Page Tharp Governmental Building in Leesburg, Georgia. Those present were Chairman Dennis Roland, Vice- Chairman Billy Mathis and Commissioners Rick Muggridge, Luke Singletary, Bill Williams. Staff in attendance was Co County Managers Christi Dockery, Mike Sistrunk, and County Attorney Jimmy Skipper. Chairman Roland gave the invocation and called the meeting to order at 6: 00 P.M. 1. INVOCATION 2. PLEDGE OF ALLEGIANCE 3. CALL TO ORDER 4. APPROVAL OF MINUTES A) Consideration to approve the Board of Commissioners meeting minutes for April 11, 2017 The minutes will be presented at the next meeting. 5. CONSENT AGENDA A) Consideration to approve Invitation to Pre- Qualify for Disaster Debris Management Services for Lee County. Consideration to approve a retail sale of off-premises consumption of wine and malt beverages for 2825 Ledo Road and is known as Walmart # 588. Commissioner Muggridge made the MOTION to approve the Consent Agenda with the addition of the retail sale of off-premises consumption of wine and malt beverages for 2825 Ledo Road and is known as Walmart # 588. NEW BUSINESS A) Melody Pierce, WorkSource Southwest Georgia, a division of the Georgia Department of Economic Development, would like to make a presentation to the Board regarding updates and changes that occurred as the result of their rebranding last fall. Melody Pierce, Interim Executive Director, WorkSource Southwest Georgia, a division of the Georgia Department of Economic Development, provided handouts to the Board regarding the services provided by WorkSource. Governor Deal wanted all 20 organizations to have the same name and brand. Ms. Pierce explained that WorkSource provided subsi* work.. s up to $ 10,000 for assistance for travel, child care, and other barriers to Businesses can participate in services with WorkSource being reimbursed for up They also provide customized training and in-house to 12 weeks of payroll cost. training. 7. PUBLIC HEARING A) None 8. DEPARTMENTAL MATTERS Planning Department A) Z VARIANCE APPLICATION. FAIRWAY OUTDOOR ADVERTISING, APPLICANT, has submitted an application for a variance to Section ( 4 c) requiring any billboard be located at least 1000 feet from any residential district; ( 4 d) requiring new billboards be located at least 2000 feet from any existing billboard measured from the location of the base of the sign along the same side of the street; and Section ( 3 a) restricting number of ground signs to one double faced sign per street frontage. Variance is requested to construct a double faced billboard with multi message on one face on a lot with an existing ground sign, and being within 1, 000 feet of a residential district; and being within 2,000 feet of an existing billboard. Property is lot 4 of Arbol subdivision located in Land lot 251 of the 2nd District, Lee County, Georgia; and being known as 1275 Hwy 82, Leesburg, Georgia. Commissioner Mathis made the MOTION to deny Z variance application requested by Fairway Outdoor Advertising based on County Attorney Skipper and Planning Zoning Administrator Marcia s recommendation. Studley' Commissioner seconded the Singletary MOTION. The MOTION was unanimous with Commissioners Muggridge, Williams, and Roland voting yea. G

3 Public Safety A) Consideration to accept grant of$10, from Colonial Pipeline Company, for air monitoring equipment. Wesley Wells, Interim Public Safety Director, explained that Lt. Cole Williams had applied for and secured funding for air monitoring equipment from Colonial Pipeline. Mr. Wells recommended acceptance of this grant to purchase air monitoring equipment from MES for a total cost of$ 10, Commissioner Muggridge made a MOTION to accept the grant of $10, from Colonial Pipeline Company for air monitoring equipment for the Lee County Public Safety Department. These funds will be reimbursed to Lee County upon purchase from MES for $10, The Board approved to fund the equipment in advance, with Colonial Pipeline reimbursing the county within thirty days. Commissioner Singletary seconded the MOTION. The MOTION was unanimous with Commissioners Williams, Mathis, and Roland voting yea. Building Inspections B) Commissioner Muggeridge requested that this item be moved to the Consent Agenda Recreation Department C) Consideration to approve budget amendment # 2 for Parks and Recreation. Commissioner made the Singletary MOTION to approve the budget amendment # 2 for Parks and Recreation department to transfer Administrative Assistant position from Grand Island for a total of $23, 293. Commissioner Mathis seconded the MOTION. The MOTION was unanimous with Commissioners Williams, Muggridge, and Roland voting yea. 9. CONSTITUTIONAL OFFICERS & GOVERNMENTAL BOARDS/ AUTHORITIES A) Consideration to adopt a resolution to authorize the Lee County Tax Commissioner to sell property for less than the amount of taxes and liens encumbering such property and for other purposes. County Attorney Skipper reviewed the Resolution authorizing the Tax Commissioner to sell property that is bad shape for less than the amount of taxes and liens encumbered. Susan Smith, Tax Commissioner requested this authorization. Commissioner Williams made a Motion to adopt a resolution to authorize the Lee County Tax Commissioner to sell property for less than the amount of taxes and liens encumbering such property and for other purposes. Commissioner Singletary seconded the MOTION. The MOTION was unanimous with Commissioners Mathis, Muggridge, and Roland voting yea. H

4 10. COUNTY MANAGER' S MATTERS A) Consideration to approve submitting an RFP for the road restriping project. The project includes Cookville Road, Graves Springs Road, Hickory Road and Ledo Road. Commissioner Singletary made the MOTION to approve submitting an RFP for the road restriping project to include Cookville Road, Graves Springs Road, Hickory Road and Ledo Road. B) Consideration to approve the agreement with the Southwest Georgia Regional Commission to provide basic services regarding the Comprehensive Plan and Service Delivery Strategy. C) Consideration to authorize the purchase of two 2013 Chevy Impales for the Sheriff' s department at a cost of $6, 300 each from the DOAS - State Surplus Resources with additional authorization for a total purchase of $50, 000 if additional vehicles can be obtained. COMMISSIONER' S MATTERS A) Billy Mathis, Vice Chairman to provide update on the Lee County Medical Center. Billy Mathis, Vice Chairman, provided an update on the Lee County Medical Center. Mr. Mathis explained that the letter of intent with the Department of Community of Health was on track. The next step will be the Certificate of Need application. This Medical Center will be an Acute Care full service center that accepts all patients. The funds generated will be divided between the County and the Lee County Board of Education with 150 good jobs created for the surrounding area. Construction should I

5 begin in the fourth quarter of 2017 with an expected construction period of 15 to 18 months. The public and the physicians have overwhelmingly endorsed this proposed Medical Center that is available to Lee County. 12. OLD BUSINESS A) Commissioner Mathis brought up the condition of the Lee High Acres roads while the Utilities Authority sewer project is under review. The Board discussed options of having the contractor resurface these roads and possibly add to the LMIG bid. Co County Manager Sistrunk also explained that these roads could be sprayed and sealed. This technique was recently used on the parking lot of the Lee County Health Department and Leesburg Library. Co County Manager Dockery added that the performance bond could possibly be claimed if the contractor failed to complete the job. 13. COUNTY ATTORNEY' S MATTERS NONE 14. EXECUTIVE SESSION NONE 15. PUBLIC FORUM Up to six individuals will be allowed to address the Board of Commissionersfor up to two minutes each. Individuals should sign up prior to the start of the meeting 16. ANNOUNCEMENTS A) The next regularly scheduled County Commission Meeting is May 9, 6:00p.m. 17. ADJOURNMENT Commissioner Mathis made a MOTION to adjourn the meeting.
