5 ABOUT THE NORTHEAST ARKANSAS REGIOL TRANSPORTATION PLANNING COMMISSION The Northeast Arkansas Regional Transportation Planning Commission (N.A.R.T.P.C.), formerly known as the Jonesboro Metropolitan Planning Organization (MPO), is a transportation-planning body composed of locallyelected officials and representatives from state and local transportation agencies. The N.A.R.T.P.C. planning area includes the cities of Bay, Bono, Brookland, Jonesboro, and some unincorporated portions of Craighead County. The primary objective of the N.A.R.T.P.C. is to prepare consensus-driven, fiscally-constrained plans for the development of a safe, efficient, multimodal, and affordable regional transportation system. The planning area overseen by the Northeast Arkansas Regional Transportation Planning Commission is illustrated in Figure 1. Figure 1. N.A.R.T.P.C Planning Area 2
6 PURPOSE OF THIS REPORT This report identifies projects in the N.A.R.T.P.C. Metropolitan Planning Area for which Federal funds were obligated between October 1, 2016, and September 30, 2017 (Federal Fiscal Year 2017). Obligation of funds reflects the Federal government s commitment to pay or reimburse the State of Arkansas and/or local entities for the federal share of a project s eligible costs. Obligation of funds does not necessarily imply that work on a project began in the year of obligation. Additionally, the amount of Federal funds obligated may not be equal to the total cost of a project, which may also include commitments from the State of Arkansas or local entities. This report is being published pursuant to 23 USC 134, 49 USC 5304, 23 CFR 450 and 49 CFR 613, which require the preparation of an annual list of projects for which Federal funds were obligated in the previous federal fiscal year. The list of FHWA obligated projects includes highway projects described by location, phase and the amount of federal funds obligated; and the list of FTA obligated projects includes transit projects described by recipient, the type of assistance received and the amount of federal funds obligated. Transportation projects undertaken without the use of federal funds are not identified in either list. SUMMARY OF FEDERAL TRANSPORTATION OBLIGATIONS IN FY 2017 As indicated in Table 1, between October 1, 2016, and September 30, 2017, the Federal government obligated approximately $7,000, for highway projects within the N.A.R.T.P.C. area. Of those funds, approximately $4,000,000 was obligated for system preservation (overlays) on major arterials in the MPO area, $700, was obligated to reconstruct the BNSF bridge in Bono, and approximately $430, was obligated for TAP projects. The remaining obligations relate to preliminary engineering/design of future projects and railroad signal upgrades. As indicated in Table 2, local federal transit obligations for FFY 2017 totaled approximately $1,120,000. Most (nearly 65%) of those funds were obligated to support the operating and capital costs of the Jonesboro Economical Transportation System (JET). The balance was obligated to support the operating and capital costs of various human-services transportation providers within the MPO area. 3
