PAGE THARP BUILDING KINCHAFOONEE ROOM MEETING MINUTES WORK SESSION COUNTY COMMISSIONERS COUNTY STAFF Dennis Roland, Chairman District 1 Mike Sistrunk, Co County Manager Billy Mathis, Vice-Chairman District 3 Christi Dockery, Co County Manager Luke Singletary, Commissioner District 2 Jimmy Skipper, County Attorney Rick Muggridge, Commissioner District 4 Bill Williams, Commissioner District 5 The Lee County Board of Commissioners met in a working session on Tuesday, May 9, The meeting was held in the Opal Cannon Auditorium of the Lee County T. Page Tharp Governmental Building in Leesburg, Georgia. Those present were Chairman Dennis Roland, and Commissioners Rick Muggridge, Luke Singletary, Bill Williams. Vice- Chairman Billy Mathis was absent. Staff in attendance was Co County Managers Christi Dockery, Mike Sistrunk, and County Attorney Jimmy Skipper. Chairman Roland gave the invocation and called the meeting to order at 6: 00 P. M. 1. INVOCATION 2. PLEDGE OF ALLEGIANCE 3. CALL TO ORDER 4. APPROVAL OF MINUTES A) Consideration to approve the Board of Commissioners meeting minutes for April 11, Consideration to approve the Board of Commissioners meeting minutes for April 25, The minutes were approved as presented. 5. CONSENT AGENDA A) 6. NEW BUSINESS A) Debbie Blanton, Director, Sowega Council on the Aging, requests to address the Board remake a presentation to the Board. Debbie Blanton, Director of SOWEGA Council on Aging, addressed the Board regarding services provide by the Southwest Georgia Council on Aging to Lee County residents. 1

2 B) Bo Johnson request to address the Board regarding support for a light at the intersection of Haley/ Cedric & Old Leesburg Road. Bo Johnson, Lee County resident, addressed the Board regarding the intersection of Haley & Cedric and State Route Highway 133 ( Old Leesburg Road). Mr. Johnson recently was involved in an accident at this intersection. Mr. Johnson is requesting the Board' s support to request Georgia Department of Transportation to install a light at this intersection. The Board unanimously agrees to send a letter to GDOT requesting a traffic study be conducted at this intersection. C) Josh Fix requested to address the Board regarding Chehaw Devo. Josh Fix did not address the Board. D) Bob Alexander, Leesburg City Manager, request to address the Board regarding construction of a road and land acquisition. Bob Alexander, Leesburg City Manager and Judy Powell, Leesburg City Councilwoman, addressed the Board to invite the Board to the City of Leesburg Saturday, May 20`h the Parks & Recreation planning meeting regarding proposed development. Mr. Alexander handed out a map with a proposed road to be constructed from the Linden Road Softball park to the Kinchafoonee Creek. 7. PUBLIC HEARING A) The Board will hold a public hearing regarding Z CONDITIONAL USE APPLICATION. EDDIE & TONYA TERRELL, APPLICANT, has submitted an application for a conditional use pursuant to Lee County Code of Ordinances Section ( f) for purposes of placing a personal care home at 115 Lumpkin Road, Leesburg, Georgia. Property is located at the intersection of Lumpkin Road and Smithville Road, being a acre tract south of Lumpkin Road and west of Smithville Road in land lots 13 and 14 of the 2" d district and being lot 19 of Green Oak Estates, Section IV and also known as 115 Lumpkin Road., Leesburg, Georgia. The Planning Commission voted unanimously to approve the application. Tonya Terrell RN addressed the Board regarding her application for Z Conditional use. Ms. Terrell explained that this facility would be 2400 square foot allowing 90 square foot per resident. The residents will be elderly and disabled with 24/ 7 LPN nursing care. With no further questions or comments from the Board or audience the public hearing was closed. The state will allow four to five residents in this proposed personal care home. County Attorney Skipper recommended looking at the covenants for this subdivision before Board approval. Co County Manager Dockery commented that the Planning Commission and SOWEGA Regional Commission recommended approval.. B) The Board will hold a public hearing regarding Z VARIANCE APPLICATION. KENNETH BARTOW CANNON, APPLICANT, has submitted an application for a variance to Lee County Code of Ordinances Section area, height, bulk and placement requirements in the R-1 zoning district for purposes of placing a deed dedicated driveway access less than the required ten feet from an existing structure on parent tract thereby encroaching side setback for existing building. Property proposes a five acre lot on Mayhaw Road in land lot 115 of the first land district, Lee County, Georgia and being 163 Mayhaw Road, Leesburg, Georgia. The Planning Commission unanimously approved 2

3 the application. With no questions or comments from the Board or audience the public hearing was closed. Co County Manager Dockery commented that the Planning Commission and SOWEGA Regional Commission recommended approval. C) The Board will hold a public hearing regarding Z CONDITIONAL USE APPLICATION. DAVID BYRD for R & S FARMS INC. has submitted an application for a conditional use pursuant to Lee County Code of Ordinances Section Conditional uses in the AG zoning district for purposes of splitting an 8 acre tract from parent tract and providing feet of road frontage. Property is located on the north side of Lumpkin Road on the west land lot line of land lot 13 in the 2" a district, Lee County, Georgia. The Planning Commission unanimously approved the application. With no questions or comments from the Board or audience the public hearing was closed. Co County Manager Dockery commented that the Planning Commission and SOWEGA Regional Commission recommended approval.. 8. DEPARTMENTAL MATTERS Planning Department A) Review of Planning Commission minutes from the 4/ 18/ 17. The Board reviewed the minutes of the Planning Commission meeting of April 18, 2017 PUBLIC SAFETY B) Consideration to approve the purchase of ten firefighter protective gear ( turnouts) at a cost of $1500 each was totaling $15, , which is a budgeted item in the current budget year in the Uniforms Line item. Commissioner Williams made the MOTION to approve the purchase of ten firefighter protective gear turnouts) at a cost of $ each, totaling $ 15, , a budgeted item for the current year. Commissioner Singletary seconded the MOTION and the MOTION was unanimous with Commissioners Muggridge and Roland voting yea. Public Works Department C) Consideration to renew lease agreement for the John Deere boon axe with Flint Equipment Commissioner Muggridge made the MOTION to approve the renewal of the lease agreement for the John Deere boon axe with Flint Equipment. The lease will be renewed in three payments of$ 33, per year, for a total of$ 120, Commissioner Singletary seconded the MOTION and the MOTION was unanimous with Commissioners Williams and Roland voting yea. D) Consideration to approve the fuel management system for Public Works Commissioner Williams made the MOTION to approve the purchase of the fuel management system upgrade, Commissioner Muggridge seconded the MOTION. The MOTION was in the amount of $31,

4 unanimous with Commissioners Singletary, and Roland voting yea. E) Consideration to approve the purchase of one used ambulance from Federal Surplus Program. Commissioner Muggridge made the MOTION to approve the purchase of one used ambulance, from the Federal Surplus Program, in the amount of$ 2, Commissioner Singletary seconded the MOTION. The MOTION was unanimous with Commissioners Williams and Roland voting yea. 9. CONSTITUTIONAL OFFICERS & GOVERNMENTAL BOARDS/ AUTHORITIES None COUNTY MANAGER' S MATTERS A) Consideration to approve submitting an RFP for IT Networking upgrades Commissioner Williams made the MOTION to approve the submittal of an RFP for IT networking upgrades. Commissioner Muggridge approved the MOTION. The MOTION was unanimous with Commissioners Singletary and Roland voting yea. B) Consideration to approve the sponsoring of an open house for celebration of the American Public Works Association on 5/ 24/ 17. Commissioner Singletary approved the sponsoring of an open house to celebrate the American Public Works Association on 5/ 24/ 17. The Public Works department will be open to the public, along with the display of equipment on the grounds. Commissioner Muggridge seconded the MOTION. The MOTION was unanimous with Commissioners Williams, and Roland voting yea. C) Consideration to award the painting bid for the Courthouse Annex Co County Managers Sistrunk and Dockery explained that the RFP to paint the Courthouse Annex would be brought back once all bids have been submitted and reviewed. 10. 5 14. PUBLIC FORUM Up to six individuals will be allowed to address the Board of Commissionersfor up to two minutes each. Individuals should sign up prior to the start ofthe meeting. 15. ANNOUNCEMENTS A) The next regularly scheduled County Commission Meeting is May 23, 2017 ga 6:00 p.m. B) County offices will be closed on May 29, 2017 in observance of the Memorial Day holiday. C) Presentation of the Rivers Alive 2016 Government Partner' s Award presented to Lee County Code Enforcement on April 24, Co County Manager Sistrunk explained that Code Enforcement will celebrate their 10th year of Rivers Alive this year. Jim Wright, Ben Robert, and Leslie Barbosa attended the Atlanta event to accept this award. 16. ADJOURNMENT Commissioner Williams made a MOTION to adjourn the meeting. Commissioner Singletary seconded the MOTION. The MOTION was unanimous with Commissioners Muggridge, and Roland voting yea.
