Establish Quorum The West Plains City Council met for closed session at 4:30 p.m. on Monday, October 22, 2018 at West Plains City Hall Conference Room, 1910 Holiday Ln with the following members present: Mayor, Jack Pahlmann, Councilman/Mayor Pro-Tem Mike Topliff, Councilwoman Jessica Nease, and Councilman Josh Cotter. Councilman Cary Stewart arrived shortly after the session started. City Attorney Charles Cantrell, City Administrator/Engineer Tom Stehn and Melanie Barnett were also present. The West Plains City Council met for regular session at 5:30 p.m. on Monday, October 22, 2018 at West Plains City Hall Council Chambers, 1910 Holiday Ln with the following members present: Mayor, Jack Pahlmann, Councilman/Mayor Pro-Tem Mike Topliff, Councilwoman Jessica Nease, Councilman Josh Cotter, Councilman Cary Stewart City Attorney Charles Cantrell, City Administrator/Engineer Tom Stehn, Melanie Barnett and Todd Shanks were also present. Consent Agenda The motion was made by Councilman Josh Cotter and seconded by Councilman Mike Topliff to approve the Consent Agenda. Unanimously A. Approval of Minutes for the September 22, 2018 Regular Meeting B. Consideration of Payroll for September 24, 2018, October 7, 2018 and Bills for September 2018 C. Reappoint Patricia Smith as Commissioner of the Housing Authority for a four year ter. Term to expire on November 30, II. Reading of Bills A. Bill 4577 to become Ordinance Second Reading. An Ordinance changing the official zoning map of the City of West Plains, Missouri and defining the boundaries of the area to be changed on said official zoning map by this ordinance (Property located on Missouri Avenue.) The motion was made by Councilman Josh Cotter and Seconded by Councilman Cary Stewart to accept Bill 4577, which becomes Ordinance Unanimously. B. Bill 4579 to become Ordinance First and Second Reading. An Ordinance to preserve historic Parkside House pending citizen voting. No motion was made.

3 C. Bill 4580 to become Ordinance First and Second Reading. An Ordinance to amend Section 2-34, Public Addresses to City Council. The motion was made by Councilman Josh Cotter and Seconded by Councilman Mike Topliff to accept Bill 4580, which becomes Ordinance Unanimously. D. Bill 4581 to become Ordinance First and Second Reading. An Ordinance setting the speed limit on a portion of Missouri State Highway 63 from Route 160 to the South City limits in West Plains from 45 miles per hour to 50 miles per hour. The motion was made by Councilman Cary Stewart and Seconded by Councilman Josh Cotter to accept Bill 4581, which becomes Ordinance Unanimously. E. Bill 4582 to become Ordinance First and Second Reading. An Ordinance to amend Section and of the 2012 International Fire Code. The motion was made by Councilman Josh Cotter and Seconded by Councilman Cary Stewart to accept Bill 4582, which becomes Ordinance Motion was Not Passed.

4 F. Bill 4583 to become Ordinance First and Second Reading. An Ordinance authorizing the demolition of the Butler House, also known as the Parkside House, currently located in the Butler s Children s Park and if necessary to utilize Capital Improvement Sales Tax funds to complete the demolition and site restoration. No motion was made. G. Bill 4584 to become Ordinance First and Second Reading. An Ordinance changing the official zoning map of the City of West Plains, Missouri and defining the boundaries of the area to be changed on said official zoning map by this ordinance as a Medical Overlay District. The motion was made by Councilman Josh Cotter and Seconded by Councilman Mike Topliff to accept Bill 4584, which becomes Ordinance Unanimously. H. Bill 4585 to become Ordinance First and Second Reading. An Ordinance to amend Section Floodplain Administrator in the Code of Ordinances. The motion was made by Councilman Josh Cotter and Seconded by Councilman Mike Topliff to accept Bill 4585, which becomes Ordinance Unanimously. I. Bill 1076 to become Resolution A Resolution amending the Political Activities section of the Employee Handbook/Loss Prevention Manual of the City of West Plains. The motion was made by Councilman Josh Cotter and Seconded by

5 Councilman Mike Topliff to accept Bill 1076, which becomes Resolution Unanimously. J. Bill 1077 to become Resolution A Resolution of the City of West Plains, Missouri (awardee) to provide an in-kind contribution of $109, to the Delta Regional Authority (DRA) and to designate, appoint and give authority to the City Administrator to perform certain duties and administration for the DRA, and that in the event of an administration change, the new City Administrator shall continue to have such authority. The motion was made by Councilman Josh Cotter and Seconded by Councilman Mike Topliff to accept Bill 1077, which becomes Resolution Unanimously. Part 1 Part 2 Part 3

6 III. Council Action A. Bid Concrete block for drainage ditch off West Main. The motion was made by Councilman Mike Topliff and Seconded by Councilman Josh Cotter to accept the bid from Olson Precast for Concrete block for $18, Unanimously B. Bid Sewer line road bore for Cedar Hurst. The motion was made by Councilman Josh Cotter and Seconded by Councilman Mike Topliff to accept the bid from DLB Boring for sewer line bore Rock $350 per foot and Dirt $275 per foot and not to exceed $85,000 for total project. Unanimously C. Bid 4-inch meters and backflow preventers for OMC expansion. The motion was made by Councilman Josh Cotter and Seconded by Councilman Mike Topliff to accept the bid from Core & Main for meters and backflow preventers for $11, Unanimously D. Bid Provide and install air cooled lube oil cooler at generator. The motion was made by Councilman Josh Cotter and Seconded by Councilman Cary Stewart to accept the bid from Quesco $150,000 plus shipping and Crane services Motion Passed Unanimously E. Employee Health Insurance renewal. The motion was made by Councilman Mike Topliff and Seconded by Councilman Josh Cotter to table for later discussion. Motion Passed Unanimously. F. Vehicle for Hire The Uber Lady. The motion was made by Councilman Mike Topliff and Seconded by Councilman Josh Cotter to accept a Vehicle for Hire now known as Gopher It. Unanimously G. Request to destroy records for terminated employees drug tests ( ) and police records from that have reached their retention limit per the State retention schedule. The motion was made by Councilman Josh Cotter and Seconded by Councilman Cary Stewart to destroy records. Unanimously II. Department Presentation David Bossemeyer, Economic Development Director

7 IV. Administrator s Report 1. For the month of September, 2018, 571 Cut-off Notices were sent out with a potential loss of revenue of $198, On October 1, 2018, Marketing Director Todd Shanks, acting on behalf of the Tourism Department, along with the Economic Development Director, David Bosemeyer, submitted a bid to return the National NJCAA Women s Division I Volleyball Tournament to West Plains. This is a 3 year bid and hopefully, the City will hear something in early This tournament would provide an economic impact of $2.1 million per year. 3. Due to visibility and speed concerns as well as the number of accidents lately, we are proposing to make the Washington Avenue and Thornburgh Street intersection a 4-way stop if City Council is in agreement. We will work on educating the public for at least 30 days before installing the signage. 4. The paving and lighting of the Civic Center parking lot is complete. The City is now working on some final grading and striping. This was a great team effort, and I want to thank all of the City Departments involved. 5. The Haunting of the Hollows was again a great success. I want to thank all of the City Departments involved in making this happen. 6. The City receives a lot of questions about when West Plains is celebrating Halloween for trick or treating. We recommend that trick or treating in the City of West Plains occur on Wednesday, October 31, 2018, from 4:00 pm to 8:00 pm. 7. The City received a letter dated October 12, 2018 from the Missouri Department of Economic Development advising that our application for a CDBG Grant for a Storm Water Detention Basin for the North Fork of Howell Creek has been approved in the amount of $769, V.
