Election of Calendar Year 2013 Executive Committee MOTION: A motion was made and seconded to approve the Calendar Year 2013 Nominating Committee s recommendation for the Policy Committee s Executive Committee. MOTION CARRIED UNANIMOUSLY 6. MPO Planning Area Boundary Amendment MOTION: A motion was made and seconded to approve the proposed amendments to the MPO s Planning Area Boundary. Federal Fiscal Years Transportation Improvement Program Amendment Request MOTION: A motion was made and seconded to approve the requests from the Iowa Department of Transportation and Polk County Conservation Board to amend projects in the Federal Fiscal Years Transportation Improvement Program. MOTION CARRIED UNANIMOUSLY 8. City of Bondurant Request to Advance Federal Fiscal Year 2016 Transportation Alternative Program Funds MOTION: A motion was made and seconded to approve the Federal Fiscal Years Transportation Improvement Program modification request from the City of Bondurant to advance funding for the Chichaqua Valley Trail project. 6 9. Federal Fiscal Year 2016 Small Member Surface Transportation Program Awards MOTION: A motion was made and seconded to approve the Small Member Surface Transportation Program funding requests. Unallocated Federal Fiscal Year 2013 Surface Transportation Program Funds MOTION: A motion was made and seconded to approve the additional unallocated Federal Fiscal Year 2013 Surface Transportation Program funds. MOTION CARRIED UNANIMOUSLY 11. Union Pacific Projects in Des Moines MOTION: A motion was made and seconded to approve the Union Pacific Railroad s plans to expand their rail yard in Des Moines and potential MPO support for the project. MOTION CARRIED UNANIMOUSLY 12. Appointment to the Statewide Urban Design and Specifications Board of Directors MOTION: A motion was made and seconded to approve the re-appointment of Duane Wittstock, City of West Des Moines, as the MPO s representative to the Statewide Urban Design and Specifications Board of Directors. Federal Highway Administration Weather Vulnerability Adaptation Options Analysis MOTION: A motion was made and seconded to approve the MPO s application for a Federal Highway Administration grant to conduct an adaptation options analysis of selected areas within the MPO boundary prone to flooding. BACKGROUND: The MPO Chair annually appoints an Executive Director Review Committee (Review Committee) to complete an evaluation of the Executive Director s performance over the past year. The MPO Chair appointed the following individuals to the Fiscal Year (FY) 2013 Review Committee: Bob Andeweg, City of Urbandale; Tom Armstrong, City of Grimes; Rick Clark, City of Des Moines; Tom Hockensmith, Polk County; Brian Laurenzo, City of Johnston; Ted Ohmart, City of West Des Moines; and, John Peterson, City of Ankeny. The MPO staff provided MPO and Transportation Technical Committee representatives with a copy of the FY 2013 MPO Executive Director s Annual Review Survey. Surveys were also provided to the Chairs of the MPO s multiple subcommittees, the primary representatives of the MPO s advisory and associate member organizations, the MPO staff, and key personnel of the following partner organizations that the MPO works closely with: the Iowa DOT, the Greater Des Moines Partnership, the Des Moines Area Regional Transit Authority, and the Transportation Management Association. The Review Committee met to discuss the survey responses and made a recommendation for a compensation rate adjustment of 3.0% at the Executive Committee s March 13, 2012 meeting. The Executive Committee discussed and agreed with the Review Committee s evaluation of the Executive Director s performance and the proposed salary increase recommendation of 3.0%, but also unanimously recommended adding the following items to the Executive Director s FY 2013 compensation adjustment package: A $50 increase to the Executive Director s car allowance, from $450 per month to $500 per month; Establishment of a $100 per month business expense reimbursement, that could, for instance, cover cell phone and data plan charges; and, Payment of a one-time $6,000 performance bonus, both to recognize the Executive Director s strong performance and to acknowledge the Executive Director s ineligibility to participate in the MPO Deferred Compensation Program employer match benefit for his first 24 months of employment. 25 Agenda Report MPO Policy Committee March 2013 Item No. 8 ISSUE: Passenger Rail Letter of Support REPORT and OPTIONAL VOTE: Consider authorizing a letter to Governor Branstad in support of the Chicago-Iowa City passenger rail service. BACKGROUND: In 2010, the Federal Railroad Administration (FRA) awarded the States of Iowa and Illinois $230 million to begin intercity passenger rail service between Chicago and Iowa City. Iowa s portion of the FRA grant is $86.8 million, which requires a non-federal match of $21.8 million. The State of Iowa has not yet received its portion of the FRA grant. Governor Branstad asked for a study on the entire Chicago-Council Bluffs/Omaha route to first be completed before committing state dollars towards the project. In 2011, the FRA, Iowa, and Illinois agreed to split the FRA award into two phases so that the Chicago-Moline phase could commence. The Chicago to Council Bluffs-Omaha Regional Passenger Rail System Planning Study is nearing completion. MPOs and other agencies are offering letters of support for the project to encourage the State of Iowa to receive its share of the FRA award and to commence with development of the Moline-Iowa City portion of the project. This letter would re-confirm the MPO s commitment to the project, which was expressed in a letters of support in 2011 and A fact sheet summarizing the status of the FRA grant is included on the following pages. RECOMMENDATION: Authorize the MPO chair to send a letter to Governor Branstad documenting the MPO s support of passenger rail service. 26 THE CHICAGO-IOWA CITY PASSENGER RAIL PROGRAM Grant award fact sheet January 2013 Status update In October 2010, an award for $230 million in High-Speed Intercity Passenger Rail (HSIPR) funds was jointly awarded to Illinois and Iowa to establish new intercity passenger rail service between Chicago and Iowa City. In fall 2011, the Iowa and Illinois DOTs requested that the Federal Railroad Administration split the award into two phases. Phase 1 would implement service from Chicago to Moline, and Phase 2 extend the service to Iowa City. Route and train characteristics Two daily round trips Travel time 4 hours and 20 minutes one way Initial maximum speed of 79 mph Each train can accommodate 230 passengers; and will offer coach seating and food service. Total route of miles. Trains operate on Amtrak at Chicago s Union Station, 0.8 miles; BNSF Railway from Chicago to Wyanet, Ill., miles; and Iowa Interstate Railroad from Wyanet to Iowa City, Iowa, miles. New stations at Geneseo and Moline, Ill.; and Iowa City Service outcomes On-time performance will be 90 percent or higher. Projected annual ridership is 257,000 for During 2012, the Iowa DOT began a larger scale planning study the Chicago to Council Bluffs-Omaha Regional Passenger Rail System Planning Study, while putting the extension to Iowa City on hold. This planning study is expected to provide additional information that will set in motion the next steps toward initiating passenger rail service in Iowa. This fact sheet includes the details for the Chicago to Iowa City route as planned in the initial 2010 federal grant award. Ridership includes passengers diverted from other modes annually: 60 percent of passengers from automobiles; 24 percent from air travel; 9 percent from buses; and 7 percent are new riders who otherwise would not have traveled. Collaboration Iowa and Illinois DOTs have a strong partnership to initiate Chicago to Iowa City passenger rail service. The Midwest High-Speed Rail Steering Group, representing nine Midwestern states, executed a memorandum of understanding in 2009 supporting Midwest routes connecting to the Chicago hub. Agreements, in principle, are in place with Iowa Interstate Railroad, BNSF Railway and Amtrak. The link between Chicago and Iowa City via the Quad Cities is the first link in an incremental approach to implementation to increase service over time, based on market demand, operational feasibility and funding. BACKGROUND: The MPO staff reviewed the Surface Transportation Program (STP) applications and developed preliminary scores for each project utilizing the STP scoring criteria approved by the MPO in Projects must score 50 points or higher to be eligible for the MPO s Federal Fiscal Year 2017 STP funds. The MPO s Engineering Subcommittee reviewed the STP scores and had no concerns. Included, in the agenda s supplemental materials, is a copy of the draft STP project scores. With the scoring process complete, the STP Funding Subcommittee will meet during the spring to hear presentations from sponsors with projects that scored 50 points or higher. This workshop will provide project sponsors the opportunity to discuss their projects and to answer specific questions from the STP Funding Subcommittee. Following this workshop, the STP Funding Subcommittee will meet to develop a funding recommendation for consideration by the MPO Executive Committee and the MPO Policy Committee. BACKGROUND: The MPO staff recently received a request from the Federal Highway Administration (FHWA) to amend the Horizon Year 2035 Metropolitan Transportation Plan (HY 2035 MTP) to reflect the changes made to the MPO s Planning Area Boundary. Plan amendments require the MPO to provide a 45-day comment period and to hold a public input meeting on the amendment. The MPO staff held a public meeting Thursday, February 7, 2013, at the MPO office, and received no comments. 31 Agenda Report MPO Policy Committee March 2013 Item No. 12 ISSUE: Attorney General Opinion Regarding the City of Grimes Bicycle Ordinance REPORT and OPTIONAL VOTE: Consider support of the City of Grimes efforts to seek clarification regarding the City s authority to pass ordinances regulating bicycle traffic under Iowa law. BACKGROUND: The City of Grimes bicycle ordinance requires that cyclists ride on a bicycle path whenever one is available next to a street. This ordinance affects approximately two miles of roadway along South James Street. On January 17, 2013, the Iowa Deputy Attorney General issued a letter noting that Grimes bicycle ordinance violates Iowa Code, which states that bicyclists have rights to roadways equal to those of drivers. The City of Grimes asked for this issue to be discussed by the MPO Executive Committee to determine what role, if any, the MPO may take on this issue. The Executive Committee discussed the issue at its February 13, 2013, meeting and asked that this item be placed on the MPO Policy Committee s February 21, 2013, meeting agenda. The Executive Committee also asked that this issue be discussed with the MPO s Bicycle and Pedestrian Roundtable. The Roundtable met on February 19, 2013; MPO staff will provide an update of the Roundtable s input at the MPO Policy Committee meeting. RECOMMENDATION: The MPO Executive Committee recommends that the MPO offer a letter supporting the City of Grimes efforts to seek clarification regarding the City s authority to pass ordinances regulating bicycle traffic as a power granted to cities under municipal home rule. BACKGROUND: The MPO staff annually works with MPO member governments and participating agencies to develop a list of priority transportation projects to discuss with congressional members during the Greater Des Moines Partnership s annual trip to Washington, D.C. The MPO staff presented a list of projects submitted for consideration at the November meeting. On January 10, 2013, the Surface Transportation Program (STP) Funding Subcommittee met to identify priority projects from the assembled listing. BACKGROUND: The Federal Highway Administration (FHWA) requires that the MPO annually develop a four-year Transportation Improvement Program (TIP) that details the use of federal funds for transportation projects in the Metropolitan Planning Area. The MPO staff begins work on the Federal Fiscal Years Transportation Improvement Program (FFY TIP) by providing each MPO member government and participating agency a listing of their current TIP projects and associated information from the Iowa Department of Transportation s Transportation Program Management System for review and update. The MPO staff requests that member governments and agencies determine if projects currently programmed for FFY 2013 will receive FHWA authorization to proceed with development before September 30, If a project does not receive FHWA authorization before September 30, 2013, then the project will need to roll-over to a future year in the TIP. The deadline for TIP project review is Friday, April 12, 2013 at 4:30 p.m. Projects that are not updated by the deadline will not be included in the FFY TIP and will require a formal amendment to be added. 38 Agenda Report MPO Policy Committee March 2013 Item No. 17 ISSUE: Transportation Alternative Program Funding Update REPORT: Update on potential funding changes due to MAP-21 to the Transportation Alternatives Program. BACKGROUND: At its September meeting, the MPO approved a recommendation to the Iowa Department of Transportation (DOT) regarding how funds should be distributed to MPOs and Regional Planning Affiliations (RPAs) under the new transportation bill, MAP-21. The Iowa DOT is working with MPOs and RPAs, as well as other stakeholders, to develop funding scenarios for the allocation of federal funds. MPO staff will provide an update of the process the Iowa DOT is taking on to address potential changes. Additionally, the MPO staff worked with the Surface Transportation Program (STP) Funding Subcommittee to review the Iowa DOT s proposal for the Transportation Alternatives Program (TAP). Staff notes that under the Iowa DOT proposal, total funds for the TAP would be higher than targets previously identified under the STP Transportation Enhancement set aside. However, the $3.4 million in statewide TAP funds would be available for any other eligible activities (roads, bridges, trails, etc.). On January 10, 2013, the STP Funding Subcommittee met to discuss how TAP funds should be distributed. The subcommittee recommended that the statewide TAP fund allocation be utilized by the MPO for projects that meet the TAP criteria. The subcommittee also discussed the project categories for the TAP and recommended that percentage set-asides be dropped from each category. Finally, the subcommittee recommended the creation of a Safe Routes to School category and a Trail Major Reconstruction category. The following page includes a breakdown of the estimated targets for the TAP funding. An overview of eligible TAP activities is included as a supplemental item. RECOMMENDATION: None. BACKGROUND: The new federal transportation legislation, MAP-21, is written as a performance based document. The American Association of State Highway Transportation Officials (AASHTO) has released a set of recommendations for national level performance measures. Performance measures focus on six areas: safety, pavement condition, bridges, freight, system performance, and Congestion Mitigation and Air Quality (CMAQ). Within these six categories, there are a total of 15 measures. The MPO will work toward accounting for these performance measures, once finalized, in the Long Range Transportation Plan (LRTP) and in other processes and procedures that report on an annual basis. BACKGROUND: In September of 2012, the MPO received a grant in the amount of $100,000 from the Iowa Department of Transportation (DOT) to conduct a rail study. The grant requires a $25,000 local match, which will be provided by the Greater Des Moines Partnership, for a total of a $125,000 study. The DOT has provided grantees with a draft copy of the planning agreements for review. Finalization of the agreements and the distribution of funds to grantees should follow in early March. The study area is set to experience several critical changes in the next few years, which could have significant impacts to the area s rail and roadway transportation networks. The overall objective of the study is to analyze the impacts of these factors and resulting changes on the defined area, and to present the opportunities and challenges to the stakeholders on both a micro and macro level along with answering a series of technical questions. 44 Agenda Report MPO Policy Committee March 2013 Item No.21 ISSUE: Passenger Transportation Plan Fiscal Year 2014 Update REPORT: Report on the 2014 update to the Passenger Transportation Plan, which identifies opportunities to improve transportation for transportation-disadvantaged populations. BACKGROUND: The Iowa Department of Transportation (DOT) requires the MPO to annually develop a new Passenger Transportation Plan (PTP) or to update the current PTP. The PTP s purpose is to promote joint, coordinated passenger transportation planning programs that further the development of the local and regional public transportation system, particularly for transportation-disadvantaged populations. The MPO develops the PTP with assistance and input from the MPO s Transportation Advisory Group, the Des Moines Area Regional Transportation Authority, and the Heart of Iowa Regional Transit Agency. For Fiscal Year 2014, the MPO is required to develop an update to the Fiscal Years Passenger Transportation Plan. The MPO staff forwarded a draft PTP update to the Iowa DOT on February 1, 2013, for review and comment. Staff will incorporate any recommended changes to the document prior to its final submission to the DOT by May 1, The Passenger Transportation Plan Fiscal Year 2014 Update is included as a supplemental item to this agenda packet. 45 Agenda Report MPO Policy Committee March 2013 Item No.22 ISSUE: Ames-Des Moines Corridor Transit Study REPORT: Report on a potential transit study along the Ames-Des Moines corridor. BACKGROUND: There has been interest for several years by planning, economic development, and transit agencies along the Ames-Des Moines corridor to study mass transportation options along the corridor. The Ames-Des Moines corridor has been identified within both the MPO s Horizon Year 2035 Metropolitan Transportation Plan and the Iowa Department of Transportation s 2009 Passenger Transportation Funding Study as a candidate for potential transit service. The study of transit service between the two metropolitan areas was again identified as a major project in the Capital Crossroads Strategic Plan under the Physical Capital. The proposed study would include the following tasks: Identify potential ridership; Analyze various modes to serve the forecasted ridership; Determine service details for likely modes, including routes, frequencies, vehicle requirements, costs, and fare structures; Identify potential funding sources; and, Identify benefits for service recommendations, including economic development, emissions reductions, congestion relief, fuel savings, and social service benefits. MPO staff currently is working with the Des Moines Area Regional Transit Authority and the Greater Des Moines Partnership to develop a Request for Proposals (RFP) for consulting services to assist with the study. BACKGROUND: Metropolitan planning organizations are certified by the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) every four years. The MPO s quadrennial review will take place from April 29 through May 1, 2013, at the MPO office. The purpose of the review is to highlight good planning practices and share information among the organizations, as well as to ensure that Federal regulatory requirements for transportation planning are being met. The review will be carried out by FHWA and FTA staff. In addition to FHWA, FTA, and MPO staff, participation is also anticipated by staff from the Iowa Department of Transportation, the Des Moines Area Regional Transit Authority, and any other local officials who wish to participate. A public input meeting will also be held on April 29, 2013, at 6:00 p.m., at the MPO office as part of the review process to accept comments from the community about the MPO s transportation planning process.
