SR-248; US-40 to Kamas Project (PIN 9713), is currently funded at $17.0 Million. Moving the project into the Region 2 Asset Management Program will allow for drainage fixes and the widening of the road for acceleration and deceleration lanes in the area of the maintenance shed that will help with safer ingress and egress of snow plows and other large equipment. During the design phase the team s estimate was updated and determined that the project could be completed for $13.0 Million. The balance of $4.0 Million is to be removed from the project and remain in the Region 2, 2017 Pavement Rehabilitation Program. 10 Utah Transportation Commission Meeting Agenda Item Fact Sheet Commission Meeting Date: October 14, 2016 Agenda Item #: 7E Agenda Item Title: 2017 STIP Amendment #1 Combine Two SR-36 Projects - Combine Projects, Scope Change and Funding Addition Presented By: Bill Lawrence Background: Region Two requests approval to combine two projects into one, and add funding to change the pavement treatment from hot in place recycling, to rotomill and overlay. These jobs got moved up last year and the pavement was not fully investigated when it was programmed during the April workshop. The initial scope was to recycle the pavement, but after further investigation, recycling is not a good option for this section so the scope was changed to a mill and fill. The SR-36 from MP 6 to MP 12 Project (PIN 11508), was previously approved as a Low Volume Pavement Rehabilitation Project for $2.9 Million in FY The SR-36 from MP 12 to MP 18 (PIN 11509), was approved as a Low Volume Pavement Rehabilitation Project for $2.9 Million in FY Region Two would like to combine these two projects and build them together. In addition, the Region would like to add $1.6 Million from unprogrammed balance in their Pavement Program to the project due to a change in pavement treatment. The SR-74; Main St. to 740 North, American Fork Project is a choke point project scoped to widen SR-74 or 100 East in American Fork. After initial design and discussions with the city of American Fork, the city has decided that they would rather wait to do the widening. The US-89; State Street, 220 South Pleasant Grove to 500 East American Fork Project is underfunded in the same year. This choke point project was not originally scoped or funded to make improvements at the 500 East American Fork intersection. Transferring the $6.8 Million to this project would give this project enough funding to do the recommended improvements. The Region is working with the MPO on this request and is pending MAG/Regional Planning approval meeting on Oct 18th. 16 Utah Transportation Commission Meeting Agenda Item Fact Sheet Commission Meeting Date: October 14, 2016 Agenda Item #: 7G Agenda Item Title: 2017 STIP Amendment #1 SR-87 Intersection Improvements Project - Transfer Funding to a New US-40; McCoy Flats Intersection Improvements Project Presented By: Bill Lawrence Background: Region Three requests approval to move $1.4 Million from the SR-87 Intersection Improvements Project (PIN 13710) to fund newly created US-40; McCoy Flats Intersection Improvements Project (PIN 15031). The SR-87 Intersection Improvements Project is a choke point project originally scoped to improve three intersections in Duchesne county. After further design, two of the intersections proved not to merit the investment necessary to make the required improvements. The US-40; McCoy Flats Intersection in the Uintah Basin is where there have been recent accidents and increased traffic volume, and has risen in priority for the Region. Region Three is currently doing concept reports for other intersections in the Uintah Basin to determine where to best invest the remaining extra money from the original project SR-87; Intersection Improvements Project (PIN 13710), and will bring to the Commission in the future with another request to fund an additional intersection improvement project. Region 3 needs to do some concrete pavement repair work on I-15 in Nephi and US-189 in Provo Canyon. They purpose to transfer $235K of ST_PVMT funds from their pavement rehabilitation program (Master PIN 12135) to their Asset Management Program (Master PIN 13716) to fund this project. The bridge was constructed in 1953 and is currently on a six-month inspection cycle due to deficiencies in the superstructure. Also, the bridge is functionally obsolete due to inadequate width and a sharp curve on the southbound approach. The purpose of the feasibility study is to determine the best cost to benefit for rehabilitation of the structure versus replacement of the bridge. The funding for this additional project cost is available from current project efficiencies. The I-70; MP 31 to 55 Bridge Preservation Project currently includes applying preservation treatments to twenty-two structures in The I-70 Richfield South to Richfield North Project will rehabilitate the pavement on I-70 from MP 37 to 41 in Ten of the structures from the I-70; MP 31 to 55 Bridge Preservation Project fall within these project limits. In order to optimize costs and to minimize impacts to the traveling public it is requested that the structures within these limits be moved into I-70 Richfield South to Richfield North Project. An additional $500,000 in funding for preservation will come from current structures funds. These tunnels were constructed in 1941 and are rock arches lined with shotcrete. The existing shotcrete lining exhibits cracking, delamination and spalling. The scope of this project is removal of the old shotcrete lining, stabilization of the underlying rock arch, and construction of a new reinforced shotcrete lining. The reasons for the increase in costs are: complexity of the maintenance of traffic due to construction phasing, additional traffic and safety items added during final design, additional bridge rehabilitation items added during final design and additional costs for preliminary engineering and construction engineering due to the project complexity. The funding for this additional project cost is available from current project efficiencies. As a continuation of this effort, a request is being made to fund the maintenance of this program. This continued effort will allow for the update of load ratings based on changing conditions, and the evaluation of load posting mitigation, structural strengthening, and rerouting options for bridges with load posting recommendations. This action will fund $400,000 with current structures funding for fiscal year 2017 of this program. At the 2017 STIP workshop a request will be made for continued annual funding for this program. 38 Utah Transportation Commission Meeting Agenda Item Fact Sheet Commission Meeting Date: October 14, 2016 Agenda Item #: 7O Agenda Item Title: 2017 STIP Amendment #1 Ferry Boat Project, Informational Item - Split Project into Two Projects Presented By: Bill Lawrence Background: Region Four, for information only, would like to notify the Commission of their splitting the Ferry Boat Project into two projects. Originally, the full scope of the project included funds to construct the ramp extensions as well as replace and retrofit the new engine, with a total just over $3.3 Million. As the Region was preparing to deliver the ramp extensions, as well as prepare for an RFP to acquire help to purchase and install a new engine in the ferry boat, it became apparent for the need split into two distinct packages. The current project name was changed to SR-276; Ferry Ramp Extensions (PIN 14911), and a new project created called Region 4 Ferry Engine Replacement and Retrofit (PIN 15110). $1 Million in the current project (PIN 14911), will be moved to the newly created project (PIN 15110).
