Day, Fitness Advisory Environmental Commission will meet February 13 th. The commission is working on o The Environmental Commission and Parks and Recreation Director have completed the Miracle Gro Grant for up to $1500. to help with the development of the Sprouting Gardeners at the Twinsburg Community Gardens. Will be submitted before Feb. 17 th. o Kent State University in Twinsburg will sponsor FREE paper shredding for all Twinsburg Residents in the spring. They will also sponsor and provide the necessary bags and gloves for the total cleanup day in the City of Twinsburg with the Residents to pick up trash. Kent State University Environmental Club will assist in the clean-up. o Lowe's and Home Depot will once again donate $100 gift cards for the Sprouting Gardeners to purchase plants/seeds. o We are currently seeking Eagle Scouts to build benches/small sitting area for the Sprouting Gardeners at the Twinsburg Community Garden. o Last year Lowe's and Home Depot volunteered their services and lumber to help build benches. We are asking them to work with the Eagle Scouts on this project. o 30 Rain barrels, donated by the Tinkers Creek Watershed, will be given to Twinsburg residents for free. This will take Residents will be required to purchase the hardware from Tinkers Creek Watershed. Twins Days committee meeting was cancelled. Next committee date is February 12 th. Sam Scaffide-BZA. Finance, Public Works, Chamber of Commerce Next BZA meeting will be February 12 th at 6:30 pm. Reminded residents that the Mayor s State of the City will be Thursday, February 20 th t the Hilton Garden Inn. Congratulated all the cast and production staff of the Threw the Looking Glass play on a great job. Furey- Public Works, Treasury Investment, Finance, Golf, Redistricting Commission Stated the reports from the consultant regarding the Golf Course should be coming in the next few months. Next Finance Committee meeting will be on February 25 th. No other committees have met since last meeting.

4 Page 4 G. Sorace Finance, Charter Review, Capital Improvements, Safety Next Finance Committee meeting will be on February 25 th. Charter Review met February 10 th. Meetings will be held on Monday evenings at 7:00 pm at City Hall. Encourages residents to attend. No other committees have met since last meeting. B. McDermott ARB, Safety, Volunteer Fireman ARB met February 6 th Approved as noted was 8027 Darrow Road. No other committees have met since last meeting. MAYOR S REPORT: Great job for the cast and production staff for the Through the Looking Glass production. Planting of approximately 300 trees will be happening this spring. Thanked Senator LaRose for co-sponsoring the Senate Joint Resolution 6 Thanked the residents for the nice letters regarding how well our streets were plowed during this year s snow fall. Metro Parks serving Summit County released a flyer with the proposed Nature Preserve center at Liberty Parked. Thursday, February 13 th 3:30-6:30 Free Health Fair at the Fitness Center. Evening at the Races sponsored by the Fire Department on Friday, February 21 st. On behalf of Finance Director, Karen Howse, the mayor provided additional information for the upcoming Finance Committee Meeting. DEPARTMENT HEAD REPORTS: Chris Noga, Police Chief During the month of January, the City of Twinsburg Communications Center generated 2,267 calls for service among the Twinsburg Police and Fire Departments and the Reminderville Police and Fire Departments. Twinsburg Police officers arrested and/or cited 133 suspects into court on 180 different counts. The arrest counts include: (1) Assault charge, (1) Menacing Charge (4) Disorderly conduct charges, (6) Theft related charge (9) Drug related charges, (2) Trespassing Charges (24) for Driving under Suspension or without a valid license, (11) Operating a Vehicle under the Influence of alcohol and/or drugs of abuse charges, and (9) other alcohol related charges. The remaining charges were either warrants or various traffic related charges. Twinsburg Police officers issued 237 written warnings and 12 parking citations. Twinsburg Police officers investigated 46 traffic crash reports of which 12 were injury crashes, 6 were on private property, and none were fatal. Condolences to Lester Mitchell, Twinsburg resident and retired Cleveland State Police Chief. Chris Campbell Public Works Director Snow and Ice Control: Through the end of January, 2014 the crews responded to 24 snow and ice events. A total of 7, tons of salt and 26,820 gallons of brine have been applied to the roadways. A total of 29,878 miles have been driven by the crews. o We have been extremely fortunate with our procurement of road salt. While other entities have either run low or completely out of salt, Cargill has been able to provide deliveries to us within a few days of the placement of an order. The final order of our yearly allotment (8,400 tons) began arriving today. This order will fill our salt shed with approximately 2,000 tons of material. Cargill has stated that additional orders will be filled as long as their

5 Page 5 inventory holds. Additionally, they feel that they will be able to provide the salt at the current contract pricing. Mailbox Repairs The department is repairing mailboxes that are damage during snow and ice operations. Residents should call Public Works if their mailbox is damaged by our trucks. Pot Holes During the early part of 2014 the department has patched 1,360 pot holes with tons of material. We are experiencing a higher number of pot holes than normally expected during this season due to the extreme cold and number of snow events. Crews will continue to patch the holes between the snow and ice events. Microturbine The microturbine has experience a failure of the main gas compressor. We are working with our preventative maintenance provider to determine the cause of the failure. Once that has been determined we will make any necessary adjustments and replace the compressor. Building Maintenance We are currently working on a building maintenance project in the Police Dept s Patrol Office. That project should be completed in the next week or so. Larry Finch Community and Economic Development Director Annual TOP/CRA reporting cycle in process. Meeting to be held week of March 17 th. Clean Ohio Revitalization Fund Grant and Job Ready Sites Grants to be submitted by March 1 st. Lynn Muter is working with Shannon and Walter Drane Company to get the Zoning and Development Regulations codified. Draft of the Comprehensive Plan was submitted to Planning Commission and will be discussed further at the Planning Commission meeting on February 24 th. Finalizing survey for Crane s Business for the Top Suburbs around Cleveland. Outdoor storage tanks at the Old School were discussed.
