1 Meeting Minutes Date/Time: Tuesday, October 11, 2018, at 10:30 a.m. Location: Lake Michigan Room, Horatio S. Earle Learning Center, 7575 Crowner, Lansing, MI 1. Call to Order Tom Bruff called the meeting to order at 10:38 am. Congratulations was given to Elisa Hoekwater regarding her new position with the Macatawa Area Coordinating Council transit agency. 2. Introductions Introductions were made. 3. Changes or Additions to the Agenda Mark Kloha asked to discuss reconvening the GPA subcommittee. Mr. Bruff noted that the addition the agenda be made. A motion to approve the agenda as amended was made by Jon Start, seconded by Jason Nordberg. The motion carried. 4. Approval of the September 18, 2018 Meeting Minutes A motion to approve the minutes as presented made by Maja Bolanowska, seconded by Andrea Strach. The motion carried. 5. Treasurer s Report Lindsay Wallace stated that the current balance as of September 30 is $27, FHWA Updates Andy Pickard reported that Donna Wittl,, sent out an regarding the legal proceedings related to CMAQ. The ruling marks that implementation of the regulations have been pushed back to February 2019 to address the 1997 standard. MPOs should be prepared in their technical capability to address the ruling. submitted performance measures report to FHWA on October 1. The report was accepted on October 15. Mr. Bruff asked if a copy of the report was available. Mr. Pickard stated that he will look into the matter. Mr. Nordberg asked for clarification on the CMAQ regulation, and Mr. Pickard noted that there is no redesignation for communities regarding the 1997 standard, but conformity will have to be demonstrated. 7. Asset Management Council (TAMC) Update Mr. Start reported that the pilot culvert report is available through TAMC. The organization also recognized MTPA s sponsorship of the Fall 2018 Asset Management conference. There was also a reminder to collect the letters from local agencies for the reimbursement of non-federal aid network for FY 2019.
2 8. Committee Reports A. Staff Development & Education Subcommittee Ms. Strach noted that the group will be meeting today to discuss the upcoming conference, future training opportunities, and to work on the website work plan. B. Policy and Communications Subcommittee No report was given. C. Transportation Improvement Program Subcommittee Heidi Phaneuf reported that FHWA would like reconciliation amendments completed in JobNet by October 31. will not be accepting them after this time as a reconciliation amendment. After October 31 projects will have to go through typical amendment process. GPA reports also need to be submitted. She also stated that the group will be discussing how the S/TIP list transition will be made in JobNet regarding the development of the new S/TIP. Steve Stepek reported that the official S/TIP list will be changed by October 18. D. Metropolitan Transportation Plan/Performance Measures Subcommittee No report was given. 9. November Meeting Date The November meeting date will remain on November Updates A. SLRTP Public Participation Plan Kyle Haller reported that the State Public Participation for the state Long Range Plan is avaible for review on the project website B. Transit SGR Targets and TAM Plans John Lanum thanked the MPOs that have approved the Bridge Condition, Pavement Condition, and System Reliability performance measures and submitted the approval paperwork to. The Transit State of Good Repair Targets were discussed. MPOs are asked to obtain a copy from their transit agency, and put the information in the TIP. Most MPOs have this information when a TIP update was required in the spring. The updated State of Good Repair Target information should appear in the new TIP narrative. The MPO does not need to adopt the State of Good Repair Targets specifically with a resolution nor prepare materials to give to demonstrating compliance. The MPO does not need to adopt the Transit Asset Management Plan. For transit agencies with less than 100 peak hour vehicles, the
3 state will be assisting them in the development of the Transit Asset Management Plan. Please contact Andy Brush for more information or to answer any questions. Mr. Lanum also noted that the Safety performance measures are due in February Information will be forthcoming. Any performance measures that do not appear in the current MPO TIP will need to be in the TIP by May 27, This means that language will need to appear in the existing TIP ( ) and the new TIP ( ). C. Reconciliation No report was given. D. GPA Committee Mr. Kloha requested to reconvene the GPA subcommittee to address how things are working with JobNet. Participation is open to anyone. Contact Mark to join the subcommittee. 11. Other New Business Mr. Start noted that the letter from TAMC regarding the new requirement for Asset Management Plans is in the October meeting packet. The measures will be used to assess traffic fatalities and serious injuries on all public roads regardless of jurisdiction. The intent is to improve national safety data by providing greater consistency in reporting, improve transparency through use of a public reporting system, and enable targets and progress to be aggregated at the national level. The regulation will provide the Federal Highway Administration (FHWA) and the National Highway Traffic Safety Administration (NHTSA) the ability to better communicate a national safety performance story. Establishing targets is a coordinated effort between the Michigan Department of Transportation (), the Michigan State Police Office of Highway Safety Planning (MSP-OHSP), and Michigan Metropolitan Planning Organizations (MPOs). Targets for three of the five measures must be reported to both FHWA and NHTSA, by and MSP-OHSP respectively, and must be identical. The three measures are: The number of fatalities, rate of fatalities per 100 million Vehicle Miles Traveled (VMT), and number of serious injuries. MSP-OHSP annually reports the baseline and targets for the subsequent year to NHTSA by July 1 in the Highway Safety Program, thus significant effort must be made to reconcile crash data by May 1 to meet the deadline. The program focuses on reducing fatalities, injuries, and economic losses result from vehicle crashes through behavioral traffic safety programs. reports the baseline condition and targets to FHWA by August 31, 2018, as part of the HSIP report, and the MPOs have an additional 180 days to report their respective targets to. The HSIP focuses on reducing fatalities and injuries on all public roads through infrastructure programs and projects to improve safety. 1
9 Assessing Safety Performance Highway Safety Improvement Program 2019 Targets Methodology Existing Trend Each performance measure is based on a five-year rolling average. The calculation is the sum of the most recent five consecutive years ending in the year for which the targets are established, dividing by five, and rounding to the tenth decimal place for each measure. The data is obtained from either the Fatalities Analysis Reporting System (FARS) or the State of Michigan Crash Database. For each rate measure, first calculate the number of fatalities or serious injuries per 100 million VMT for the most recent five consecutive years, divide by five, and round to the tenth decimal place. External/Exogenous Factors and Risk Assessment The respective parties agreed to utilize two models developed and maintained by the University of Michigan Transportation Research Institute (UMTRI). The UMTRI models rely on results of a recently completed research report titled Identification of Factors Contributing to the Decline of Traffic Fatalities in the United States, which was completed as part of the National Cooperative Highway Research Program project The models, predicting counts and the change in counts of fatalities, rely on the correlation between traffic crashes, vehicle miles traveled (VMT), and risk. UMTRI identified four factors that can influence the outcome: the economy, safety and capital expenditures, vehicle safety, and safety regulations. For both models, economic factors such as the Gross Domestic Product (GDP) per capita, median annual income, the unemployment rate among 16 to 24-year old s, and alcohol consumption had the greatest impact at approximately 85 percent. Target Overview To determine a forecasted value for the five-year rolling average for the first four measures listed above, the decision was made to use a model created by UMTRI that is similar to that used for establishing CY 2018 targets in The change model created by UMTRI predicts 1,029 fatalities in CY 2018, and 1,028 in While serious injuries have increased over the past two years, the linear relationship of the ratio of serious injuries and fatalities (A/K) is still evident. The model predicts 5,299 serious injuries in CY 2018, and 5,152 in VMT values have been predicted for CYs 2017, 2018 and Using the fatal and serious injury values, along with the respective predicted VMT, the forecasted fatality rates are 1.02 for CY 2018, and 1.01 for CY 2019, and annual serious injury rates of 5.25 for CY 2018, and 5.06 for CY Results from the UMTRI model (the fatality and serious injury relationship) were also used to generate non-motorized forecasted annual values of 760 for CY 2018, and 751 for CY The above annual values for CY 2018 and CY 2019 we used along with values from CY 2015 to 2017 to determine the 2019 Targets (five-year rolling average) as shown in the table. 2
