3 THE LIPOA or THE VILLAGE OF LAKE ISABELLA What Does the LIPOA Office Do? What does the Village Office Do? We get this questions a lot when property owners have questions and concerns that need to be addressed. Let s look and see what they both do. The purpose of the LIPOA shall be to : 1) Protect and provide for the general welfare of all who live and own property at Lake Isabella. 2) To place emphasis on recreation, health, safety, and environmental concerns. 3) To develop and maintain all common properties. The LIPOA is governed by a Board of Directors and is supported by various Board of Director Committees made of LIPOA members. The board meets on the 2nd Wednesday of the month. The LIPOA collects the lake fee and dues based on platted lots and allows lake access. The LIPOA maintains the lake, parks, dock spaces, pavilions, storage area and campground. The LIPOA hosts a 5K, annual membership picnic and annual business meeting. The Village of Lake Isabella is a public body and does have the power of law. It was established by state law and is governed by an elected Village Council. A Planning Commission and various committees and boards assist the Council in the operation of the Village. General duties of the Council, by Charter, are to provide for the public peace, health, safety and the general welfare of persons and property. All legislation is by Ordinance or by Resolution of the Council. The Council has the power to levy and collect taxes for municipal purposes. The Council has power to determine the necessity of local or public improvements and to establish special assessment districts. It has the right and power to develop and maintain public utilities. All things done are for the good of the public. The Village Office collects property taxes and special assessments. They maintain the streets, provide public safety and ordinance enforcement, planning and zoning, recycling service, and rental property permits and inspections. If planning to build, you should check with both offices to see if a permit is required. 3

5 Things to Remember...Notes from the Office Don t forget to lock the gates during winter and remember to lock the chain on the boat launches during summer. Please remove your trash from the dock areas and parks. If you reserve a pavilion, we will provide cans and liners for trash, but you are responsible to remove the trash. Have a concern about the porta potty? Please call the office. Golf carts and ORVs are permitted but there are ordinances that govern their use. These are available on our website and on the Village website. Be legal and be safe. Interested in more activities in our parks? Join our parks committee. The committee meets on the second Monday of the month at the LIPOA office at 1 pm. Come and share your ideas. Volunteers are needed to assist with the annual 5K on June 30. Let the office know if you can help. We need street corner monitors, traffic control at the office, late registration assistance and other helpers. We have about 200 people involved between participants and volunteers. This is our 11th year! Sold, moving, buying another lot? Please notify the office. We do get info from the village and townships but it can take time. Also notify us of address or phone number changes. We are looking for a committee and volunteers to lead children's fishing tournament! Prize Categories: - Pan Fish - Pike/walleye - Large/Smallmouth Bass Will be judged on Length not weight. Age limit will be 15 years. 5

6 A Reminder of Michigan s Boating Laws 11th annual LIPOA 5k Race & Fun walk Local 5K Race & Fun walk information! WHO IS THIS FOR: Anyone who is a member of the LIPOA, and their guests ENTRY FEE: The race is free! If you would like a T-shirt there is a $10.00 fee. DATE and TIME: Saturday, June 30, 2018, at 8:00 am Rain or shine LOCATION: Start and finish at the LIPOA Office, 1096 Queensway Drive COURSE: Gently rolling paved terrain for the road race. T-SHIRT DEADLINE: Friday, June 22, 2018, by 1 pm to get a T-shirt. REGISTRATION DEADLINE: Saturday, June 30, at 7:30 am, no exceptions. Entry forms may be mailed, ed or dropped off at the LIPOA Office. AWARDS: Trophies for the top three male and female finishers and to the youngest and oldest finishers in the 5k. INFORMATION: lakeisabella@winntel.net or call Stop by and visit our Lending Library at the LIPOA Office. The Lions Club has a collection box for used glasses in our office. Throughout the year, Lions collect used eyeglasses and deliver them to regional Lions Eyeglass Recycling Centers (LERCs). LERC volunteers clean, sort by prescription strength and package the glasses. Recycled glasses are distributed to people in need in low and middle income communities where they will have the greatest impact. 6

9 Operations Manager of LIPOA: George King Welcome back! As I write, we ve gone under a winter storm watch and had the same warnings last week prior to dock day. This is supposed to be the SPRING newsletter but warmer temps will be here soon enough. The draw down was different this year in that the lake stayed full due to rains and froze while still full in December. Then it went down. We did get the full six foot down for about five days and then it came back up to about 40 down and stayed there until just past Valentines day. Four days later it came up 55 and running 18 over the spillway. Ice fishing wasn t too heavy this winter and we only had 12 to 15 of ice. Fairly mild comparing to previous years and not too much snow. A few more park gates were added late summer which helped limit sneak-in fishing. Several more will be coming this year. We were able to update the office during the off-season replacing the 20 year old carpet and office desks. Threw on a little paint and we were good to go. I need to express a concern, Termino park, or party point. The shoreline has taken a beating over the past few years. We ve been measuring the effect of running pontoons into the shoreline (north side) to hold them in place while socializing and having fun. We re losing a foot per year, meaning the north side will be meeting the south side in the future and no point will be left. No big deal today or tomorrow but in five years you ll be tying off to the picnic table. Please be mindful of the future. Motorized vehicles in our parks are allowed to access the boat slips but not for free-riding the park. The parks are for all to enjoy. It s shaping up to be a busy summer so please be safe out there, follow safe boating law counter-clockwise around the lake, be courteous to others, and have fun! See ya out there! George 9

11 Boating Reminders With boating season coming to a start on Lake Isabella we felt it was time to report a few boating rules. It is always good to remember the rules. This diagram Shows boat travel on the lake. The above is a summary of boating regulations provided as a guideline. This guideline is not a substitute for the Marine Safety Act (Act 303 of 1967 and amendments there to), and your responsibility for knowing this Act. Should any discrepancies exist, the Marine Safety Act takes precedent and must be followed. Who May Operate a Personal Watercraft (PWC). Those less than 14 years of age may not legally operate a PWC. Those 14 and 15 years of age may operate a PWC legally only if they have obtained a boating safety certificate and He or she is accompanied on board by his or her parents or legal guardian or by a person at least 21 years of age who has been designated by the parents or legal gradian or.. He or she is operating or ridding the PWC at a distance of not more then 100 feet from his or her parents or legal guardian or from a person at least 21 years of age who has been designated by the parent or legal guardian. Those at least 16 years of age and born after December 31, 1978, may operate a PWC legally only if they have obtained a boating safety certificate. 11
