1 CENTRAL PIERCE FIRE & RESCUE PIERCE COUNTY FIRE DISTRICT #6 BOARD OF COMMISSIONERS June 14, 2004 Station 6-0 The Regular meeting of the Board of Commissioners for Pierce County Fire District No. 6 was called to order by Chairman Nelson at 6:02 p.m., at nd Avenue East, Tacoma, Washington. Present were the following: Chairman Nelson, Commissioners Coleman and Eckroth, Fire Chief Andren, Deputy Chief Willis, Assistant Chiefs Holm and Thomas, Firefighter Miller and Recorder Menge. Firefighter Roley arrived at 6:25 p.m. Pledge of Allegiance Commissioner Coleman led the flag salute. Consent Agenda (Single Motion) Meeting Agenda Excused Absences: Commissioners Hartloff and Willis Minutes: Special Meeting (Retreat) Minutes of May 22-23, 2004 Regular Board Meeting Minutes of May 24, 2004 Approval of: Warrant Consideration in the amount of: $ 267, GRAND TOTAL: $ 267, F/C Andren requested the Special Meeting (Retreat) Minutes of May 22-23, 2004 not be included in the Consent Agenda for approval as today is the first time he has seen them and he has noted several areas that need rewording. Commissioner Eckroth moved and Commissioner Coleman seconded to approve the Consent Agenda in the amount of $267, as presented with the exception of the Special Meeting (Retreat) minutes of May 22-23, MOTION CARRIED. Commissioner Coleman asked about the $ for E86 pump repairs. A/C Thomas stated that was for body repairs, not pump repairs. New Business (First Reading For Discussion and Review Only) Resolution No : Petition for Annexation of approximately 80 acres: A/C Holm stated this is one parcel that is attached to the Eastern border of the Sunrise area. A/C Holm showed the Commissioners where this Page 1 of 7
2 parcel is located on the map. F/C Andren stated currently this parcel is not in any Fire District. Contract for Services (Fire Benefit Charge 2005): F/C Andren stated this contract is with Interface Systems Management Consultants (Neil Blindheim) to provide the data base and compute the Fire Benefit Charge information for the year This is the same fee he has charged for the last three (3) years. The amount is $15, made in three payments of $5, each. F/C Andren recommends the Board approve this contract. Considerations and Requests (Board Action Required) Development of Natural Hazard Mitigation Plan: F/C Andren stated that he requested this be put on the agenda. He was notified by DEM and the State of Washington a long time ago about this plan and that it needed to be completed if we are to be recipients of disaster funds for any of our facilities. The deadline for the plan to be completed is November The only department in the state that has completed the plan is Riverside. They received a grant in the amount of $40, to have their Mitigation Plan done. F/C Andren stated that he truly thought it would be a matter of Riverside having their plan done, getting a copy of it and then word changing it from Riverside to Central Pierce Fire & Rescue. It does not appear to be that simple. He has received a copy of the plan and it is a 163 page document for one (1) building and we have a total of ten (10) buildings and this plan would need to be done for each building. Is this something that we want to invest time and money in? He does not have the time to do this right now. Discussion followed. If we were to have a natural disaster and have damage to any of our buildings and we want to apply to FEMA for federal mitigation funds to fix our buildings, then the Natural Hazard Mitigation Plan has to be done. In the last earthquake we had, we just turned our claims over to our insurance. F/C Andren stated he would like more time to do some more research on this and check with our insurance company. F/C Andren will report back to the Board at the next meeting. Staff, Local, Firefighters Association and Fire Chief Reports (For Information Only) Local: Nothing at this time. A/C Holm: Reminded the Board Members of the upcoming Annual Kiwanis Pancake Breakfast and Open House at Station 6-9 on Saturday, June 19 th from 8:00 a.m. to 11:00 a.m. A/C Thomas: Reported the new engine is now at the Shop being outfitted with equipment. We are hoping to have it in-service by the end of the month. It will go to Station 6-3 and vehicles will be re-shuffled around. Page 2 of 7
3 A/C Thomas reported the new brush truck chassis is in and we are hoping to have it in-service by the middle of July. A/C Thomas reported the Station 6-9 remodel has started. The permits are still two to three weeks out. The contractor is doing what he can until he gets the permits. A/C Thomas stated there was an accident about a week ago involving E98-1 (E617) at 82 nd and Canyon. The engine will be out of service for approximately one month. Commissioner Coleman asked if there is an opticom at that intersection. D/C Willis stated there has never been an opticom at that intersection. No one was injured and neither driver was cited. D/C Willis: Reported that he has been working on some things since the retreat on marketing the department. We currently have a tri-fold brochure that gives an overview of our department. An insert has been developed that explains our funding. This insert will be incorporated when the brochure is reprinted. These brochures are out on all the rigs as well as business cards that personnel can hand out. F/C Andren is working on drafting a question and answer document explaining the Lid Lifts. This will be put on our website as well as being put in the Responder. Another item being worked on is having large block lettering that reads Central Pierce put on the sides of our vehicles to better identify them. D/C Willis stated he has also talked to the County about having a sign added to community signs that read Served by Central Pierce Fire & Rescue. The County does not allow for multiple signs on one post, however, we could put up signs on main arterials at our borders to help promote our identity. Commissioner Eckroth asked if all the communities have put up their signs and if they have not, could we collaborate with them to incorporate or add Served by CPFR on their signs. D/C Willis stated he will check into this possibility. F/C Andren: Distributed a document to the Board Members regarding the fuel conservation plan that has been developed. A/C Tucker put together the matrix and it identifies two different levels of fuel conservation. A/C Thomas developed a spreadsheet from off of the fuel card readers that lists out the equipment and what their fuel consumption was for first quarter 2003 and first quarter As seen on the spreadsheet, we are down from last year for fuel consumption. F/C Andren stated we would like to initiate the level 1 plan quickly. Chairman Nelson stated this looks like a very good plan and asked what is meant by seasonal employees. D/C Willis stated this refers to in the past where we have hired a resident firefighter temporarily for a special project. This hasn t been done in several years, but is something to look at. 4 F/C Andren stated to follow up on A/C Holm s report, if you are looking for something to do to walk off the pancakes from the breakfast, CPFR is sponsoring the Relay for Life at Franklin Pierce Stadium which runs from Friday night to Saturday night. F/C Andren reported he received some correspondence this morning from Pierce County Planning. Some good news is that the permits for Station 6-5 should be issued any day. Station 6-8, they claim they have never received the plans for and speculate the permits are two weeks to two months out. He has tried contacting Dave Fergus, however, he is out of town at the Chief s conference. He will be going to the Chief s conference tomorrow and will discuss this with him when he sees him. F/C Andren stated D/C Willis and A/C Holm will be going to the Chief s conference in Spokane with him tomorrow. They will be back by Thursday at 2:00 for the bid opening. F/C Andren reported he attended the South County Chamber meeting last Wednesday where a presentation was given on the Cross Base Highway. He got to meet several people assigned to this project. As long as they have their funding in place the project will be started in 2007 with a finish date of There is one habitat issue report that is coming out in the next week or two. Another pressing issue from the Department of Planning is directions for the protection of habitat. This has huge ramifications to it. For example, Thompson Elementary to rebuild their facility, under this plan they would have to plant 600 trees which would eliminate all the playfields as well as the parking lots. This plan is a mandate from the State to address habitat issues. The deadline is the end of this year to have a habitat plan in place. The master builders association is opposing the plan. F/C Andren reported that he met last Friday with Paul Webb (District 2), Gary Franz (District 21), Pat McArthy (Assessor s Office), Prosecuting Attorney and several key folks in the Assessor Treasurer s office to talk about the explanation statements for the ballots and also about ballots voting by party. He was very impressed by Pat s attitude and willingness to work with us to simplify the ballot titles as much as they can, as allowed by law. They went through some potential wording changes and the prosecuting attorney stated he will do some more research. It was a very positive meeting. They had brought in all the Pierce County and some of the King County ballots to compare. They are willing to work with us. Commissioner Coleman stated that several Commissioners had also met with Pat McArthy with similar concerns and she seemed to be very open and receptive. F/C Andren stated they also asked about having four (4) different ballots. They will be having one ballot, front and back and color-coded. It is not known at this time exactly how the ballot will be laid out. It sounds like the front will have the political parties and the back will be non-partisan and local issues. 5 preparing an explanation/instruction sheet for the ballots letting people know that they can only vote for one party. If different parties are selected, the vote will not be counted, however, the vote for non-partisan and local issues will still be counted. The concern is that voters may get angry at this process and not vote at all. F/C Andren reported he attended the Fire Comm preliminary budget meeting last week. September 2 nd at 7:00 p.m. is the final budget meeting. They are looking at hiring two (2) new positions. The CAD system has been purchased and they are looking at scaling back on their EER fund (what we call our ERF Equipment Replacement Fund). It looks to be about a 10% increase which amounts to a $67, increase to us. Chairman Nelson stated if Commissioner Hartloff is not interested in going to the Fire Comm meeting to let him know and he will go. F/C Andren stated he wanted to make the Board Members aware of some political pressure he has been getting on the renaming of some roads. He has taken the stand of opposing the renaming of roads after people and leaving the roads as they currently are, maintained as a grid system. Discussion followed. F/C Andren stated as the Board is aware, the announcements for Paramedic positions have gone out. In the announcements, we did say the Board is considering moving expenses. H/R/M Johnson had asked him to bring this forward to see if the Board is interested in considering moving expenses. District 9 had done up to $1, when they offered moving expenses. Chairman Nelson stated it makes sense to offer a small compensation for moving. Commissioner Eckroth stated he has some concern. Would they be compensated moving expenses once they successfully complete training? Discussion followed. F/C Andren stated the applications close around July 8 th. We have only received three (3) back so far. Notices were sent out to every accredited paramedic school in the nation thanks to A/C Holm s work. The last time we ran a paramedic test we received around 80 applications back, out of that around 50 passed the Written Test, then 30 passed the Assessment Center, from there 15 made it through the rest of the process. We ended up hiring 3 and then let one go during the academy. F/C Andren stated we will continue to try to fill paramedic positions internally, however, we have had three requests in the last several months for paramedic decertification and in the last in-house paramedic process only received one that was interested. Also, we have had several paramedics that have been promoted to officer positions. F/C Andren stated a brief Executive Session is needed to talk about upcoming labor contracts for the Chiefs Bargaining unit, PIER Civilian Employees Bargaining unit, Machinists union and the personal services agreement for David Travis. 6 Summary Process (For Continued Discussion/Action) Facilities GOB Committee: D/C Willis stated a meeting was held on the 7 th where they prioritized smaller projects with existing funds if we are unable to go ahead with the GO Bond. F/C Andren stated we are also looking/scouting for potential building sites in Station 6-9 s area. Commissioner Comments Commissioner Eckroth: Stated for the Facilities Committee there is a list of items that are critical in nature and have to be done and then there is a wish list. Commissioner Coleman: Stated he appreciates the attempt on the fuel use report. He is curious to see what the second quarter looks like. Chairman Nelson: Stated he has four (4) more days and then he will be unemployed school is out. Executive Session At 7:25 p.m. Commissioner Coleman moved and Commissioner Eckroth seconded to move into Executive Session for ten (10) minutes for the purpose of upcoming labor contracts for the Chiefs Bargaining unit, PIER Civilian Employees Bargaining unit, Machinists union and the personal services agreement for David Travis. At 7:35 p.m. Chairman Nelson extended the meeting for twenty (20) minutes. At 7:55 p.m. Chairman Nelson called the meeting back into Regular Session. No action was taken. Page 6 of 7
