Yates ABSENT: ALSO PRESENT: Katherine Procop, Mayor David Maistros, Law Director Karen Howse, Finance Director Shannon Collins, Clerk of Council INVOCATION & PLEDGE OF ALLEGIANCE: Mrs. Stauffer bestowed the Invocation and led Council in the Pledge of Allegiance. APPROVAL OF MINUTES: The minutes of the March 24, 2015 stand approved as written. AWARDS AND PRESENTATIONS: No awards or presentations this evening. PUBLIC PARTICIPATION: Bill Hon 2410 Warren Pkwy Mr. Hon and Mike Rigol spoke regarding Relay for Life and invited mayor and council members to join a team and help support this wonderful cause. Daisy Walker spoke about some of the upcoming Environmental Commissions events. Thanked Technoform for their donations of bags for Earth Day event. After Earth Day there will be a tree planting at the high school to honor the students have passed away. Sheilia Williams: Ms. Willimas spoke about the changes at Summit County Public Health and the new director.

COMMITTEE AND/OR COMMISSION REPORTS: Mr. Scaffide: No other committees have met since the last council meeting BZA met April 8 th and discussed appeal and Both needed further clarification and were not voted on. Mr. Yates: Community Relations Board met March 26 th. Mr. Yates went over events the Library, Chamber of Commerce and Schools will be having over the next month or two. The Community Improvement Corporation will have a meeting on April 16 th at 7:30 am at the Center on the Square. This meeting will be open to the public. Items that will be discussed will be the redevelopment of downtown and office space. Attended the Ministerial Breakfast held at Kent State University. Further discussion was held earlier this evening regarding the Golf Course Clubhouse took place. Which Wich will be making 1,000 peanut butter and jelly sandwiches and will be donating them. Mayoral Candidates Night will be Wednesday, April 22 nd at 6:30 at R.B. Chamberlin. No other committees have met since the last council meeting Mr. McDermott: No other committees have met since the last council meeting Mr. Furey Planning, Treasury Investment, Parks & Recreation, Chamber Planning Commission met April 6 th. Fox Hollow subdivision, Geis property and Goddard school were discussed Parks and Recreation will meet April 23 rd at 6:00 pm at city hall Chamber of Commerce met April 8 th. Reported the upcoming events of the city. Tax Incentive Review Committee met March 36 th to discuss the existing CRA and TOP agreements. The committee s recommendations are on the council agenda this evening Resolution and Resolution Resolution is regarding changes to an existing agreement. MOTION: That city council does not oppose the renewal of the liquor permit for 7 Eleven located on E. Aurora Road and authorize the Clerk to submit the form to the Ohio Division of Liquor Control. 4 Page 4 EARTH DAY APRIL 22 ND FROM 9:00AM 1:00PM at Fitness Center. In honor of the 45 th anniversary of Earth Day, the City of Twinsburg Environmental Commission is planning an educational event that will focus on the importance of pollinators (bees, butterflies and birds). Displays and donations of native plants from Kollman's Greenhouse, assorted fruit boxes from Burger King and Cracker Barrel, assorted apples from Giant Eagle and 250 Earth Day Bags from Technoform GROUP will be given out to the attendees. Calls have been made to Lowes and Home Depot in Macedonia and Aurora requesting flowers and plants for the Sprouting Gardeners. The Sprouting Gardens planned program has projected a positive influence and impacted the Twinsburg community by: *Developing stewardship skills, patience and delayed gratification, *Generate more community pride and involvement for the youth, *Provide access to healthy foods and healthy eating and *Beautification of the community to promote great work ethnics. For more information regarding volunteering, please contact the Environmental Commission at Twinsburg City Hall. There will be donation of a tree for the Ceremonial Living Garden is (tentatively) set for April in the High School Commons. The Twinsburg High School Administration and the High School Enviro Club (these are the students appointed by council) will have a tree planted in memory of the high school students who have passed away. The memorial planting of the tree will give solace and refuge to the families to remember their child. With thoughts of comfort, peace, and caring, the tree will be a living monument and legacy to our beloved students. The Environmental Commissioners assisted in securing a tree from Savarino Brothers in Oakwood Village. Also, the Enviro Students met with Mr. Sorace, to donate a plaque to honor the lives of the students. At the last Council Meeting, Mr. Yates talked about visiting a company on Enterprise. The company, Technoform GROUP wanted to know how they could get involved with the City of Twinsburg and if there were any upcoming projects that they could participate. Mr. Yates made a recommendation that the Environmental Commission contact Technoform Group and inform them of their projects. I immediately called them and spoke to Jason McIntire who was so willing to take part in whatever projects the EC had on their agenda. To make a short story shorter, and after one meeting with Mr. McIntire and several s later, Technoform GROUP are sponsoring 250 printed cloth bags for Earth Day and TechnoformGROUP will attend the Earth Day educational event and pass out the bags from 9A until IP. Technoform GROUP is also interested in sponsoring tee-shirts for the annual Keep Twinsburg Naturally Beautiful Clean-up on May le. So, thanks to you Mr. Yates. No other committees have met since last meeting. Mr. Sorace Finance, Charter Review Oversight, Twins Day, Safety Charter Review Oversight Committee will be meeting April 27 th at 7:00 pm at city hall. Twins Days committee met April 1 st and is progressing along in the planning stages. Attended the Ministerial Breakfast held at Kent State University. No other committees have met since last meeting. Mrs. Stauffer ARB, Safety Committee, Public Works ARB will meet April 16 th at city hall No other committees have met since last meeting.
5 Page 5 MAYOR S REPORT: Relay for Life is in its 15thyear. Encouraged residents to attend. Library Coffee for a Cause is in its 16 th year and will be held April 25 th 6:30-9:30 pm Summit County Metro Parks will open their Nature Center on April 21 st. The Maple Loop trail will be included Spree for All. Summit County is having its 175 th birthday. The county is highlighting a city every week. Twinsburg will be highlighted the week of May 11 th. Cleveland Water Open House will be May 9 th Read a letter from a grateful parent thanking the Twinsburg Fire Department for their work at saving his child. Reminded residents about the Mayoral Candidates Night Wednesday, April 22 nd.. DEPARTMENT HEAD REPORTS: Karen Howse-Finance Director MARCH 2015 LOCAL TAX COLLECTIONS City Income tax month to date/year to date receipts for APRIL 2015 total is $1,285,591 compared to APRIL 2014 receipts in the amount of $1,558,256; which reflects a decrease of 17% or $272,664 compared to last year. A full report will be given at the next council meeting It has been nine years since the city last had their assets assessed therefore the city will be going through that process Perry & Associates will begin the audit in the next week. Chris Noga Police Chief During the month of March the City of Twinsburg Communications Center generated 2,316 calls for service among the Twinsburg Police and Fire Departments and the Reminderville Police and Fire Departments. The total call count for the year is 6,747. Twinsburg police officers arrested and/or cited 132 suspects into court on 151 different counts. The arrest counts include: (8) Theft related charges, (18) Drug related charges, (1) Texting while Driving (22) for Driving under suspension or without a valid license, (14) Operating a vehicle under the influence of alcohol and/or drugs of abuse charges, (3) Open container charges, (1) Felony Fleeing/Eluding, (3) Domestic Violence charges and (9) Warrants served. The remaining charges were either additional warrants or various other traffic related charges. Twinsburg officers issued 247 written warnings and 9 parking citations. Officers investigated 28 traffic crashes of which 3 were injury crashes, 6 were on private property, and none were fatal. Recognized the Communications Center for National Communications Specialist week. Thank you for a job well done. April 19 th Summit County will host a communications dinner. Timothy Morgan Fire Chief Total calls for the month of March were 207. Total YTD calls are 648, which is up 18% from this time last year. Six (6) Fire Investigations were initiated with all six (6) closed.
6 Page 6 Fire Prevention has completed 84 inspections, has 4 past due and attended 0 fire education events. The department has completed 69 trainings. NOTABLE EVENTS Event # , 3/21: Station #1 Drive-up, for a 12 year old male with a history of asthma and allergies in respiratory distress. Father had been attempting to drive him to CCF Twinsburg when his condition deteriorated rapidly. FD personnel were able to breath for him, administer medications, and complete the transport to the Emergency Room, where he was treated and later released. Event # , 3/24: Chamberlin Rd. for an impaired driver that drove through his own garage and then backed across the road into the front entry of another house. The driver was treated and transported for further evaluation and no occupants in either house were injured. FD personnel did put in place structural support in both houses to stabilize the compromised framing. Event # , 3/25: Mutual-aid to Macedonia for a commercial structure fire. FD personnel with our aerial platform truck spent 3 hours on the scene assisting with extinguishment of the fire. Event # , 3/28: Liberty Rd. for a house fire. The single story house was heavily damaged and the resident was treated on the scene for smoke inhalation. Mutual-aid was received from Aurora, Oakwood, Reminderville, and Solon, Solon and Oakwood also handled two additional medical response calls during the fire. The fire was determined to be accidental, likely caused by a malfunctioning room heater. POINTS OF INTEREST Weather Warning Sirens: Following the monthly system test on April 4, it was determined that sirens were functioning properly, with the following exception: 2110 E. Aurora Rd.; did not function at all, repairs by the Service Department are planned when access can be made over the soft ground in the area. Chris Campbell Public Works Director Building Maintenance Work has been completed in the jury room bathrooms, Police Department kitchen and the Fire Station #1 training room. Pot Holes The department is continuing its efforts to patch all of the pot holes on the area roads. We are currently using a hot mix material which will provide a longer term repair than the cold mix used during winter months. To date we have patched 14,483 pot holes using tons of material. Winter Operations During the winter of snow and ice operations included: 29 events, 7,417 tons (compared to 9,000 tons last season) of salt applied, 28,515 gallons of brine with crews traveling 62,441 miles Street Sweeping Approximately 20% of the sweeping has been completed over the past two weeks. This program is progressing slowly due to the large volume of debris on the roads. We have collected over 50 cu yd of debris from the roadways. Litter Removal 2 rounds of litter removal has been completed. The amount of litter collected has decreased significantly compared to previous years. We believe the Waste Management reuse/recycle carts are impacting this program. Storm Area Checks/Cleaning 2 rounds of checking and cleaning has been completed with a minimal amount of debris removed.
7 Page 7 Athletic Field Preparation The athletic fields are being prepared for this year s activities. Secondary Trails All of the secondary trails (off of Center Valley) as well as Old Hickory Trail are being reviewed for needed work. This work will begin later in the month. Other Work The departments are currently performing routine work including: Assistance at Community Events Roadway Repair Traffic Signal Repair Road Sign Repair and Replacement Treatment Plant Preventative Maintenance Sanitary Sewer System Cleaning and Inspection Jim Roberts Golf Course Superintendent The golf course opened up on March 31 and came out of winter very good considering the harsh conditions that we had in January and February. A brief update on the renovations that took place on the course last fall. The contractor will be back to address any punch list items that need completed. The areas that were seeded late such as, the driving range, putting green, and one and two tee complexes are going to require additional seeding and work from the contractor. Additional seeding from the contractor. These areas will take time to establish before we can open them up for play, and allow for equipment use on a consistent basis. No time frame has been determined yet when these areas will be in playable condition. A lot will depend on weather, and when the contractor finishes their work. Winter maintenance is complete and in the last several weeks we have been preparing the course for play. Some of these items include: o Putting the flags, benches and tee markers out on the course Picking up branches and trash o Mowing and maintaining greens, tees and fairways o Cleaning off catch basins and making minor drainage repairs Bunker maintenance Also, with the help from the service department a lot of poor conditioned trees were removed on holes 1, 16, and 17. Hole 17 is very extensive and is an area that we'll be working on throughout the year. Some of the seasonal staff has started and are being trained. We should be fully staffed in the next couple of weeks when school lets out. Lastly, there are orange markings in the clubhouse parking lot. Those are for soil borings and pavement cores for the proposed clubhouse which are scheduled to be done next week sometime.
