CONDUCT A COMMENT PERIOD FOR CITIZENS PARTICIPATION During the initial Citizens Participation, any citizen in the audience may address the Subcommittee on an item featured on the agenda. During the final Citizens Participation, any citizens in the audience may address the Subcommittee on matters within the Subcommittee s jurisdiction, but not necessarily featured on the agenda. No vote can be taken on a matter not listed on the posted agenda; however, the Subcommittee can direct that the matter be placed on a future agenda. Each citizen must be recognized by the Chair. The citizen is then asked to approach the microphone at the podium, to state his or her name, and to spell the last name for the record. The Chair may limit remarks to three minutes duration, if such remarks are disruptive to the meeting or not within the Subcommittee s jurisdiction. The Regional Transportation Commission keeps the official record of all proceedings of the meeting. He remarked that RTC and Clark County staff are still in discussion and will bring this matter back at a future Operations Subcommittee meeting. DISCUSS THE HISTORY, DESIGN, POLICY FOR USE, AND BENEFITS OF THE WORK ZONE PROJECT SIGN USED IN UNINCORPORATED CLARK COUNTY TO COMMUNICATE WORK ZONE INFORMATION TO ROAD USERS (FOR POSSIBLE ACTION) Comments: Mr. John Peñuelas, Director of Engineering Services Streets and Highways for the Regional Transportation Commission of Southern Nevada (RTC), explained that this item referred a common issue brought up in previous Cone Management Working Group (CMWG) meetings. In the past, agencies were experiencing issues with project coordination. As a result, it was determined that the agencies must take more initiative in communicating and coordinating work zones and project management. He explained that the idea was proposed to create a universal Work Zone Project Sign (Project Sign) to be used around the Las Vegas Valley. However, some entities had issues with this solution and preferred to come up with their own signage. Mr. Peñuelas pointed out that as of 2018, Clark County was the only entity using Project Signs. This item was intended to determine the benefits, if any, of these Project Signs and whether it justified inclusion in the Uniform Standard Specifications and Drawings. Ms. Niccole Solano, Construction Management Inspector for the Clark County Department of Public Works (CCPW), explained that CCPW currently uses the Project Sign described by Mr. Peñuelas. The signage provides valuable information about each project zone such as permit numbers, contractor information, and emergency point of contact. She explained that Clark County has benefited from its use allowing citizens to contact the correct agency to obtain more information about the construction project. Chair Kaizad Yazdani, CCPW, asked Mr. Peñuelas if the Project Sign usage applied only to Capital Improvement Projects (CIP) or developer projects as well. Mr. Peñuelas was unsure, but Ms. Solano clarified that CIPs have their own designated signs. The Project Signs are for other projects that do not have these designations. The Operations Subcommittee (Subcommittee) members spent some time discussing different signage options and their use amongst the entities. Chair Yazdani remarked that there should be a requirement for a particular type of sign on all RTC-funded projects. The Subcommittee members discussed various situations where detailed signage would be necessary.
10 DocuSign Envelope ID: E-E80C D-06FFD837EFF3 Minutes-Operations Subcommittee Meeting of July 17, 2018 Page 4 of 5 From there, Mr. Peñuelas and Ms. Solano discussed CCPW s policy for when Project Signs are required to be displayed and taken down. Mr. Peñuelas clarified that Project Signs are required after a maximum window of 72 hours, beginning when contractors start work within the project zone. They continued their detailed discussion of Project Sign requirements, with Mr. Peñuelas commenting that it was important to create consistent standards to help bidding contractors know what to expect. Next, Mr. Peñuelas asked what CCPW s policy on signage location in work zones. Ms. Solano replied that, ideally, the signage would include a Work Ahead sign placed 50 to 100 feet behind the Project Sign. In general, signage should be placed near the front of the work zone, though the specific location may depend on the project. Ms. Solano explained these policies are available on the CCPW website. Mr. Justin Anderson, The Barricade Company LLC, remarked that his staff has seen an increase in phone calls wherever Project Signs are displayed. He believes this contributes to fewer calls to the municipalities and less need for inspectors to visit project work zones. Mr. Anderson explained that the entities need to be clear on when and where signs should be placed and for these policies to be better enforced. Mr. Peñuelas asked the Subcommittee members if they believed it would be beneficial to create a subgroup with Clark County staff to discuss policies for Project Signs. Mr. Jim Keane, City of Boulder City, expressed that it would be beneficial to create a universal Project Sign to be more consistent. Chair Yazdani also expressed his support for the idea. Ms. Solano asked if the other entities would be interested in creating a universal Project Sign. Mr. Mike Hudgeons, City of North Las Vegas, and Mr. Keane both said that their respective jurisdictions would be interested in participating. Mr. Peñuelas agreed and restated the importance of signage for traffic operations before concluding the discussion. Motion: No motion was necessary. Vote/Summary: No vote was taken. Item: 7. DISCUSS TOPICS OF INTEREST Comments: Mr. John Peñuelas, Director of Engineering Services Streets and Highways for the Regional Transportation Commission of Southern Nevada (RTC), pointed out that representatives from Kimley- Horne were present and would be available after the meeting to discuss the future of work zones in the Las Vegas Valley for whomever was interested. Then, Mr. Penuelas also mentioned that at the last Executive Advisory Committee (EAC) meeting, there was a presentation to the public works and planning directors regarding what types of roadway inventory and roadway assets would be captured with Lidar imaging. He said that he welcomed input from the Operations Subcommittee members on what types of uses could come out of this and whether the jurisdictions would be willing to contribute funds toward this project. Chair Kaizad Yazdani, Clark County Department of Public Works, asked to confirm if this would be used for the development of autonomous vehicles. Mr. Peñuelas confirmed that it could be, as well as the verification of Americans with Disabilities Act (ADA) compliance. He went on to explain that the RTC would put out a Request for Information to see what is available in the industry and follow shortly with a Request for Proposals. The temporary traffic control (TTC) needed to protect the work zone can interfere with the normal operation of the traffic signal. Therefore, special timing is often required to lessen the negative impact on traffic operations. The webpage provides a "one call"-type system for notification and upload of the TTC plan that allows the participating agency and FAST to collaborate and install the modified timing plan as necessary. This item will allow the participating agencies to share information on the aspects of the system that are providing a benefit, suggest areas for improvement, and direct staff accordingly.
